New Delhi: Through a recent notice, the Medical Counselling Committee (MCC) has informed about the removal of seats in the Round 2 NEET Counselling session for MBBS admissions this academic year.

All the concerned MBBS candidates are hereby informed that the MBBS seats from Raja Rajeswari Medical College Bengaluru have now been withdrawn with immediate effect.

This comes in the background of the affiliation issue of the Raja Rajeswari Medical College with the Rajiv Gandhi University of Health Sciences (RGUHS).

According to the letter received by the MCC, it is clearly mentioned that University Grants Commission had sought comments of the State Government in respect of issuing No Objection Certificate for the inclusion of Rajarajeswari Medical College and Hospital, Bangalore under the ambit of Dr. MGR Educational and Research Institute, Chennai(Deemed to be University) in Tamil Nadu.

The State Government had then rejected the request of the college stating that any No objection Certificate issued to the College would affect the students of the state and would go against the interest of the State as the College has requested that he would run the college in the State as it would be helpful to the Tamil Linguistic Minority and other students of the State. In spite of rejecting the request of the college the Rajarajeshwari Medical College and Hospital, Bangalore was given approval including Rajarajeswari Medical College and Hospital, Bangalore under ambit of Dr. MGR Educational and Research Institute, Chennai(Deemed to be University) vide Notification at ref(1) above. But the college even to this date is affiliated to Rajiv Gandhi University of Health Sciences and at no point of time the University has disaffiliated the College, the notice stated.

The letter further read, Rajiv Gandhi University of Health Sciences, Karnataka vide letter dated 05-08-2019 had informed the college that the College continues to the under the State University and will adhere to the policies issued by the State Government. RGUHS issued a letter dated 29.02.2020 to the Vice-Chancellor, Dr. MGR Educational and Research Institute, Chennai informing that the Union of India issued Notification dated 14.02.2019 with a condition that Dr. MGR Educational and Research Institute, Chennai, Tamil Nadu shall award degrees only to those students who are enrolled in Rajarajeshwari Medical College and Hospital after disaffiliation from the Rajiv Gandhi University of Health Sciences, Karnataka. As long as it is not disaffiliated by Rajiv Gandhi University of Health Sciences, Karnataka the Rajarajeshwari Medical College and Hospital College continues to be affiliated to the Rajiv Gandhi University of Health Sciences, University.

The syndicate of Rajiv Gandhi University of Health Sciences in its meeting held on 7.7.2019, 23.08.2019 and 05.02.2020 had rejected the claim of the Rajarajeshwari Medical College and Hospital for disaffiliation and it is specifically concluded in the meeting that any disaffiliation of Rajarajeshwari Medical College and Hospital from Rajiv Gandhi University of Health Sciences University would affect the students of the State and goes contrary to the Trust Deed wherein it had obtained the Essentiality Certificate and Feasibility Certificate only on the ground that it would run the College on Tamil Linguistic Minority status which would be helpful to the State Linguistic Minorities and other students of the State.

Aggrieved by this decision, Moogambigai Charitable & Educational Trust, had filed a Writ petition in Hon'ble High Cort of Karnataka. Against this, petition, State Government had filed a Writ Petition No. 9236/2020 questioning the Notification issued by the Central Government including Rajarajeswari Medical College and Hospital, Bangalore under the ambit of Dr. MGR Educational and Research Institute, Chennai(Deemed to be University) vide ref(2)above.

The HC had allowed the appeal of the state and dismissed the petition of the trust.

Based on the order of Hon'ble High Court of Karnataka, the State requested the MCC

"to not allot any further seats of Rajarajeswari Medical College and Hospital, Bangalore in the second round of counseling. Further if any student allotted in the first round is upgraded or surrenders the seats they may not be re allotted . All the seats so reverted shall be filled through the second round of state councils."

Considering the request, the MCC has now removed the MBBS seats from the medical college in the Round 2 NEET Counselling.

It is for the information to all candidates that as per the letter dated 24.11.2020 received from the Government of Karnataka. As per the letter Medical Counselling Committee is withdrawing of the seats mentioned below college. In view of the foregoing counselling of the UG courses the below-mentioned seats stand withdrawn with immediate effect, and these seats will be deleted from database before allotment process of Round-2.
