Rs 50 lakh penalty, 3 year govt service: Karnataka PG medical bond policy
Bengaluru: All postgraduate medical, diploma, and dental students admitted to government medical and dental colleges across Karnataka under the Government quota, including the All India Quota, will have to mandatorily serve three years of compulsory service in government institutions.
An order issued in this regard by the Karnataka Health and Family Welfare Department on 24.3.2026 mentioned, "In light of the points mentioned in the proposal, and considering the requirement of compulsory service, the Government has decided that all postgraduate medical and dental degree and diploma candidates admitted under the Government quota (including All India Quota) in medical and dental colleges in Karnataka shall be required to serve the Government for a minimum period of three (3) years, subject to the following terms and conditions."
As per the order, all eligible candidates will be appointed on a contract basis in government health institutions, and eligible PG candidates of the latest batch will be appointed to available vacancies through counselling, based on the common merit list prepared by Rajiv Gandhi University of Health Sciences (RGUHS).
They will be posted against sanctioned vacant posts available in the Department of Health and Family Welfare (HFW) and the Directorate of Medical Education (DME).
If a candidate violates the bond conditions and fails to complete the compulsory Government service, they will have to pay a penalty of RS 50 lakh for PG degree holders and Rs 25 lakh for PG Diploma holder as per Rule 15, Sub-rule (7) of the Karnataka Conduct of Entrance Test for Selection and Admission to Post Graduate Medical and Dental Degree and Diploma Courses (Amendment) Rules, 2019. The penalty will be recovered as per rules if not paid voluntarily.
Apart from this, candidates who have already completed one year of compulsory service under the Karnataka Compulsory Service by Candidates Completed Medical Courses Act, 2012 will be required to complete only an additional two years of service.
The salary payable to the candidates will be structured in two phases. For the first year of service, candidates will receive salary as per the provisions of the Karnataka Compulsory Service by Candidates Completed Medical Courses Act, 2012. For the remaining two years, the salary will be equivalent to that of NHM contractual doctors or Medical Education Department contractual doctors.
"Additional details regarding rules, salary, selection, eligibility, and service conditions are provided in the official notification. Candidates must comply with all regulations, failing which action will be taken," said the notice.
