NEET 2023: UP DGME notifies on registration process, eligibility, counselling and instructions for candidates, details here
Uttar Pradesh: The Directorate General of Medical Education (UP DGME) has released the admission process including details on registration, eligibility, counselling and important instructions for NEET UG 2023 candidates seeking MBBS and BDS admissions this year.
Registration Process -
1. Online registration is permissible on https://upneet.gov.in
2. Candidate may complete their registration by using their NEET UG-2023 Application No. and Roll No. They need to follow the instructions on the portal.
3. Candidate needs to make payment of a non-refundable Registration fee of Rs. 2,000/- (valid for both for 1st & 2nd Round counseling).
4. Candidates not registered for 1st round counseling may appear in 2nd round counseling by depositing a non-refundable Registration fee of Rs. 2,000/-
5. For the Mop-up round, every candidate (if eligible) needs to get registered by depositing the non-refundable Registration fee of Rs. 1,000/-
Security Money -
Candidate must assess his/her eligibility before depositing the security money.
Security money for UP NEET UG 2023 needs to be deposited online for Government and Private Medical/Dental colleges detailed as under-

Rs. 30,000/- (Thirty Thousand only) | Can opt only in Govt. Medical & Dental Colleges / Institutes / University |
Rs. 2,00,000/- (Two Lacs only) | Can opt for both Govt. & Private Medical Colleges/ Institutes / University |
Rs. 1,00,000/- (One lac only) | Can opt for both Govt. & Private Dental Colleges / Institutes / University |
Security Money -
1. If a candidate wants to get counseling done for both government and private sector seats, he/she will have to deposit only Rs.200000.
2. The candidates will only be eligible for CHOICE FILLING after depositing their Security money.
3. If no seat is allotted to the candidate after all the rounds of counseling are over then the security deposit amount will be refunded to the same bank account by which the payment was made.
4. Once the candidate has taken admitted to any Govt/Pvt Medical/Dental College against the allotted seat, the security money will be refunded.
5. The candidates not taking the admission after seat allotment to them, the security money of the candidate will be forfeited.
Documents uploading -
the candidates, during the registration process, by mistake, have put yes for Biology as an additional subject, then while uploading documents, they need to upload the 12th marksheet again in the place of additional subjects.
Online Document Verification -
During the online registration process, candidates are also required to select a nodal center from the list of nodal centers provided in the Link for the purpose of online document verification. The candidates will have to get their documents uploaded online and verified from the prescribed nodal center. They will have to be physically present for the verification of the documents. If this process is not followed, candidates will be held responsible.
The following documents shall be uploaded by the candidates -
1. High School Mark sheet
2. Intermediate Mark sheet
3. Certificate related to reservation (OBC, SC, ST, EWS & EX. Army, NCC, FF, PwD)
4. Domicile Certificate
Eligibility
1. Those students who have been declared qualified for the NEET UG-2023 examination.
2. For admission in Government Medical/Dental Colleges/Institutions/Universities in the state quota, the candidate must be a native of Uttar Pradesh. For this purpose, such candidates who have passed both high school and intermediate or equivalent examinations from Uttar Pradesh, a domicile certificate will not be necessary for them.
3. Those candidates who have passed one or both of their High School/Intermediate examinations from outside Uttar Pradesh and are natives of Uttar Pradesh, such candidates will have to submit a domicile certificate.
4. For admission to private medical/dental colleges/universities and minority institutions it will not be necessary to be a native of Uttar Pradesh and candidates who have passed high school and intermediate examinations from other states of India will also be eligible.
5. The educational qualifications mentioned in the brochure issued by NTA (National Testing Agency) for NEET UG-2023 will be applicable for admission to undergraduate courses. For details click on the NTA brochure link.
Proforma for freedom fighters and ex-army men -
The candidates who have applied for NEET UG under the freedom fighter and ex-army man category will have to submit the proof in the prescribed format. The format is enclosed in the notice below.
Reservation -
Reservation will be given as per Government order No. - I/348805/2023, Dated 13-07-2023.
Counseling Process In Brief -
1. Registration https://upneet.gov.in/ Login using NEET application no. & Roll No

3. Online Document Verification
4. Result Declaration
5. Choice Filling & Locking
6. Merit List Declaration
7. Allotment Letter Download

Counselling Process -
1. Candidate needs to complete online choice filling after depositing the security money
2. Candidates may select all the options available for choice filling and lock their choices.
3. Choice filling will not be complete, till the candidate finally locks their choices within the scheduled time.
4. Seat allocation to the candidate will be based upon their choice opted as well as their rank.
5. It will be mandatory to take admission against the seat allocated during the first counseling, or else the security money deposited will be forfeited.
6. Such candidates may only appear in the second counseling after redepositing the security money.
7. Candidates who could not secure any seat in the first counseling will be eligible for the second round of counseling. They do not need to redeposit security money for the second round.
8. If the Candidate takes admission after the first round of counseling in the allotted college but wants to reshuffle his/her seat/college, then he/she will remain eligible for the second round of counseling and can fill in the choices for the second round
9. It is advised that candidates will not opt same seat/college in which he/she was already admitted.
10. If he/she has allotted any other seat or the same seat again, then the previous allotment will automatically get canceled.
11. It is mandatory to take admission in the newly allotted seat, if he/she does not take admission in the new (re-shuffled) seat, the new allotment will get canceled.
Mop-up Round -
The candidate is eligible for the Mop-up round only when-
1. No seat has been allotted during the first or second round of counseling.
2. The candidate has not registered for either the first or second round of counseling.
For the Mop-up round, every candidate (if eligible) needs to get registered on https://upneet.govt.in by depositing the non-refundable registration fee of Rs. 1,000/-
Candidate not eligible for Mop-up round:
Candidate with a seat allotted in either first or second-round counseling in UP NEET UG 2023
Candidate has taken admission by any round of counseling through All India Quota / Other state counseling.
A candidate taking admission after seat allotment through the Mop-up round needs to produce all related documents in original, failing which the candidature will not be considered.
The conversion of reserved category seats of state quota will be done during the mop-up round. After allotment to reserved category candidates, if any seat of the reserved category remains vacant, then the allotment process will be completed by converting the vacant seats as per the following table:

Admission Process -
Candidates allotted seats in Government Medical/Dental Colleges/Institutions/University must complete the admission process in the allotted college within the scheduled time period.
Candidates allotted seats in Private Medical/Dental Colleges/Institutions/University will have to complete the admission process in their nodal centers as allotted within the scheduled time period. List of designated nodal centers for admission in private sector colleges.
Candidate allotted seat in private Medical/Dental College/University (except minority institutions) to deposit the tuition fee fixed by the government at the time of admission. Candidates taking admission to minority institutions/colleges will have to deposit the tuition fee prescribed by the respective colleges/institutes.
At the time of admission, the verification of the following original documents will be done by the candidate in person at the allotted college/nodal center -
1. Copy of allotment letter.
2. Admit card and score card of NEET UG-2023.
3. Marksheet and certificate of High School and Intermediate.
4. Domicile Residence Certificate (issued by the competent authority in the format prescribed by the Government of UP)
5. Reservation-related certificate (issued by the competent authority in the format prescribed by the Government of Uttar Pradesh)
6. Photocopy of Identity proof (Aadhar Card/Driving License/PAN Card/Passport)
At the time of admission, it will be mandatory for the candidate to submit all the documents in original and along with self-attested photocopies.
Allotment/admission will be canceled if the original records are not available at the time of admission or if the records are found to be wrong during verification.
Resignation -
The resignation will be allowed as per Government Order No. - I/348805/2023, Dated 13-07-2023. For details, please see the Government order.
