private practice
Jammu: Following a departmental inquiry and findings linked to a Public Interest Litigation (PIL) before the High Court of Jammu & Kashmir and Ladakh, the Health and Medical Education Department has enforced a strict ban on private practice by a senior government doctor in Jammu.
According to the news reports, the action has been taken against the Professor and Head of the Department of Radio-Diagnosis at Government Medical College (GMC) Jammu, after allegations that he was engaged in private practice at a diagnostic facility in Reasi.

The order stated that the allegations were corroborated by prior inquiry findings and official communications from the Chief Medical Officer, Reasi. Consequently, the Department has initiated formal disciplinary proceedings against the officer under the applicable service conduct and disciplinary rules, reports Cross Town News.
The government also cited Order No. 43-HME of 2013, which prohibits private practice by Heads of Departments in government medical colleges, associated hospitals, and dental colleges.
Following the inquiry, the department has initiated formal disciplinary proceedings against the officer under applicable service conduct regulations and disciplinary rules.
The latest government directive instructs the doctor to immediately cease any form of private practice. It further warns that any violation of the order will attract disciplinary action under the Jammu and Kashmir Government Employees (Conduct) Rules, 1971, and other applicable statutory provisions.
Medical Dialogues had previously reported that in a major administrative reshuffle aimed at strengthening healthcare services and improving patient care in the Union Territory, the Jammu and Kashmir Health and Medical Education Department has transferred and posted 22 doctors across various districts and health institutions. The transfers were issued through Government Order No. 411-JK(HME) of 2026, dated May 12, 2026. According to the order, the reshuffle has been carried out “in the interest of administration and patient care” and will take effect immediately.
