13 Doctors nominated to National Medical Commission Advisory Body, Details
New Delhi: Through a recent notice, the Union Ministry of Health and Family Welfare has notified about the new nominated members for National Medical Commission from the State Health Universities and the Medical Councils.
Referring to the Section 11 of the National Medical Commission Act, 2019 which mentions about the Central Government constituting an advisory body called the Medical Advisory Council, the Ministry of Health and Family Welfare has nominated altogether 13 new members for the same.
The newly nominated members for the Medical Advisory Council of NMC includes the heads of the State Health Universities in Maharashtra, Meghalaya, Odisha, Sikkim, Telangana and West Bengal. Apart from them, one member from the State Medical Councils in Chhattisgarh, Delhi, Goa, Haryana, Sikkim, Telangana and Tripura have also been nominated by the Ministry for the Council.
State Medical Universities:
Notifying about the head of the State Medical Universities being nominated as the members of the Medical Advisory Council, the Ministry notice published in the Gazette notification dated September 1, 2022 mentioned, "In pursuance of provisions under clause (c) of sub-section (2) of Section 11 of the National Medical Commission Act, 2019 (30 of 2019), in the notification of the Government of India, the Ministry of Health and Family Welfare number S.O. 3659(E) dated 10th October, 2019 published in the Gazette of India, Extraordinary, Part-II, Section 3, Sub-section (ii), under paragraph (3), in the table, the following entries against mentioned serial numbers shall be substituted..."
As per clause (c) of sub-section (2) of Section 11 of the National Medical Commission Act, 2019, in the Medical Advisory Council, constituted by the Central Government, "one member to represent each State, who is the Vice-Chancellor of a health University in that State, to be nominated by that State Government."

Maharashtra: In Maharashtra, the Union Health Ministry has nominated Lt. Gen. Dr. Madhuri Rajeev Kanitkar, the VC of Maharashtra University of Health Sciences (MUHS) for the Medical Advisory Council. Dr. Kanitkar is the third woman in the Indian Armed Forces who got promoted to a Three-star rank.
While pursuing her medical education in Armed Forces Medical College, she was placed first in Pune University in all three phases of her MBBS. Back then, she was also awarded the President's Gold Medal for the best outgoing student of the graduate wing in academics and extra-curricular activities. She was also the winner of Kalinga Trophy for excellence in academics.
Dr. Kantikar pursued her Post-graduation Doctor of Medicine degree in Pediatrics back in 1990. Afterwards, she also underwent training in Pediatric Nephrology at the All India Institute of Medical Sciences, New Delhi.
Apart from holding several prestigious posts including the Dean and Deputy Commandant of AFMC, Pune, in the past, she has also served as the Deputy Chief of Integrated Defence Staff (Medical) under the Chief of Defence Staff. Besides, she also serves on the Prime Minister's Science, Technology and Innovation Advisory Council (PM-STIAC).
Meghalaya: As per the Ministry notification, Prof. P.S. Shukla, the Vice Chancellor of North-Eastern Hill University, Shillong has also been nominated for the Council.
Prof. Shukla, an eminent scientist in the field of Agriculture, has specialized in Seed Science and Technology. Previously he has worked in the position of Professor at the G. B. Pant University of Agriculture and Technology in Uttarakhand.
Odisha: In Odisha, the Vice Chancellor of Sambalpur University Prof. Sanjiv Mittal has been nominated by the Union Health Ministry for the Medical Advisory Council.
With an experience in teaching for the past 40 years, Dr. Mittal began teaches post graduate students of Business Management. Winner of Gold Medals both in graduation and Post Graduation studies, he was awarded Ph. D. in 1991 in the area of Services Marketing. He is an expert in conducting Entrepreneurship Development Programme and Management Development Programmes in the area of Export-Import Procedures and Documentation.
Previously he also served at Guru Govind Singh Indraprasth University and was made Director of Academic Affairs in the year 2019. Apart from this, he was also the Director of Academic Affairs, GGSIP University and Professor, University School of Management Studies, GGSIP University.
While the Ministry has notified about his name in its recent Gazette as the nominated member, as per the latest media report by the New Indian Express, Dr Mittal on August 28 has resigned from the post of VC of the University following allegations of parking of funds worth Rs 29 lakh sanctioned for the university under a government scheme in his personal account.
Sikkim: Vice Chancellor of Sikkim Manipal University, Gangtok, Sikkim, Lt. Gen. (Dr.) Rajan Singh Grewal has also been nominated by the Ministry as a member of the Medical Advisory Council.
Dr. Grewal, who assumed the responsibilities of VC of Sikkim Manipal University (SMU), on August 1, 2020, was an alumnus of the Armed Forces Medical College (AFMC), Pune. He was commissioned in the Army Medical Corps in 1981. He has been the Professor & Head of the Integrated Dept. of Dermatology at the reputed AFMC & Command Hospital, Pune.
Apart from this, he was also a MD Examiner, PG Guide, Assessor & Inspector of the Medical Council of India (NMC since 2020) and National Board of Examinations in Medical Sciences, including various Universities; and has been an interview panellist at the Union Public Service Commission. He was elected as the National Vice President of the Indian Association of Dermatologists.
Telangana: In Telangana, the Ministry has nominated Dr. Karunakar Reddy, the Vice Chancellor of Kaloji Narayana Rao University of Health Sciences (KNRUHS), who had joined the office back in 2019.
West Bengal: From West Bengal, the Union Health Ministry in its recent Gazette has nominated the Vice Chancellor of West Bengal University of Health Sciences (WBUHS), Prof. (Dr.) Sushrita Paul as the member of the Council.
Dr Paul, a professor of pharmacology has served as the Principal of Burdwan Medical Hospital and she was probably the youngest VC in the history of Health University.
State Medical Councils:
Apart from the State Health Universities, the NMC Act requires nominating members from the State Medical Councils as well. As per clause (e) of sub-section (2) of Section 11 of the National Medical Commission Act, 2019 states, "(e) one member to represent each State and each Union territory from amongst elected members of the State Medical Council, to be nominated by that State Medical Council."
In this regard, the Health Ministry in its recent Gazette notification mentioned, "(2) In pursuance of provisions under clause (e) of sub-section (2) of Section 11 of the National Medical Commission Act, 2019 (30 of 2019), in the notification of the Government of India, the Ministry of Health and Family Welfare number S.O. 3659(E) dated 10th October, 2019, S.O. 3677(E) and 3681(E) dated 11.10.2019 published in the Gazette of India, Extraordinary, Part-II, Section 3, Sub-section (ii), under paragraph (5), in the table, the following entries against mentioned serial numbers shall be substituted..."

Chhattisgarh Medical Council:
As per the Union Health Ministry notification, Dr. Mahesh Kumar Sinha has from the Chhattisgarh Medical Council has been nominated as a member of the Council. Dr. Sinha has a Postgraduate (MD) Degree in Anaesthesia.
Delhi Medical Council:
From the Delhi Medical Council, the Health Ministry has nominated the name of Dr. Rajiv Sood as a member of the Medical Advisory Council. Dr Sood completed his MBBS from Maulana Azad Medical College, MS (General Surgery) from Dr RML Hospital and PGIMER and MCh in Urology from AIIMS. A master specialist in the field of Urology, he was instrumental in the creation of the Department at RML Hospital and has been heading its Urological Services since inception in 1996.
Previously, he worked as the Dean at Postgraduate Institute of Medical Education and Research (PGIMER)- Ram Manohar Lohia (RML) Hospital. Dr. Sood conferred with the prestigious Dr BC Roy Award for the year 2017 by the Medical Council of India (MCI).
Goa Medical Council:
In case of Goa Medical Council, the Ministry in its latest Gazette notification has mentioned nominating Dr. Padmanabh Vaman Rataboli as a member. Dr. Rataboli is the President of the Goa Medical Council and earlier this year, he has recently been re-elected to the Council.
Haryana Medical Council:
The Union Health Ministry in its recent Gazette notification has mentioned about nominating Dr. R. K. Aneja of Haryana Medical Council as a member of the Council. The name of Dr. Pankaj Mutneja had been mentioned as the nominated member of the State Medical Council in Haryana in the Ministry Gazette published back in 2019.
Sikkim Medical Council:
In case of Sikkim Medical Council, the Union Health Ministry has nominated the name of Dr. O. T. Lepcha as the member of the Medical Advisory Council.
Telangana State Medical Council:
As per the recent Gazette notification issued by the Union Ministry of Health and Family Welfare, Dr. V. Rajalingam of Telangana Medical Council has been nominated as the member of the Advisory body.
Tripura State Medical Council:
The Union Health Ministry has mentioned the name of Dr. Debasish Chakraborty of Tripura State Medical Council as the nominated member of Medical Advisory Council.
