Issue guidelines to medical councils, Fix Provisional Registration Delays! Kerala FMGs urge NMC

Provisional Registration for FMGs
New Delhi: Kerala doctors have urged the National Medical Commission (NMC) to issue guidelines to the State Medical Councils to accept provisional registration applications with scorecards and entry slips.
Doctors under the Association of Doctors and Medical Students (ADAMS) made this request considering the issue of prolonged pass certificate collection dates faced by medical graduates from abroad who cleared the Foreign Medical Graduates Examination (FMGE) December 2024 session- from 24th February to 23rd May 2025.
Writing to the NMC Secretary, the association highlighted that the FMGs, who received a pass certificate earlier, could apply for provisional registration earlier and this will lead to the situation where students who received the pass certificate late, can only apply late for provisional registration.
"This in turn result in problems while securing the desired internship seat at institutions," the association mentioned.

ADAMS mentioned how many states follow the First Come First Serve policy for granting provisional registration and mentioned that this is causing tension among students as the collection of passing certificates is also getting delayed.
Alleging that this is resulting in discrimination, the association added, "Those who passed the same FMGE session are receiving their pass certificate 3 months apart. This time-gap in turn affects their career as the chances of appearing in NEET PG is affected indirectly (subjected to their internship delay which in turn is dependent on the original pass certificate collection)."
The association urged the Commission to issue guidelines to allow the acceptance of applications from FMGs for provisional registration with scorecards in place of passing certificates adding that the applications can be subject to submission of passing certificates in a later stage.
"This may speed up the provisional registration application and it's processing with verification. By the time the rest of the verifications are completed, the candidate may get pass certificate and then get provisional registration in a shorter duration," it added.
"The valuable time (minimum three months) of the candidate's life can be saved, if the time is utilized in processing the application earlier. This change in system will help many candidates to appear in NEET PG 2026," the association added in the letter.
Medical Dialogues had previously reported that earlier highlighting the striking disparity regarding the provisional and permanent registration charges levied on Indian and Foreign Medical Graduates in Kerala, ADAMS had sought the National Medical Commission's intervention.
ADAMS had urged NMC to take necessary actions to bring equality and justice by instructing the Kerala State Medical Council (KSMC) to reconsider this levying of hefty charges from FMGs regarding provisional and permanent registration.
