Medical Officer alleges misconduct by Superintendent at Bhiwani Jail

Bhiwani: A medical officer posted at the District Jail, Bhiwani, was allegedly subjected to verbal abuse and insulted with derogatory language by the Jail Superintendent while on duty.
The doctor was earlier posted at Sub-Divisional Hospital, Siwani, and has been serving at the District Jail, Bhiwani, for the past year after being deputed by the health department.
The controversy erupted after the doctor alleged that on September 12, while he was on duty, the Jail Superintendent abused him and used offensive language, thereby insulting him.

Following this, the Civil Surgeon submitted an official complaint to the District & Sessions Court, Bhiwani, requesting action to ensure that doctors can work in the jail without fear or mental stress.
The surgeon alleged that because of such repeated misbehaviour by the Jail Superintendent and staff, the doctors and health staff deputed at the jail are facing mental harassment and stress.
In the complaint, the surgeon noted that this was not the first such incident. Previously, a similar episode had occurred with another medical officer during his duty.
"It is hereby brought to your notice that since the Medical Officer is posted at District Jail, Bhiwani, as per the directions of the Jail Department, health services are being run and improved there by deploying the empanelled staff and officers of the Health Department.
At present, the Medical Officer, Sub-Divisional Hospital, Siwani, has been performing his duty continuously for the last one year at District Jail, Bhiwani, sincerely and diligently. On 12-09-2025 (evening session), while he was present on his duty, the District Jail Superintendent, Devi Dutt, abused him and used offensive/derogatory language, thereby insulting him. This information is being conveyed to the Hon’ble Court.
Therefore, it is humbly requested that necessary action be taken on the application of the doctor, Medical Officer, District Jail, Bhiwani, so that health-related duties and services in the District Jail can be carried out smoothly, and medical officers and other staff can perform their duties without any mental stress," reads the complaint.
