New Delhi: Taking cognisance of an incident of alleged ragging, mental harassment and coercion of first-year female students in the Girls' Hostel of Government Medical College Chittorgarh, the National Medical Commission (NMC) has sought a detailed report in this regard from the institute.

NMC Anti-ragging Cell took cognisance of the issue after receiving a confidential complaint alleging repeated incidents of ragging, inappropriate behaviour, and mental harassment of first-year female students residing in the girls' hostel.

According to the complaint, approximately 17 first-year female students are residing on the sixth floor of the hostel, while senior female students occupy the fourth and fifth floors

Allegedly, a group of 30-35 senior students called the junior students downstairs and compelled them to perform uncomfortable, humiliating activities. The complaint further alleged that these activities involve abusive behaviour and mental harassment and continue until after midnight.

Writing to the Dean/Principal of the medical college, the Anti-Ragging Cell of NMC said, "The allegations are serious and may constitute violations of the applicable anti-ragging regulations and the directions of the Hon’ble Supreme Court of India. The reported incidents raise serious concerns regarding the safety, dignity, and mental well-being of first-year students, as well as the effectiveness of hostel supervision and the institution’s anti-ragging mechanisms."

The Commission said that it has taken this incident seriously as "the alleged occurrence of such activities raises concerns regarding compliance with the applicable anti-ragging requirements, the directions of the Hon’ble Supreme Court of India and the NMC Public Notice dated 09.03.2026. The institution is expected to maintain a zero-tolerance approach towards ragging and ensure effective preventive, monitoring and grievance-redressal mechanisms."

Considering the seriousness of the matter, NMC asked the medical college head to conduct an immediate, impartial and confidential inquiry and furnish specific para-wise comments and a comprehensive Action Taken Report (ATR) addressing the queries raised by the Commission.

NMC has sought to know whether the Anti-Ragging Committee and Anti-Ragging Squad have taken cognisance of the complaint and initiated an inquiry, and whether the allegation that a group of approximately 30–35 senior female students has been calling first-year students downstairs and compelling them to perform humiliating or uncomfortable activities has been verified. The college has been asked to clarify and identify the students involved, on the basis of the inquiry.

Further, the Commission has sought to know whether the alleged incidents of abusive behaviour, coercison and mental harassment of first-year female students, including activities continuing beyond midnight, have been investigated, whether Room Nos. mentioned in the complaint and the relevant floors of the Girls’ Hostel have been inspected. NMC has also questioned regarding the arrangements that are in place for hostel supervision during night hours. The college has been asked to submit the duty rosters and relevant records of the hostel warden, security personnel and Anti-Ragging Squad, including details of inspections and monitoring undertaken during the period in question.

NMC also sought to know whether relevant CCTV footage, hostel entry/exit records or other available electronic evidence have been examined and preserved, in accordance with applicable rules, whether confidential and individual interactions have been conducted with first-year female students to ascertain the facts without fear, pressure or influence from senior students, what immediate measures have been taken to prevent further ragging or harassment and to ensure the safety and well-being of first-year female students, including access to counselling and appropriate support services, and whether any previous complaints or reports concerning ragging, coercion or harassment in the Girls’ Hostel have been received

The college has been asked to furnish copies of the inquiry report, relevant statements, minutes of the Anti-Ragging Committee, hostel inspection records and other supporting documents relied upon in arriving at the findings.

"The institution shall ensure strict confidentiality of the complainant and affected students. No student shall be subjected to intimidation, pressure, victimisation or adverse academic treatment for reporting or assisting in the inquiry. Appropriate action shall be taken against persons found responsible, in accordance with the applicable regulations and due process," NMC has directed.

"The matter shall be treated as most urgent. The institution is expected to ensure strict compliance with the applicable anti-ragging requirements and maintain a safe, respectful, and ragging-free environment for all students," it added, asking the college to submit Action Taken Report within 24 hours.

Addressing the incident, Dr. Lakshya Mittal, the National Chairperson of United Doctors Front (UDF), wrote on X, "4th ragging incident reported in Rajasthan’s medical colleges in recent days! The latest case from Government Medical College, Chittorgarh involves allegations of ragging, coercion and mental harassment of 1st-year female students in the girls’ hostel. The @NMC_BHARAT @ugc_india has now sought a detailed Report within 24 hours. We appreciate the prompt intervention by NMC But where is the decisive action from Rajasthan State authorities?"

"repeated incidents demand urgent statewide enforcement & accountability of Dean/Principals. Zero tolerance must be enforced on the ground—not remain a slogan. Protect our students. Stop ragging now!" his post further read.

Medical Dialogues recently reported that, the NMC Anti-Ragging Cell took cognisance of an alleged incident of ragging and intimidation of MBBS first-year students at Bhilwara Medical College in Rajasthan, and asked the college to submit an action-taken report.

NMC Anti-Ragging Cell issued this direction after receiving a serious complaint alleging ragging, threats of academic retaliation, intimidation of MBBS first-year students and their parents, and an incident involving alleged threats and group intimidation at Hostel that took place on 15.10.2026. The first-year medical students allegedly received threats over haircut, physical intimidation on campus, threats of examination failure or backlogs, and allegedly the students and parents at Hostel were intimidated.
