MBBS doctors unable to take PG medical admission due to lack of NMC recognition: HC issues notice to institute, NMC, Centre

Raipur: While considering the plea by the MBBS students of Chandulal Chandrakar Memorial Medical College, who are unable to take postgraduate medical admission due to the pending issue of recognition of the institute, the Chhattisgarh High Court has issued notice to the National Medical Commission (NMC), Central and State Government.

Notice has also been issued to Chandulal Chandrakar Memorial Medical College, Durg, and National Testing Agency (NTA) as the High Court has sought their reply in this regard.

The students of the 2016-2017 MBBS batch filed the plea before High Court. Following the completion of their MBBS course, these students have cleared the National Eligibility-cum-Entrance Test Postgraduate (NEET-PG) examination. However, they are unable to take admission in the PG courses outside Chhattisgarh because of the fact that their batch lacks NMC recognition.

Issuing notice in the pleas filed by two students Shubham Vijay Gupta and Vanshika Verma, the division bench of HC comprising of Chief Justice Ramesh Sinha and Justice Rakesh Mohan Pandey has listed the matter for further hearing on June 14, 2023.

"In the meanwhile, respondents may file their returns," the HC bench mentioned in the order.

As per the latest media report by the Times of India, the petitioner MBBS students had been admitted to Chandulal Chandrakar Memorial Medical College back in 2016. After completing the course for four-and-a-half years and a compulsory internship for one year, the petitioner students had been granted the passing cum attempt certificate.

In the certificate, it has been acknowledged that these students have completed their MBBS course from CCM Medical College affiliated with Pt. Deendayal Upadhyay Memorial Health Sciences and Ayush University. Consequently, the students also got MBBS degrees and the Chhattisgarh Medical Council granted them the certificate of registration as well to practice as doctors.

Following this, the students appeared in NEET PG 2023 examination and cleared the same examination. However, in order to get admitted to a PG medical course, it is mandatory that the parent institute is recognised by NMC.

Even though NMC recognised the MBBS batch of 2013-2014, 2014-2015 and 2015-2016, the subsequent batches have not been recognised by NMC. It has been stated by NMC that the assessment could not be conducted due to the pandemic.

Therefore, the students of the medical college have now approached the Chhattisgarh High Court and sought relief in this regard. Referring to the fact that since NEET PG results have already been declared, the counsel for the petitioners have submitted that the counselling/admission can begin anytime soon. Therefore, the petitioners have urged the college authorities to complete the formalities of recognising the 2016-2017 batch of the medical college.

The daily adds that the authorities have stated that despite sending multiple requests, no action has been taken by NMC till date. The counsel for the students have informed that the students moved to the court when even after repeated requests, NMC did not grant recognition to the 2016-2017 batch.

Back in 2021, Chandulal Chandra Memorial Medical College, which was a private entity previously, was acquired by the State Government of Chhattisgarh. Medical Dialogues had previously reported that CCM Medical College with a yearly intake of 150 MBBS seats was declared 'zero year' by the erstwhile Medical Council of India (MCI). The institute failed to get the MCI approval for 2019-20 after the medical council's team inspected the medical colleges' premises and found gross deficiencies.

Staring at an uncertain future due to prevailing gross deficiencies at their medical college which led to the de-recognition by the MCI, the students approached various governmental authorities seeking transfer to other medical colleges in a bid to save their career prospects. Subsequently, they filed a petition with the HC on the basis of the medical college's de-recognition and MCI report and High Court directed the state government to form a committee and draft a scheme for transferring the aggrieved MBBS students into other medical colleges.
