No govt approval for FMG stipend in Rajasthan Medical Colleges: RajMES

Jaipur: Even as FMGs across India continue demanding stipends during internship, the Rajasthan Medical Education Society (RajMES) has clarified that the State Government has not approved stipends for FMGs in RajMES-run medical colleges.
On 01.11.2025, the Director of RajMES wrote to the principals of medical colleges in Jhalawar, Bharatpur, Bhilwara, Barmer, Churu, Dungarpur, Pali, Sikar, Alwar, Karauli, Bundi, Chittorgarh, Sriganganagar, Dausa, Sirohi, Dholpur, Hanumangarh, Bara, Nagaur, Sawai Madhopur, Banswara, and Jhunjhunu and addressed the issue of stipends to foreign medical graduates.
In this regard, RajMES informed, "It is written under the above subject that the Finance Department has not granted permission to the payment of stipends to foreign medical graduates in the medical colleges operated under Rajmes. This letter has been issued in accordance with the Finance (Rules) Department ID No. 212500597 dated 10.09.2025."
In the concerned communication dated 10.09.2025, the Finance (Rules) Department mentioned that the "Administrative Department was informed that as per the consent given by the Department, a comment was made regarding the action of not charging the prescribed internship fee from foreign medical graduates fulfilling the conditions mentioned in the National Medical Commission's circular dated 04.03.2022 and giving them stipend as per the rules, only up to a maximum of 7.5 percent of the permitted seats in medical colleges."

"The Finance Department has not granted consent to the stipends awarded to foreign medical graduates in medical colleges operated under Rajmes. Despite periodic submissions from the Administrative Department, the Finance Department's decision remains unchanged. The above comment has been approved by the competent level within the Finance Department," clarified the Department.
Therefore, till now, the FMGs undergoing internship in RajMES-operated medical colleges have not received any stipend.
Highlighting this issue, the All FMGs Association mentioned in a recent X post, "On one hand, we are fighting hard for stipends, backed by the NMC, Supreme Court, and High Court, all of which affirm that FMGs deserve equal pay. Yet on the other hand, RAJMES is openly issuing letters and notices refusing to grant stipends to FMGs. Is this the value of court orders and the @NMC_BHARAT in our country?"
Medical Dialogues had earlier reported that a plea was filed before the Supreme Court of India seeking directions to the government authorities in Rajasthan to provide a stipend to foreign medical graduates in the state at a rate equal to that of Indian Medical Graduates.
It was claimed in the plea that FMG interns in Rajasthan are not receiving any stipend during their internship and Indian Medical Graduates (IMGs) are being paid a stipend of Rs 21,700 per month at various Government medical colleges of the State.
Filed by advocate Dr. Charu Mathur, the plea sought directions to the State Government authorities to provide a monthly stipend to the petitioners for the entire period of their internship at par with the Indian Medical Graduates. The petitioners in this case are serving a one-year compulsory rotating medical internship at the Government Medical College, Dholpur (GMC Dholpur) in the State of Rajasthan.
Earlier this year, in the case of Zabihullah & Ors. v/s Aligarh Muslim University & Ors, the top court bench held that a stipend is the right of the student and cannot be denied. Consequently, the Apex Court had directed the Respondent college of AMU to release entire amount of stipend to the Petitioners.
