HCMS Collapse: Haryana doctors face salary, posting delays; DMA demands immediate action

Chandigarh: The Democratic Medical Association (DMA India) has written to Haryana Chief Minister Nayab Singh Saini, seeking immediate intervention to address a serious administrative breakdown affecting doctors who have returned to service after completing postgraduate (PG) training under the Haryana Civil Medical Services (HCMS) quota.
In its letter, the association highlighted that doctors who completed PG training under the HCMS quota rejoined service in October 2025 and have not been given permanent posting till date. The DMA also noted that the doctors are being forced to work only on temporary deputation of 60 days at a time, and despite completing PG under the Without Pay quota and formally joining HCMS, not a single salary payment has been made to them from October 2025 till today.
The letter was issued on behalf of DMA India by its office bearers, Dr Amit Vyas (National President), Dr Shubh Pratap Solanki (National General Secretary), Dr Bhanu Kumar (National Vice President) and Dr Priyanshu Sharma (National Women’s Wing Secretary).
Non-payment of salaries, repeated deputation orders
Terming the situation a clear case of administrative failure and a serious systemic breakdown, the association stated that repeated deputation orders, non-payment of salary for months, and denial of permanent posting are pushing doctors into mental distress, financial hardship, and family crisis. He added that this situation is not only breaking the morale of doctors but is also weakening the very foundation of public healthcare services in the state.
The association has put forward “clear and non-negotiable demands” before the Chief Minister, which include:
1. All doctors who have completed PG training under the HCMS quota must be granted immediate Permanent Posting.
2. All pending salaries from October 2025 till date, including those of doctors from the Without Pay category, must be released immediately in one lump sum
3. To prevent recurrence of such situations, a clear, transparent, and time-bound policy for posting and salary disbursement must be notified without delay.
The association has further clarified that these demands have been placed directly before the Chief Minister, and a formal letter has been sent with the objective of ensuring their immediate fulfillment. DMA has warned that failure to resolve this grave issue promptly will prove highly detrimental to the state’s healthcare system in the long run.
Call for Immediate Government Action
Dr. Vyas stated that the association hopes the Haryana Government will take this blatant injustice and administrative failure seriously and will take immediate, firm, and decisive action in the interest of doctors.
