Rohtak MBBS exam scam: Varsity expels 20 students again after fresh hearings

Rohtak: In a latest development in the MBBS examination scam that surfaced last year at Pt BD Sharma University of Health Sciences (UHSR) Rohtak, 20 MBBS students of a private medical college have once again been expelled by the university.
The university has also cancelled the results of all examinations linked to these students and declared them ineligible for any academic benefit obtained through the disputed examinations.
Medical Dialogues in January, 2025 reported about the massive scam involving MBBS examination papers that surfaced at Pt BD Sharma University of Health Sciences (UHS), Rohtak where university staff allegedly charged large sums from students to help them clear a particular subject by allowing them to rewrite their answer sheets using erasable ink pens and textbook reference.
After completing the examinations,, the students obtained their answer sheets, corrected them with the help of textbooks at one of the employee's residences, and then submitted the revised answer sheets for evaluation. However, obtaining the submitted answer sheets was not free of charge. The students reportedly paid between Rs 3 lakh and Rs 5 lakh per subject to the scammers for assistance in clearing the exam. Employees of UHSR were found to be involved in the scam.

Now, the university has expelled 20 students in connection with the case after the Punjab and Haryana High Court directed the university to provide personal hearings to the students and pass new orders according to law.
As per separate speaking orders issued by UHSR Vice-Chancellor Prof HK Aggarwal, the university supplied all relevant documents to the students and conducted personal hearings before taking the decision again.
Speaking on the matter, Prof Aggarwal told The Tribune, that after examining the records and evidence, the involvement of the students in the examination scam were establsihed once again leading to their explusion.
“In compliance with the court’s order, all required documents were supplied and personal hearings were given. After examining the documents and evidence, the involvement of the students has been established once again, leading to their expulsion,” Dr Aggarwal said.
Sources further claimed that action is also being initiated against three other MBBS students of the same college who were earlier expelled for their alleged role in the scam.
Earlier, on February 2, the university had expelled 23 MBBS students after finding them allegedly involved in the examination manipulation racket. The students later approached the Punjab and Haryana High Court challenging the expulsion orders.
In their petitions, the students argued that the university had violated the principles of natural justice by expelling them without granting a personal hearing. They further contended that copies of crucial documents, including the recommendations of the Board of Discipline and the handwriting expert’s report, had not been supplied to them, depriving them of an effective opportunity to defend themselves.
Accepting these arguments, the High Court directed the university to furnish all relevant documents, give personal hearings to the students, and then pass fresh orders.
Following the court’s directions, the university re-examined the case and conducted hearings before issuing the latest expulsion orders.
Last year, an FIR was registered against 41 persons, including 24 MBBS students, in connection with the scam. The university has also initiated civil, criminal, and departmental proceedings against officials and employees allegedly involved in the racket.
