Students abused, forced to remove clothing, threatened: NMC orders ATR from GMC Pali over ragging allegations

New Delhi: The National Medical Commission (NMC) has taken cognisance of another ragging complaint in Rajasthan, the latest from the Government Medical College, Pali, where seniors allegedly forced junior students to remove their clothes.
Taking cognisance of the matter, the NMC Anti-Ragging Cell has asked the Dean/Principal of the medical college to take urgent action and submit an action-taken report within 24 hours.
Details of Complaint:
NMC received a complaint alleging incidents of ragging and harassment of junior students at GMC Pali, Rajasthan. The allegations included the use of abusive and insulting language by senior students, ragging through video calls, summoning junior students to hostel rooms, forcing the students to open or remove their clothing, and threatening continuation of such activities until April. The complaint also raises concerns regarding inadequate hostel security and supervision.
Taking a very serious view of the allegations, "particularly those involving humiliation, violation of personal dignity, intimidation, and the safety of junior students", NMC said that such conduct would raise serious concerns under the applicable anti-ragging framework.
"The Commission follows a zero-tolerance approach towards ragging and expects every medical institution to ensure a safe, dignified and fear-free academic and residential environment for its students," NMC said in the communication addressed to the Medical College.
NMC Action:
NMC has directed the Dean/Principal of the GMC Pali to take immediate preventive and protective measures and ensure that the complaint is investigated impartially.
"The institution shall not wait for completion of the inquiry before addressing any immediate risk to student safety," NMC mentioned in the letter.
The Commission has asked the college to furnish specific, point-wise comments on whether the anti-ragging committee and anti-ragging squad have taken cognisance of the alleged incident, what steps have been taken to verify the allegations that senior students use abusive and insulting language, conduct ragging through video calls, and summon junior students to their hostel rooms, has the allegation that junior students were forced to open or remove their clothing been investigated, whether any students reported threats, intimidation, humiliation or mental harassment, including threats that ragging would continue until April, what action has been taken to verify such allegations.
Further, NMC has sought to know whether a preliminary inquiry been initiated by the Anti-Ragging Committee or Anti-Ragging Squad, what steps have been taken to identify the students allegedly involved, and whether the concerned hostel wardens, security personnel and other responsible staff members been questioned regarding the alleged incidents.
The Commission has also sought details regarding security arrangements in the hostel, including deployment of security guards, duty rosters, rounds, entry and exit monitoring, and the mechanism for reporting incidents of ragging, whether the alleged lack of adequate supervision by hostel security guards been examined, what immediate steps have been taken to prevent further ragging, intimidation, forced humiliation or retaliation against junior students, what arrangements have been made to protect the affected students, whather a confidential mechanism has been set up for them, and what counselling, psychological support and other assistance have been made available to the affected students.
Seeking details of evidence protection, NMC questioned whether relevant electronic evidence, including available video-call records, messages, communications, hostel entry records, CCTV footage and security duty registers, have been identified and preserved, whether the institutional Anti-Ragging Committee, Anti-Ragging Squad and designated Anti-Ragging Nodal Officer have been informed of the complaint and directed to take immediate action, and what further action is proposed, with a time-bound schedule, to complete the inquiry, determine responsibility and ensure that the hostel and campus remain free from ragging.
"The college shall furnish para-wise comments on each allegation in the original complaint, together with a comprehensive Action Taken Report and relevant supporting documents, including inquiry proceedings, statements or records relied upon, security duty rosters, available incident-related records, and details of protective measures taken," NMC Anti-ragging Cell directed.
Since the complainant has expressly requested anonymity owing to fear of retaliation, NMC asked the college to handle the complaint with utmost confidentiality, restrict access to identifying information to those who require it for official purposes, and ensure that no affected student faces threats, intimidation, victimisation, or adverse treatment for reporting ragging.
"The inquiry shall be conducted without unnecessarily exposing the complainant's identity," NMC directed, further asking the Dean/Principal to submit the complete para-wise comments and Action Taken Report, along with all relevant supporting documents, to the National Medical Commission within 24 hours.
"The report must specify the immediate action taken, the preliminary findings, the protective measures implemented, and the further action proposed, with clear timelines," NMC said.
"The matter shall be treated urgently and requires immediate attention. Any failure to take appropriate protective measures or to submit the requisite report within the stipulated period shall be brought to the notice of the competent authority for consideration of further action in accordance with the applicable law and regulations," warned the Commission.
Multiple Ragging Complaints from GMCs in Rajasthan:
Medical Dialogues recently reported that the NMC Anti-Ragging Cell took cognisance of an alleged incident of ragging and intimidation of MBBS first-year students at Bhilwara Medical College in Rajasthan, and asked the college to submit an action-taken report.
NMC Anti-Ragging Cell issued this direction after receiving a serious complaint alleging ragging, threats of academic retaliation, intimidation of MBBS first-year students and their parents, and an incident involving alleged threats and group intimidation at Hostel that took place on 15.10.2026. The first-year medical students allegedly received threats over haircut, physical intimidation on campus, threats of examination failure or backlogs, and allegedly the students and parents at Hostel were intimidated.
A similar complaint was received from GMC Chittorgarh as well. In this case, taking cognisance of an incident of alleged ragging, mental harassment, and coercion of first-year female students in the Girls' Hostel of GMC Chittorgarh, NMC had sought a detailed report from the institute.
NMC Anti-ragging Cell took cognisance of the issue after receiving a confidential complaint alleging repeated incidents of ragging, inappropriate behaviour, and mental harassment of first-year female students residing in the girls' hostel.
Highlighting how NMC has received multiple ragging complaints from GMCs in Rajasthan, Dr Lakshay Mittal from the United Doctors Front (UDF) wrote on X, "After complaints involving 8 medical institutions in a week & further serious cases in MGM Jaipur, JIET Jodhpur, GMC Sawai Madhopur, the @NMC_BHARAT has now sought an urgent ATR within 24 hours from GMC, Pali. The complaint alleges abusive language, video-call ragging, forced removal of clothing, intimidation & inadequate hostel security. @UDF_BHARAT demands a high-level review of ALL ragging complaints reported across Rajasthan in the last 15 days, independent investigations & accountability of Deans/Principals wherever negligence is established. Ragging is NOT tradition. It is not personality development. It can destroy a young student’s mental health & future. Zero tolerance must mean ZERO tolerance on the ground. Protect students. Fix accountability. Save lives."
