Telangana Adopts Clinical Establishment Act to regulate Private Hospitals
Hyderabad: With the State adopting Clinical Establishments Act (Registration and Regulation), 2011, all the private hospitals in Telangana will now be controlled by the State Health Department, which can now grant, renew, suspend and cancel registration of any hospital.
As per the Act, which the State has adopted as Telangana State Clinical Establishments (Registrations and Regulation) Rules, 2011, all kinds of healthcare facilities will now have to register themselves with the District Registering Authority (DRA) in each district of the State.
In turn, the DRA will have the power of granting, suspending or cancelling registration of any hospital. It can also investigate the allegations of breach of rules and make sure that the hospitals are complying with all the norms mentioned in the Act.

As per the latest media report by Telangana Today, apart from registering with the DRA, the hospitals will now be liable to submit monthly patient records to the health authorities. On the other hand, apart from ensuring the compliance of norms by the healthcare facilities, the DRA will have power to enter and conduct searches at any private hospitals.
If the hospitals are found not complying with the minimum standards, the authorities can now impose penalties as well.
Besides, the DRA will now collect fees from the hospitals for services such as granting provisional and permanent registration, renewal, duplicate certificate, change of ownership etc. Similarly, the Diagnostic laboratories, physiotherapy units, CT and MRI scan labs will have to register by paying fees.
The amount of fees collected by DRA is dependent on the bed-strength of the respective hospitals. In case of hospitals with more than 200 beds the registration fee is Rs 16,000, for hospitals with 100 to 200 beds the fee has been fixed at Rs 14,000, for 50-100 beds the fee is Rs 12,000 and for less than 50 beds, the fee is 10,000.
In case of solo practitioner, the Registration fee of Rs 4,000 has to be paid and there is separate fee for renewals, duplicate certificates, change of ownership etc.
DRA will grant registration to the hospitals for a period of 5 years, and after the time period, the hospitals need to renew again. However, the State has exempted the Central and State Government hospitals from paying the registration fees.
