WBMCC Announces Tentative Schedule For NEET Counselling, details
West Bengal: The West Bengal Main Computerized Counselling (WBMCC) has announced the tentative schedule for counselling of NEET UG 2023 for state, private, and NRI quota.
The detailed schedule –
Round 1 -
1. Online Registration by candidates qualified through NEET UG 2023 - 11 am of 25.07.2023 till 4 pm of 28.07.2023 as per server time
2. Online Fee payment - 11 am of 25.07.2023 till 12 Midnight of 28.07.2023 as per server time
3. After successful Registration and Fee payment, Verification of Candidates in the already designated College and time slot by the software (for NRI candidates verification will be done at Swasthya Bhaban) – 27.07.2023, 28.07.2023, 31.07.2023 (11 am to 4 pm as per server time)
4. Publication of List of Successfully verified candidates & Publication of Seat Matrix for Round 1 - 01.08.2023 after 12 PM
5. Online Choice Filling and Choice Locking by the successfully verified candidates - 4 pm of 01.08.2023 to Midnight of 02.08.2023 as per server time
6. Publication of Result - 05.08.2023 after 4 pm
7. The Reporting and Admission of allotted candidates to the allotted Institute with requisite original document, college requisite fee and bond (Once successfully re-verified they can get admitted In the allotted seat) – 07.08.2023, 08.08.2023 & 09.08.2023 11 am to 4 pm as per server time
Round 2 –
1. Online Registration by candidates qualified through NEET UG 2023 – 11 am of 14.08.2023 till 4 pm of 15.08.2023 as per server time
2. Online Fee payment - 11 am of 14.08.2023 till 12 Midnight of 15.08.2023 as per server time
3. After successful Registration and Fee payment, Verification of Candidates in the already designated College and time slot by the software (for NRI candidates verification will be done at Swasthya Bhaban) – 16.08.2023, 17.08.2023 (11 am to 4 pm as per server time)
4. Publication of List of Successfully verified candidates & Publication of Seat Matrix for Round 1 - 21.08.2023 after 12 PM
5. Online Choice Filling and Choice Locking by the successfully verified candidates - 4 pm of 21.08.2023 to Midnight of 22.08.2023 as per server time
6. Publication of Result - 25.08.2023 after 4 pm
7. The Reporting and Admission of allotted candidates to the allotted Institute with the requisite original document, college requisite fee and bond (Once successfully re-verified they can get admitted In the allotted seat) – 28.08.2023, 29.08.2023, 31.08.2023 & 1.09.2023 11 am to 4 pm as per server time
Round 3 –
Online Registration by candidates qualified through NEET UG 2023 – 11 am of 05.09.2023 till 4 pm of 06.09.2023 as per server time
Online Fee payment - 11 am of 05.09.2023 till 12 Midnight of 06.09.2023 as per server time
After successful Registration and Fee payment, Verification of Candidates in the already designated College and time slot by the software (for NRI candidates verification will be done at Swasthya Bhaban) – 07.09.2023, 08.09.2023 (11 am to 4 pm as per server time)
Publication of List of Successfully verified candidates & Publication of Seat Matrix for Round 1 - 09.09.2023 after 12 PM
Online Choice Filling and Choice Locking by the successfully verified candidates - 4 pm of 09.09.2023 to Midnight of 10.09.2023 as per server time
Publication of Result - 13.05.2023 after 4 pm
The Reporting and Admission of allotted candidates to the allotted Institute with the requisite original document, college requisite fee and bond (Once successfully re-verified they can get admitted In the allotted seat) – 14.09.2023, 15.09.2023, 16.09.2023 11 am to 4 pm as per server time
Stray Round –
1. Online Registration by candidates qualified through NEET UG 2023 –18.09.2023 (10 am to 4 pm as per server time)
2. Online Fee payment - 10 am of 18.09.2023 till 12 Midnight of 18.09.2023 as per server time
3. After successful Registration and Fee payment, Verification of Candidates in the already designated College and time slot by the software (for NRI candidates verification will be done at Swasthya Bhaban) – 19.09.2023 (10 am to 4 pm as per server time)
4. Publication of List of Successfully verified candidates & Publication of Seat Matrix for Round 1 - 29.09.2023 after 4 PM
5. Online Choice Filling and Choice Locking by the successfully verified candidates - 11 pm of 21.09.2023 to Midnight of 21.09.2023 as per server time
6. Publication of Result - 25.05.2023 after 4 pm
7. The Reporting and Admission of allotted candidates to the allotted Institute with requisite original document, college requisite fee and bond (Once successfully re-verified they can get admitted In the allotted seat) – 26.09.2023, 27.09.2023 11 am to 4 pm as per server time
8. Physical College Level Stray Vacancy Round, Publication of non-allotted candidates list – 28.09.2023 after 4 pm
9. Publication of vacancy - 28.09.2023 after 4 pm
10. Conduction of allotment cum admission at respective college /venue – 30.09.2023 12 noon – 6 pm
The candidates who have qualified through NEET UG 2023 conducted by National Testing Agency (NTA) and want to participate in the counselling in West Bengal Under Graduate Medical and Dental State Quota and Private College Management Quota and NRI Quota seats 2023, have to follow certain steps as listed below –
State Quota The qualified candidate through NEET UG 2023 who want to participate in WB State Quota UG seats must note that either the candidate or his/her parent/s must be domiciled in the State of West Bengal. They have to download the domicile certificate proforma from the counselling website https://wbmcc.nic.in and have to fill appropriate form and get it signed and stamped by the appropriate authority.
During document verification, such certificate in the original has to be produced by the candidate before the verifying authority of the college. Only after successful verification of such certificate, the candidate shall be considered for Online Choice filling, and Allotment for State Quota seat provided the other required documents (as discussed later in this Notice) are properly in place.
The types of domicile certificate proforma that are uploaded to the website https://wbmcc.nic.in are described herewith –
Proforma a1: Residential/Domicile Certificate for candidates residing in the State of West Bengal continuously for at least the last 10 years as of 31st December 2022. Candidate must have passed class 10 or equivalent and class 12 or equivalent from the State of West Bengal.
Proforma a2: Residential/Domicile Certificate for candidates residing in the State of West Bengal continuously for at least the last 10 years as of 31st December of 2022 where the candidate has passed the 10+2 Examination in the year 2023 from West Bengal.
Proforma b: Residential/Domicile Certificate for candidates NOT residing in the State of WB continuously for at least the last 10 years as of 31.12.2022 [that is candidates have passed either class 10 or class 12 or both from outside West Bengal] but whose parent/s are permanent resident/s of West Bengal having their permanent home address within West Bengal and living continuously for at least last 10 years in West Bengal as on 31st December of 2022.
Domicile Certificate as applicable which is obtained from the West Bengal e - district portal (https://edistrict.wb.gov.in/PACE) will also be accepted as proof of domicile.
In case proforma b or e-district domicile of the parent is furnished, it is required to produce any two of the following original ID proof (Voter ID card, Aadhar Card, and Passport) of the concerned parent during the stage of document verification where the said ID cards show that the residential address is in West Bengal.
Certification from any other authority other than those enumerated above will not be accepted. Domicile certificates issued by the people's representative like a Councilor of a Municipal Corporation/Municipality, Member of three-tier panchayet system or GTA, Member of the Legislative Assembly or Member of Parliament is not accepted.
Proforma a2 must be signed and certified by the Head Master/Principal/Director/ Head of the Institution in the State of West Bengal from which the candidates have passed the 10+2 Examination in the year 2023.
Management Quotas in the Private Medical / Dental/colleges in West Bengal in 2023 is also going to be filled up by online counselling which is to be conducted by WBMCC. The candidates qualified for NEET UG 2023 (UR/EWS cut off 50 percentile; UR PwD/EWS PwD cut off 45 percentile; SC/ST/OBC/OBC A/OBC B/SC PwD/ST PwD/OBC PwD/OBC A PwD/OBC B PwD cut off 40 percentile) are eligible for management quota seats. The candidates who are not domiciled in the State of West Bengal (and not opting for NRI Quota) are eligible for Management Quota seats in Private Medical/Dental/ colleges in West Bengal. For admission in Management Quota seats the domicile certificate is not required for the allotted candidate. However, they are required to produce other essential original documents as discussed in the later part of the notice for verification before online choice filling and allotment and securing admission in the allotted seat. It must be kept in mind by the candidates that allotment in the Management Quota is based purely on combined merit rank of NEET UG 2023 as there is no caste or PwD reservation in such seats.
NRI Quota in the Private Medical colleges in West Bengal in 2023 is also going to be filled up by online counselling which is to be conducted by WBMCC. The candidate qualified for NEET UG 2023 (UR/EWS cut off 50 percentile; UR PwD/EWS PwD cut off 45 percentile; SC/ST/OBC/OBC A/OBC B/SC PwD/ST PwD/OBC PwD /OBC A PwD/OBC B PwD cut Page 4 of 21 off 40 percentile) and fulfilled the criteria of eligibility of NRI Quota seats as per the directions/orders of the Hon'ble Supreme Court of India in the case WP (Civil) 689 of 2017 [Consortium of the Deemed Universities in Karnataka (CODEUNIK) and Anr vs. The Union of India and Ors dated 22.08.2017] (published in website https://wbmcc.nic.in) and Principles set in Anshul Tomar (supra) case in West Bengal and other relevant orders are only be considered in NRI Quota seats. The candidates who opt for NRI Quota cannot opt for State Quota/Management Quota.
The candidates who opt to change the status of Indian to NRI have to email the designated email ID of the Medical Counseling Committee (MCC) of DGHS, Govt. of India within the stipulated time to be considered for NRI quota seats.
Caste status of candidate: - if the candidate, who is domiciled in the State of West Bengal, selects SC or ST or OBC A or OBC B during enrollment, then the candidate will have to answer whether the certificate WAS ISSUED BY AUTHORITY IN West Bengal. If the answer to the question is YES, then the candidate will be considered as a reserved category candidate for West Bengal State Quota seats provided their caste certificate is successfully verified during the document verification process before online choice filling and allotment by the NIC software. If the answer to the question is NO, then the candidate is treated as Unreserved for allotment of seats in State Quota Counseling provided the candidate has obtained 50 percentile marks (that is the cutoff marks for UR (Unreserved) candidate in NEET UG 2023 exam).
The OBC A or OBC B candidates if belong to the creamy layer, will not be considered as reserved category candidates. If the OBC A or OBC B certificate is issued before 01.04.2023, the candidate must provide the income certificate issued by the same authority that issued the earlier caste certificate.
If the candidate is not domiciled in the State of West Bengal then he/she shall not be considered for State Quota seats irrespective of the caste status or PwD status. Such candidates are however eligible to fill up choice for Private college management quota seats.
Candidates who belong to the Economically Weaker Section (EWS) of West Bengal (with or without PwD status) and are domiciled to the State of West Bengal, shall be considered as reserved category candidates for West Bengal State Quota seats provided their EWS certificate is successfully verified at the time of document verification process before online choice filling and allotment.
PWD status - The candidates who are eligible as per cut-off limits of the 21 benchmark disabilities as envisaged under the Regulations of "The Rights of Persons with Disabilities Act 2016" will only be considered in PwD (Person with Disability).
Mark sheet of 10+2 examination - In Physics, Chemistry and Biology taken together in the 10+2 Examination, UR/EWS candidates, UR-PwD/EWS-PwD category candidates, and SC/ST/OBCA/OBC-B (with or without PwD status) candidates must obtain 50%, 45% and 40% marks respectively in order to be eligible for taking part in counselling. They must also pass Physics, Chemistry, Biology & English individually in 10 + 2 examination. This is an essential criterion to become eligible for counselling.
Age - Age should be at least 17 years by 31.12.2023. Date of birth must be on or before 01.01.2007 to become eligible. This is an essential criterion to become eligible for counselling.
Medical fitness certificate - The format is provided on the counselling website, and the candidate has to obtain fitness in the same format from Registered Medical Practitioner to become eligible for admission to the seat allotted through counselling. Medical fitness is an essential criterion.

For State Quota
1. Candidate Profile Letter and payment receipt generated online after successful payment
2. Domicile certificate (a1, a2, b) or domicile certificate from e-district website
3. Valid Voter card/Aadhar card/Passport of the parent in case of domicile certificate of the parent is given showing address as West Bengal (any 2 of the three ID cards as mentioned above)
4. Caste certificate as applicable. ( issued in the State of West Bengal )
5. NEET UG 2023 admit card.
6. NEET UG 2023 Rank card.
7. PwD certificate issued/verified through the online link provided by MCC, DGHS, Govt. of India from IPGMER Kolkata as applicable.

3. Relationship of the NRI sponsor with the candidate as per the order of the Hon’ble Supreme Court of India in case WP (C) No 689/2017- Consortium of Deemed Universities in Karnataka (CODEUNIK) and Anr vs. The Union of India and Ors. Dated 22-08-2017
4. Notarized Affidavit before the first class magistrate of the sponsor that he/she shall sponsor the entire course fee of the candidate
5. Candidate Profile Letter and payment receipt generated online after successful payment
