NEET PG: Rs 2.5 crore bond penalty for PG medical admissions in Uttarakhand, Fees around Rs 1 crore

Dehradun: The doctors getting admitted to PG medical courses in Uttarakhand will have to pay Rs 2.5 crore as a penalty if they do not complete mandatory two-year government service.

The NEET PG Bond policy of the State mentioned that the students must serve two years in any government hospital or health centre in a hilly region, failing which, they have to pay the huge penalty amount of Rs 2.5 crore.

“After successful completion of the course of study, the bondholder shall serve in any Government Hospital/Health Centre situated in the hilly region of the State for a period of two years anywhere in Uttarakhand,” states the notice issued on the official webiste of HNB Uttarakhand Medical Education University, Dehradun, adding 'alternatively, the bondholder shall deposit a lump-sum amount of ₹2,50,00,000 (Rupees two crore fifty lakh only).'

Uttarakhand's amount of bond penalty for violating the government service requirement after completing the course is among the highest in the country. In this case, the fee structure applicable to PG medical students enrolled in government medical colleges also depends on the bond service.

As per the notification, the fee structure approved by the State Government mentioned that if the PG students enrolled in the GMCs sign the mandatory rural-service bond, they will have to pay Rs 60,000 per year for the MD/MS courses. However, if the students opt out of bond service, they will have to pay Rs 5 lakh per year.

At the time of admission, the candidates should submit the bond on stamp paper. The students will be liable to pay penalties for defaulting on the mandatory two-year service bond, discontinuing the MD/MS course, or remaining absent from duty.

The NEET PG 2025 counselling in Uttarakhand commenced on November 6, and the choice filling was scheduled to commence on November 21.

Apart from the bond penalty amount, the PG medical education in Uttarakhand is also India's most expensive, as the PG fees for MD Radiodiagnosis, MS Obstetrics and Gynaecology, and MS Orthopaedics range nearly Rs 1 crore.

According to the fee structure for the academic year 2025-2026, announced by Shri Guru Ram Rai Institute of Medical and Health Sciences, a three-year MD Radiodiagnosis at the institute costs around Rs 96 lakh.

While no tuition fee is applicable for MD courses in Anatomy, Physiology, Biochemistry, Community Medicine, Pharmacology and Microbiology, the per annum tuition fee for MD Pathology course is Rs 12,50,000, for MD Anaesthetia course, the tuition fee is Rs 17,00,000 per annum.

Further, the per annum tuition fee for the MS ENT course is Rs 22,50,000. The fee is Rs 25,75,000 per annum for each of the MD Respiratory Medicine and MS General Surgery courses, it is Rs 26,75,000 for MD Psychiatry and MD Ophthalmology courses, Rs 28,00,000 each for MD General Medicine and MD Paediatrics courses, Rs 28,50,000 for MD Dermatology, and Rs 31 lakh per annum for MS Orthopaedics courses, Rs 31,50,000 for MS Obstetrics and Gynaecology course and Rs 32 lakh for MD Radiodiagnosis course.

In the case of Himalayan Institute of Medical Sciences, Dehradun, the fees for three-year MD course ranges from Rs 37 lakh to Rs 90 lakh. There are also additional costs worth more than Rs 8 lakh for admission test, hostel, security fees, and other charges. Therefore, the total cost for MD Orthopaedics, MS Obstetrics and Gynecology, MD Radiodiagnosis comes close to Rs 1 crore.
