NO more Adhoc Appointments: Central Govt Defines Uniform policy for hiring SR, JRs
New Delhi: With an aim to bring equity and transparency in the recruitment process at central government hospitals, the Directorate General of Health Services (DGHS) has decided to put a stop to the practice of ad-hoc appointment and introduce a uniform policy for selection of Non-Academic JR/SR of Dental and Other Departments.
"Consequent upon receiving several complaints regarding recruitment of Non-Academic Junior Resident/Senior Residents in dental and other departments, the competent Authority has decided to discontinue the practice of ad-hoc recruitment in central government hospitals. In order to bring Equity and Transparency in the Recruitment process, a standardized policy has been formulated for the recruitment of JR/SR for dental and other departments in a meeting held under the chairmanship of DGHS on 08.03.2022 (Enclosed) All Central government hospitals under the administrative control of Directorate General of Health Services are requested to follow the newly framed recruitment policy with immediate effect and complete and selection process in rational and time bound manner," read the order issued by DGHS Medical Education Section.
Doctors are delighted with this initiative as now the employed doctors will not be denied of their basic rights, which was the case of ad-hoc appointments. Further, this uniform policy is expected to introduce transparency in the recruitment process, opined Dr. Rohan Krishnan, the president of FAIMA doctors' association.
The decision regarding this was taken during the DGHS meeting on 08.03.2022 and consequently the order was passed on March 14, 2022.
Chaired by Dr. Sunil Kumar DGHS, the meeting was attended by Prof Dr. Rajiv Garg, PoE ,Sh. Rajiv Manjhi. JS, Dte.GHS, Dr. Anil Manaktala, DDG(P). Dte.GHS, Dr S Lalwani, Registrar, AIIMS, Prof Dr.Geetika Khanna, Principal. VMMC & SJH, Dr. RK Wadhwa, AMS, VMMC & SJH, Dr. Rajesh kr Modi, CMO(NFSG), Dr.RML Hospital, Dr. Atul Goel, Vice Principal, LHMC & Assoc. Hospitals.
The members took note of the fact that there have been many complaints from students regarding recruitment of JR/SR doctors in central government hospitals. After enquiring the representatives from various hospitals about the existing policy for Recruitment in Dental & other departments in all three Central Government hospitals, the committee learnt that regular admissions are made on the basis of written test and interview. However, in case of ad-hoc appointments, there is no proper system for recruitment and many times appointments are made on the basis of recommendation from the HOD.
In case of AIIMS New Delhi, the committee members learnt that the institute appoints new ad-hoc members for dental or any other department after choosing candidates from the waitlist of exam whenever there was a vacancy.
Following this, the Chairperson suggested of formulating a transparent and a standardized policy for the recruitment of JR/SR for dental and other departments. Further clarifying that this policy should be properly advertised, the committee suggested that ad-hoc appointments should be discontinued.
Along with this, the committee also clarified the guidelines for recruitment of Non-Academic JR/SR posts.
Junior Resident (Medical)/Dental
Eligibility:
Candidate should have scored More than or equal to (>)55% of marks in the final - MBBS(Medical)/ BDS(for Dental) for UR/ EWS candidates and >50% of marks in final MBBS/BDS for SC/ST/OBC candidates. Applicant should apply within three years of completion of internship. Priority for the post will be given to: (1) Completion of internship within one year followed by- Priority I
(2) Completion of internship within two year followed by- Priority Il
(3) Completion of internship within three year- Priority Ill
Mode of Selection:
Selection will be made through written exam only. Counselling for Department allocation (For Medical JR)will be done on the basis of merit score in the written examination for allotment of seats in various departments. ForJR Dental, Allotment will be only on basis of written score. If' there is a tie in the merit score, the rank will be decided on the basis of date of birth. The candidate with senior in age will he ranked higher. For ; candidates who have done MBBS from abroad, their score of NBE exam i.e FMGE will be taken into consideration.
Essential Qualification: Approved MBBS/[ADS degree from a Medical1Dental college recognized by NMCIDCl and Candidate should have provisional registration from DMC (Delhi Medical Council) /Delhi dental council.
Tenure: The selected candidate will be entitled to a maximum of 2 tenures of 06 months each.
Senior Resident (Medical)/Dental Eligibility:
Candidate should have More than or equal to (>) 55% of marks in the final MD/MS/MDS of concerned specialty for URIEWS candidates and >50% of marks in final MD/ MS/MDS of concerned specialty for SC/ST/OBC/PWD candidates.
Mode of Selection:
Selection will be made through written exam only. If there is a tic in the merit score, the rank will be decided on the basis of date of birth The candidate with senior in age will be ranked higher.
Qualification: I. Approved MD/MS/MDS Degree from a recognized Medical/Dental college and candidate should have provisional registration with the NMC/ Delhi Medical Council/DCI/Delhi dental council.
Tenure: The selected candidate will be entitled to a maximum of 3 tenures of one year each.
Other Conditions:
• Advertisement must contain other standard relevant clauses and it should be well publicized on hospital websites and national newspapers • Results Publication. o Category wise Results along with waiting list should he put up on hospital website and notice board . • Record Retention: o Record retention will be applicable for the tenure of the service unless the case is subjudice.
• Notice period for Resignation
JR: >15 days of prior Notice period for resigning from the post with full applicable pay
SR: >30 days of prior Notice period for resigning from the post with full applicable pay.
Further, the committee made several other decisions:
1) Ad-hoc recruitments and selection based on HoD's recommendations shall not be allowed in any departmentin case of vacancies in between recruitments, candidates from the waiting list from Written of last recruitment should be considered.
2) Newly framed guidelines by this committee must be followed by Central Government Hospitals for recruitment to the posts of JR/SR for all departments including Medical/ Dental.
3) Entire selection process shall be carried out & completed in a rational and time bound manner.
4) Weeding out Policy: Results to be kept till their tenure.
While commenting on this decision of DGHS, Dr. Rohan Krishnan, the president of Federation of All India Medical Association (FAIMA) said, "This is undoubtedly a very welcoming move as on the one hand the doctors will be benefitted from this and on the other, the recruitment process would also become transparent.
Earlier during the 89 days of ad-hoc appointment, the doctors were not given any leave facilities. There were only casual leaves without maternity or paternity leaves. So, the basic rights of the doctors were being violated earlier. So, it was the request of the FAIMA doctors association as well. We were raising this issue and pleading that this contractual appointment should be scrapped."
"Besides, there was no transparency in the recruitment process as on several occasions, even after scoring less in the theory exam, the doctors were being selected on the basis of their marks obtained in the interview. A similar thing had happened in the case of AIIMS, Delhi and it then we had first raised the issue," he added.
