UP: Over 100 Doctors file rectification applications due to anomalies in transfer orders

Lucknow: Over 100 doctors in Uttar Pradesh have filed applications to rectify their transfer orders issued by the health department due to various anomalies.
The anomalies found in the orders include transfer with two years left for retirement, transfer in violation of couple posting and transfer within one year of previous transfer. This is contrary to the transfer rules which state that couples working in a government department should be posted in the same district, and a doctor is usually transferred only when he has spent at least three years in a district, reports the Hindustan Times.

Deputy chief minister Brajesh Pathak who is also the state's health minister had also written to the additional chief secretary, medical and health a day earlier asking for an explanation of the anomalies seen over the transfer order. The health minister's letter states, "It has come to my notice that some transfers have not been done as per the transfer policy. Also, from several hospitals, doctors have been shifted but replacements have not been provided. The reason for their transfer and list of such doctors should be provided."
The Medical Dialogues team had earlier reported that Deputy Chief Minister Brajesh Pathak, who holds the medical and health portfolio, sought an explanation from senior officers for the transfer of 20 doctors from three prominent government hospitals in Lucknow. About 20 doctors from Lucknow's Balrampur Hospital, SPM Civil Hospital and Lok Bandhu Hospital were shifted to other districts and no replacement has been provided, which could hit the healthcare facilities.

Further, the Minister of state, medical and health, Mayankeshwar Sharan Singh also sought a report on the transfer and posting of doctors from the director-general, medical and health.
For instance, in one such transfer, a district women's hospital in Bulandshahr had two regular gynaecologists and one of them was transferred to Rampur, while two others are on long medical leave. Meanwhile, a gynaecologist on a contractual job resigned, leaving the hospital with just one gynaecologist who is on a contractual job that makes the latter ineligible for medico-legal examination, said the chief medical superintendent of the hospital to DG medical health in her letter written on July 4.
Dr Dheeraj in his application stated, "My transfer has affected my seniority. I have been transferred from Meerut where I was at level two to Rampur where I am at level one." Dr Sachin Vaish, president provincial medical services association (PMSA), the body of government doctors in Uttar Pradesh told HT, "At least 150 applications citing gross anomalies have been submitted to the health directorate. Some people are under treatment for chronic ailments and have been transferred to a distant district which might be a problem for them (to get treatment follow-ups)."
