Health Minister specifies department-wise faculty requirement for MBBS admissions as per NMC regulations

New Delhi: While responding to a query raised in the Parliament, the Union Health Minister, Shri Jagat Prakash Nadda, specified the department-wise details of faculty requirement in medical colleges for MBBS admission, as per the Minimum Standard Requirement (MSR) Regulations 2023, released by the National Medical Commission (NMC).

The details shared by the Minister showed that for 50 MBBS seats, a medical college needs 14 Professors, 20 Associate Professors, 25 Professors, 15 Tutors, 23 Senior Residents. For 100 MBBS seats, the medical college requires 17 Professors, 27 Associate Professors, 41 Assistant Professors, 25 Tutor/Demonstrators, and 40 Senior Residents. For 150 MBBS seats, the requirement is 19 Professors, 40 Associate Professors, 55 Assistant Professors, 32 Tutors/Demonstrators, and 58 Senior Residents.

A medical college needs 20 Professors, 51 Associate Professors, 70 Assistant Professors, 40 Tutors/Demonstrators, 73 Senior Residents for 200 MBBS seats. For 250 MBBS seats, the medical college needs 20 Professors, 62 Assoc. Professors, 86 Asst. Professors, 43 Tutors/Demonstrators, and 80 Senior Residents.

As per the details provided by the Union Health Minister in the Lok Sabha, department-wise faculty requirement details are as follows:

Anatomy:

For 50 MBBS seats, 1 Professor, 1 Associate Professor, 2 Assistant Professors, 3 Tutors/Demonstrators, and 1 Senior Residents are required.

For 100 MBBS seats, 1 Professor, 1 Associate Professor, 2 Assistant Professors, 4 Tutors/Demonstrators, and 2 Senior Residents are required.

For 150 MBBS seats, the medical college requires 1 Professor, 2 Associate Professor, 3 Assistant Professors, 5 Tutors/Demonstrators, and 3 Senior Residents.

For 200 MBBS seats, the medical college must have 1 Professor, 2 Associate Professor, 4 Assistant Professors, 6 Tutors/Demonstrators, and 4 Senior Residents.

For 250 MBBS seats, 1 Professor, 3 Associate Professor, 5 Assistant Professors, 8 Tutors/Demonstrators, and 14 Senior Residents are required in the medical college.

Physiology:

The medical college requires 1 Professor, 1 Associate Professor, 1 Assistant Professors, 2 Tutors/Demonstrators, and 1 Senior Residents in the Physiology Department for 50 MBBS seats.

In order to get permission for 100 MBBS seats, the medical college requires 1 Professor, 1 Associate Professor, 2 Assistant Professors, 3 Tutors/Demonstrators, and 2 Senior Residents in the Physiology Department.

There must be 1 Professor, 2 Associate Professor, 2 Assistant Professors, 4 Tutors/Demonstrators, and 3 Senior Residents in the Physiology Department of the medical college for 150 MBBS seats.

The college requires 1 Professor, 2 Associate Professor, 4 Assistant Professors, 5 Tutors/Demonstrators, and 4 Senior Residents in the Physiology Department for 200 MBBS seats.

For 250 MBBS seats, the medical college must have 1 Professor, 3 Associate Professor, 5 Assistant Professors, 5 Tutors/Demonstrators, and 4 Senior Residents in the Physiology Department.

Biochemistry:

There must be 1 Professor, 1 Associate Professor, 2 Assistant Professors, 3 Tutors/Demonstrators, and 2 Senior Residents in the Biochemistry Department of the medical college for 100 MBBS seats.

In order to get permission for 150 MBBS seats, the medical college requires 1 Professor, 2 Associate Professor, 2 Assistant Professors, 4 Tutors/Demonstrators, and 3 Senior Residents in the Biochemistry Department.

The college requires 1 Professor, 2 Associate Professor, 3 Assistant Professors, 4 Tutors/Demonstrators, and 4 Senior Residents in the Biochemistry Department for 200 MBBS seats.

In order to get permission for 100 MBBS seats, the medical college requires 1 Professor, 1 Associate Professor, 1 Assistant Professors, 2 Tutors/Demonstrators, and 2 Senior Residents in the Forensic Med. Toxico Department.

There must be 1 Professor, 1 Associate Professor, 1 Assistant Professors, 3 Tutors/Demonstrators, and 3 Senior Residents in the Forensic Med. Toxico Department of the medical college for 150 MBBS seats.

The college requires 1 Professor, 1 Associate Professor, 2 Assistant Professors, 4 Tutors/Demonstrators, and 4 Senior Residents in the Forensic Med. Toxico Department for 200 MBBS seats.

For 250 MBBS seats, the medical college must have 1 Professor, 2 Associate Professor, 4 Assistant Professors, 4 Tutors/Demonstrators, and 4 Senior Residents in the Forensic Med. Toxico Department.

Community Medicine:

For 50 MBBS seats, 1 Professor, 1 Associate Professor, 2 Assistant Professors, 1 Statistician (Min. A.P. level), 1 Tutors/Demonstrators, and 1 Senior Residents are required in the Community Medicine Department.

For 100 MBBS seats, 1 Professor, 2 Associate Professor, 3 Assistant Professors, 1 Statistician (Min. A.P. level), 2 Tutors/Demonstrators, and 2 Senior Residents are required in the Community Medicine Department.

For 150 MBBS seats, the medical college requires 1 Professor, 2 Associate Professor, 4 Assistant Professors, 1 Statistician (Min. A.P. level), 3 Tutors/Demonstrators, and 3 Senior Residents in the Community Medicine Department.

For 200 MBBS seats, the medical college must have 1 Professor, 2 Associate Professor, 1 Assistant Professors, 1 Statistician (Min. A.P. level), 4 Tutors/Demonstrators, and 4 Senior Residents in the Community Medicine Department.

For 250 MBBS seats, 1 Professor, 3 Associate Professor, 6 Assistant Professors, 1 Statistician (Min. A.P. level), 5 Tutors/Demonstrators, and 4 Senior Residents are required in the medical college in the Community Medicine Department.

General Medicine:

The college requires 1 Professor, 1 Associate Professor, 2 Assistant Professors, and 2 Senior Residents in the General Medicine Department for 50 MBBS seats.

For 100 MBBS seats, the medical college must have 1 Professor, 3 Associate Professor, 4 Assistant Professors, and 4 Senior Residents in the General Medicine Department.

There must be 1 Professor, 2 Associate Professor, 4 Assistant Professors, and 3 Senior Residents in the Anaesthesiology Department of the medical college for 100 MBBS seats.

In order to get permission for 150 MBBS seats, the medical college requires 1 Professor, 3 Associate Professor, 5 Assistant Professors, and 4 Senior Residents in the Anaesthesiology Department.

The college requires 1 Professor, 4 Associate Professor, 5 Assistant Professors, and 5 Senior Residents in the Anaesthesiology Department for 200 MBBS seats.

There must be 1 Professor, 1 Associate Professor, 1 Assistant Professors, and 2 Senior Residents in the Radiodiagnosis Department of the medical college for 100 MBBS seats.

In order to get permission for 150 MBBS seats, the medical college requires 1 Professor, 1 Associate Professor, 2 Assistant Professors, and 3 Senior Residents in the Radiodiagnosis Department.

The college requires 1 Professor, 1 Associate Professor, 1 Assistant Professors, in the Dentistry Department for 200 MBBS seats.

For 250 MBBS seats, the medical college must have 1 Professor, 1 Associate Professor, 1 Assistant Professors, in the Dentistry Department.

The Minister disclosed the details while responding to the queries raised by Parliament member Shri N K Premachandran, who also sought to know whether the Government proposes to ensure a uniform staff pattern of doctors, nurses and other staff in the Government Medical Colleges and Medical College Hospitals in Kerala, the details of doctors and staff of different categories in every department of each of the said Government Medical Colleges and Hospitals in Kerala as per the bed strength and the norms fixed by the Union Government, whether the Government has initiated any action to ensure sufficient human resources including doctors in the said Medical Colleges and Hospitals in Kerala, and whether the Government has sought any report on the death of a patient due to alleged negligence in the Thiruvananthapuram Medical College of Kerala.

In response, Minister Nadda stated, "The National Medical Commission (NMC) has framed Minimum Standard Requirement (MSR) Regulations,2023 and the Medical Institutions (Qualification of Faculty) Regulations,2025 to ensure sufficient human resources in medical colleges & Hospitals."

The key provisions are as under:

 All teaching staff shall be full-time, and faculty are prohibited from engaging in private practice during college functioning hours.

 Medical colleges and their teaching hospitals must provide additional staff proportionate to the workload, ensuring that adequate non-teaching personnel are available in OPDs, inpatient wards, operation theatres, intensive care units, emergency areas, and labour rooms.

 Visiting faculty may be engaged to enhance the comprehensiveness and quality of undergraduate teaching.

 Senior Residents, Junior Residents, and Medical Officers shall be appointed in various hospital areas such as wards, labour rooms, intensive care units, emergency wards, and clinical laboratories to provide round-the-clock services.

 Non-medical graduates with MSc and PhD (relevant medical) qualifications from NMC-recognized/accredited Medical Colleges/Institutes can be appointed as faculty.

 Non-teaching Consultants/Specialists /Medical Officers and Diploma holders have been made eligible for Assistant Professor.

He further added, "It has been informed by the State Government of Kerala that requirement of the man power in the medical colleges has been fixed as per the requirement of the institution and in compliance with the norms of NMC. Further, health being a state subject, the responsibility of filling-up the vacant posts lies with the State government."

"National Medical Commission Act, 2019 empowers State Medical Council (SMC) to take disciplinary action in respect of any professional or ethical misconduct including medical negligence by a registered medical practitioner in accordance with the regulations/guidelines framed under the Act. Accordingly, no report has been sought by the Central government," further stated the Minister.
