Former RIMS Ranchi Director alleges harassment, record manipulation after CID raid

Ranchi: A major controversy has emerged in Jharkhand’s health administration following a CID raid at the Rajendra Institute of Medical Sciences (RIMS), Ranchi, and the abrupt resignation of its director. The development has intensified scrutiny of the state Health Department amid allegations of administrative harassment and institutional targeting.

A day after the raid, a confidential four-page letter addressed to the Health Minister surfaced, in which the former director alleged sustained pressure to remove him from office, disregard of court orders, and manipulation of institutional processes by senior officials.

Medical Dialogues had previously reported that a Criminal Investigation Department (CID) team reached Rajendra Institute of Medical Science (RIMS) Ranchi to investigate alleged irregularities in medical seat allotment and the admission process.

In the letter, the former director claimed that since assuming charge as RIMS Director on February 12, 2024, he had prioritised improving patient care, upgrading infrastructure, and introducing academic reforms. However, he alleged that efforts were made over the past year to remove him from his post through administrative pressure.

He cited multiple instances, including his termination in April 2025 under “unsatisfactory performance,” which was later stayed by the High Court. He also referred to a subsequent show-cause notice and legal intervention, stating that the court had restrained further action against him.

As per the news reports, the letter reads,“....the High Court stayed my termination, and on the next hearing date, the Advocate General admitted the termination order was flawed and withdrew it. In light of the court’s order, along with the Withdrawal of Termination (by court order) on 09.05.2025, a Show Cause notice on 11 points was issued to me from your level via Letter No. 363/Go. dated 09.05.2025.”

The former director further alleged that when official proceedings failed, a “secret signature campaign” was initiated among Governing Council members to force his removal. He claimed the move collapsed after some members, including elected representatives, refused to support it, questioning its legality in light of court orders.

“Against the Show Cause notice, I filed Case No. 3502/2025 in the Honorable High Court of Jharkhand on 02.07.2025, upon which the Honourable Court stayed any further action........(After the court stayed further action)......A secret signature campaign was clandestinely run among the members of the Governing Body via circulation to pass a resolution to remove me from the post of Director. I came to know about this action only when the news was published in a local newspaper. The local MLA (Kanke) and the Honourable MP (Central Minister of State for Defence), who are also honorary members of the Governing Body, refused to sign the resolution, questioning the justification of removing the Director again when he was reinstated by the Honourable Court,” the letter reads, reports Hindustan Times.

He also accused officials of manipulating institutional records and influencing local media to damage his reputation. According to him, during the 64th Governing Council meeting on February 3, 2026, it was decided to file an Interlocutory Application (IA) in the High Court to present the council’s side factually. However, the draft sent to the leadership was withheld for over two months, and when it returned, the final resolution had been completely altered.

The letter also references allegations involving his son, whose appointment as a senior resident in hospital administration came under departmental scrutiny.

The former director defended the appointment, stating that his son was the only unreserved candidate and had been selected through a proper committee process. However, he alleged that the appointment was suspended on April 1, 2026.

He added that although the Jharkhand High Court stayed the suspension on May 14, 2026, he was still asked to appear before the Divisional Commissioner, which he termed a violation of court orders.

JD(U) MLA Saryu Roy expressed concern over the allegations levelled in the letter and sought Chief Minister Hemant Soren’s intervention.

The allegations have drawn political attention, with JD(U) expressing concern and urging Chief Minister Hemant Soren to intervene. He claimed that the letter pointed to broader administrative irregularities and undue pressure on the RIMS leadership.

Speaking to Hindustan Times, the MLA further said, “The former director belongs to the Scheduled Caste (SC) community and has previously discharged responsibilities at similar levels with distinction, earning praise and recognition on numerous occasions. Unfortunately, every capable Director who has served at RIMS has been forced to leave prematurely for one reason or another. The former director is a qualified neurologist who has performed several complex neurosurgical procedures at RIMS. Under these circumstances, it appears that the Health Department is exerting undue pressure on the administration of RIMS.”

He warned that continued instability in leadership could undermine efforts to improve governance and medical services at RIMS.

The Opposition Bharatiya Janata Party (BJP) accused Health Minister Dr Irfan Ansari of forcing the former director to resign, claiming sustained administrative pressure led to his exit six months before the end of his tenure. The party state spokesperson alleged that the former director was harassed for not aligning with what he described as irregular practices within the department.

However, Congress, which is part of the ruling coalition govt, dismissed all the allegations. The party’s state media in charge, Rakesh Sinha, said that the BJP often engages in mudslinging and petty politics. “The minister is constantly working to improve healthcare services in the state,” he said, reports TOI.

Meanwhile, Health Minister Dr Irfan Ansari and the Additional Chief Secretary have not issued any public response to the allegations.
