New Delhi: There are a total 596 medical colleges in India with an intake capacity for 89,875 MBBS seats, informed the Minister of State, Union Ministry of Health and Family Welfare, Dr. Bharati Pravin Pawar. Among these 596 medical institutes, 313 medical colleges with 46,560 MBBS seats are run by the Government and 283 medical institutes with 43,315 MBBS seats are run by private management.

The Health Ministry further informed that under the Centrally Sponsored Scheme (CSS) for 'Establishment of new Medical Colleges attached with existing district/referral hospitals', 157 new medical colleges have been approved in three phases and 71 are already functional. Among these 157 approved medical institutes, 40 medical colleges are in aspirational districts.

This information came from the Government while responding to a bunch questions in the Lok Sabha. The questions include the query regarding the number of Government and private medical colleges that are functioning in the country, Government's schemes of setting up medical colleges in the districts, the number of UG medical seats, number of students who appeared in NEET, fees in medical institutes etc.

Responding to the queries, Dr. Bharati Pravin Pawar provided the State-wise details of Government and private medical colleges functioning in the country along with their intake capacity for MBBS seats.

As per the information provided by the MoS Health, the major numbers of medical colleges are in 17 States and UTs including Andhra Pradesh (31), Bihar (20), Chhattisgarh (12), Delhi (10), Gujarat (30), Haryana (12), Karnataka (60), Kerala (31), Madhya Pradesh (23), Maharashtra (59), Orissa (13), Punjab (11), Rajasthan (26), Tamil Nadu (69), Telangana (34), Uttar Pradesh (67), West Bengal (27).

Among these, there are 5210 MBBS seats in Andhra Pradesh, 2540 seats in Bihar, 1565 seats in Chhattisgarh, 1422 seats in Delhi, 5650 seats in Gujarat, 1660 seats in Haryana, 9695 seats in Karnataka, 4205 seats in Kerala, 3735 seats in Madhya Pradesh, 9450 seats in Maharashtra, 2100 seats in Orissa, 1550 seats seats in Punjab, 4680 seats in Rajasthan, 10425 seats in Tamil Nadu, 5340 seats in Telangana, 8678 seats in Uttar Pradesh, and 4150 seats in West Bengal.

Apart from these, there are 8 medical colleges in Assam, 7 in Himachal Pradesh, 9 each in Jammu & Kashmir and Jharkhand, 3 in Manipur, 9 in Puducherry, 2 in Tripura, 6 in Uttarakhand, and 1 medical college each in Andaman & Nicobar Island, Arunachal Pradesh, Chandigarh, Dadra & Nagar Haveli, Goa, Meghalaya, Mizoram, and Sikkim.

In these States and UTs, there are 100 MBBS seats in Andaman & Nicobar Island, 50 seats in Arunachal Pradesh, 1100 seats in Assam, 150 seats in Chandigarh, 180 seats in Goa, 870 seats in Himachal Pradesh, 1085 seats in Jammu & Kashmir, 880 seats in Jharkhand, 375 seats in Manipur, 50 seats in Meghalaya, 100 seats in Mizoram, 1530 seats in Puducherry, 150 seats in Sikkim, 225 seats in Tripura, and 825 seats in Uttarakhand.

The MoS Health further informed that for the year 2021, 16,14,777 students had registered for NEET UG exam, and 8,70,074 students had cleared the test.

Referring to the issue of fee, Dr. Pawar informed, "Clause (i) of Sub-section (1) of Section 10 of National Medical Commission Act, 2019 provides for framing of guidelines for determination of fees and all other charges in respect of fifty percent of seats in private medical institutions and deemed to be universities which are governed under the provisions of the Act. Accordingly, National Medical Commission has framed the guidelines and the same was issued on 03.02.2022."

Referring to the other questions, the MoS Health informed that, "The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme (CSS) for 'Establishment of new Medical Colleges attached with existing district/referral hospitals' with preference to underserved areas and aspirational districts, where there is no existing Government or private medical college. Under the Scheme, 157 new medical colleges have been approved in three phases and 71 are already functional... Out of 157 sites, 40 are in aspirational districts."

As per the information provided by the Health Ministry, under the Centrally Sponsored Scheme, a total number of 157 medical colleges have been approved in three phases. In Phase I, the list of approved medical colleges includes, 1 medical college each in A & N Islands, Arunachal Pradesh, Haryana, Maharashtra, Meghalaya, Mizoram, Nagaland, Punjab and Uttarakhand, 4 in Assam, 3 in Bihar, 2 in Chhattisgarh, 3 in Himachal Pradesh, 3 in Jharkhand, 5 in Jammu & Kashmir, 7 in Madhya Pradesh, 5 in Odisha, 7 in Rajasthan, 5 in Uttar Pradesh, and in West Bengal.

In Phase II, the list of approved medical colleges includes, 5 medical colleges each in Bihar and West Bengal, 2 in Jharkhand, 8 in Uttar Pradesh and 1 each in Madhya Pradesh, Odisha, Rajasthan and Sikkim.

In Phase III, 3 medical colleges have been approved in Andhra Pradesh, 1 each in Assam, Ladakh, Maharashtra, Manipur, Nagaland, Odisha, and West Bengal, 3 in Chhattisgarh, 5 in Gujarat, 2 in Jammu & Kashmir, 4 in Karnataka, 6 in Madhya Pradesh, 2 in Punjab, 15 in Rajasthan, 3 in Uttarakhand, 14 in Uttar Pradesh, and 11 in Tamil Nadu.

"Under the above Scheme, all States/UTs were requested to submit proposals to the Ministry under the Scheme, Medical colleges have been sanctioned at Alwar and Sikar.However, no proposal has been received under this Scheme for establishment of new medical colleges at Chatra, Latehar, MadhaLok Sabha Constituency, Araria, Bilaspur, Mungeli and Gaurela-PendraMarwahi districts from the respective State Governments. Further, all 75 medical colleges approved under Phase-III of this Scheme have already been allocated," further informed the Union Health Ministry.
