KNRUHS Issues clarification on BSc Nursing admissions 2023

Telangana- Through a recent notice, the Kaloji Narayana Rao University of Health Sciences (KNRUHS) has issued a clarification on the BSc Nursing admissions for the session 2023-24.

In its notice, the university has stated, "B.Sc (Nursing) admissions for the year 2023-24 have been conducted as per the revised schedule for counselling for admission into B.Sc (Nursing) courses notified by Indian Nursing Council (INC)/GOI (copy enclosed). The original cut-off date was 31.10.2023."

The last date for admissions into B.Sc (Nursing) courses was on 30-11-2023 for the academic year 2023-24 in all the Nursing Colleges of the country.

The schedules for admissions into all Health Sciences courses (UG &PG courses in Modern Medicine/Dentistry/AYUSH/Nursing) are notified by NMC/DCI/NCISM /NCH/INC which are the Statutory Authorities of the Government of India which have to be followed mandatorily by the State Counselling Authorities. The university has not conducted/approved any admissions contrary to the schedules of counselling notified by the above authorities till now. No deviations in the schedule of counselling by the State Counseling Authorities are permitted by the Government of India and the Hon’ble Supreme Court.

KNRUHS has completed B.Sc (Nursing) admissions under the Competent Authority Quota as per the revised schedule of counselling notified by INC by conducting five (5) phases of counselling, it said.

The admissions were conducted by Government Orders issued (G.O. Ms. No. 39) which was issued as per INC Regulations.

KNRUHS has addressed several letters to INC and obtained the relaxation in eligibility conditions for admissions in entrance tests (EAMCET/NEET) from 50 percentile to mere appearance in the entrance exam which was implemented for Competent Authority Quota admissions by issuing a second notification for online registration after 3rd phase of Counseling, the univerity said.

The admissions under Management Quota are conducted by individual Private Nursing Colleges (89) following the Orders issued by Government/INC Regulations at the college level. There is no Centralized Counseling for Management Quota admissions for Nursing and Paramedical courses, unlike other UG & PG courses of Medical/Dental/AYUSH branches in the state of Telangana.

The Management of Private Nursing Institutions filed two Writ Petitions in the Hon’ble High Court against G.O.Ms.No. 39 which were unilaterally withdrawn after filing of counter affidavits by the University.

The government of Telangana issued a Memo dated 23.02.2024 to apply relaxation in eligibility criteria for admissions for 2023-24 as per the relaxed eligibility criteria of the academic year 2022-23 as per the feasibility of the University.

Accordingly, the Admission/Scrutiny Committee of the University verified the Original Certificates of admitted candidates as submitted by Principals of all Nursing colleges (110) by following due procedure of verification of certificates as is done every year. The Committee after completion of verification has approved the list of 1119 admitted candidates submitted by Principals of all the Nursing Colleges which were completed within the schedule notified by INC i.e., 30-11-2023 following the relaxation in eligibility criteria granted by the Government vide Memo dated 23.02.2023.

Two Private Nursing Colleges have admitted 20 and 3 students respectively under Management Quota after the last date of admissions and the matter was referred to INC and Government for guidance about further course of action.

There are several vacancies in B.Sc (Nursing), Post Basic B.Sc (Nursing) and M.Sc (Nursing) courses which are observed every year. This feature is observed in many Private Nursing Colleges across the country as the number of Nursing Colleges has increased significantly in the state and across the country.

The government of Telangana has started 16 new Nursing colleges taking the total number of Government Nursing colleges to 21 (1400 seats) which has an impact on admissions to Private Nursing Colleges. Government also sanctioned monthly stipend to nursing students (Rs. 5000/- in I year, Rs. 6000/- in II year, Rs. 7000/- in III year & Rs. 8000/- in Final year) in Government Nursing Colleges. This also has an impact on admissions to Private Nursing Colleges.

The students also choose to get admitted to Private Nursing Colleges with better infrastructure, hostel facilities, faculty and hospital facilities for training. 97 candidates have discontinued the B.Sc (Nursing) course after admission in the last year (January 2023 onwards), the university added.

The KNRUHS further said, "Unless the permission is granted by the Indian Nursing Council and the Ministry of Health, Government of India, it is not feasible for the University to conduct fresh Counselling for admissions (as 03 months have elapsed since the last date of closure of admissions). It may also lead to the cancellation of admissions at a later date by INC/Government of India and also may lead to significant legal problems involving the careers of many students. The same was brought to the notice of the Government for guidance and further course of action."
