MCI BOG decides on shifting on MBBS students of World College of Medical Sciences, Jhajjar

MCI BOG decides on shifting on MBBS students of World College of Medical Sciences, Jhajjar

Jhajjar: With the students of 2016 MBBS batch of World College of Medical Sciences & Research, Jhajjar sitting on dharna as well as a hunger strike demanding a secure future when it comes to their MBBS education, the Medical Council of India Board of Governors (MCI BOG) in its last month meeting of 2019 delved upon request of granting permission to shift/adjust students of MBBS 2016 to other private medical colleges existing in the State of Haryana

The Board of Governors noted that the Amma Chandravati Educational and Charitable Trust, New Delhi was granted Letter of Permission for establishment of new Medical College by the name World College of Medical Sciences and Research, Jhajjar in 2016-17 by the Central Government. The Medical College has failed to fulfil the minimum infrastructure, teaching faculty, residents clinical material and other physical facilities as mandated under the Statutory Regulations of the Council for the academic years 2017 -18, 2018-19 and 2019-20.

"Consequently, the Amma Chandravati Educational and Charitable Trust, New Delhi that has established the World College of Medical Sciences has failed to fulfil the assurance made in the scheme and such misconduct on the part of the said Trust has caused loss to the State Govt. which has to take upon the responsibility to shift these students to the other Medical colleges of the State," it noted

The BoG considered the proposal from Additional Cheif Secretary, Government of Haryana, Deptt. of Medical Education & Research Dated 9.12.2019 & 16.12.219 for shifting 148 students of MBBS batch of 2016 admitted to World College of Medical Sciences and Research, Jhajjar, Haryana to other private medical colleges existing in the state of Haryana as the above-mentioned college had not been able to meet the basic academic standards and teaching-learning facilities as per minimum requirements of MCI for running an MBBS course.

The proposal of the Govt. of Haryana was to shift the 148 students to two recognised private Medical Colleges i.e. Maharishi Markendshwar Instt. of Medical Sciences & Research (MMIMSR), Mullana, Ambala and SGT Medical College Hospital & Research Institute, Budhera, Gurugram, Keeping in the View the following facts:-

2. There are 148 students who were admitted against 150 MBBS intake in the academic session 2016-17, in the Academic Session 2016-17 in World College of Medical Sciences and Research, Gurawar, Jhajjar, affiliated to Pt. B.D. Sharma UHS, Rohtak, Haryana.

3. In the Academic SESSION 2016-17, in MMIMSR against 150 MBBS seats, only 98 seats got filled and 52 remained vacant, whereas in SGT Medical College, in the Academic Session 2016-17 admissions were made on 100 MBBS seat against 100 MBBS seats.

The State Govt. has inter alia proposed to adjust these 148 students in the following manner in the above mentioned two colleges:-

First of all the students shall be adjusted against 52 vacant seats left in the academic session 2016-17 in MMIMSR, Mullana, Ambala and 1 vacant left in SGT Medical College Hospital & Institute Budhera, Gurugram.

The remaining 95 students shall be divided amongst the two Private Medical Colleges namely Maharashi Markandeshwar Institute of Medical Sciences & Research, Mullana, Ambala and SGT Medical College Hospital & Institute Budhera, Gurugram in the ratio of 47:48 respectively through physical counselling on the basis of merit in NEET UG-2016."

MCI Decision:

Bringing much-awaited relief to the medicos the Board of Governors has approved the proposal of the Govt. of Haryana. The Board of Governors decided that the Govt. of Haryana should follow the merit of NEET-2016 in adjusting these 148 students in the two Medical Colleges as under:-

1. First to adjust 52 students in MMIMSR, Mullana and 01 in SGT Medical College, Gurugram.

2. Second remaining 95 students to be divided between MMIMSR and SGT Medical College in a ratio of 47:48 respectively based on physical counselling.

The Board of Governors noted that this would result in an excess of 47 seats lin MMIMSR over its sanctioned intake of 150 MBSS students and excess of 48 seats in SGT Medical College Gurugram over its sanctioned intake of 100 MBBS seats for the academic year 2016-2017. The Board of Governors decided to grant approval for an increase in commensurate sanctioned capacity as a one-time measure.

The Board of Governors in the larger public interest of students agreed in principle to accord approval to the above-mentioned proposal of the State Government for shifting of MBBS students of 2016 batch admitted to World College of Medical Sciences & Research, Jhajjar, Haryana to the above mentioned two recognised private medical colleges in the State.

Further noting the misconduct by the Trust operating the medical college as well as the consequent loss to the State Govt. which has to take upon the responsibility to shift these students to the other Medical colleges of the State, the Board of Governors decided to encash the performance Bank Guarantees submitted by the Amma Chandravati Educational and Charitable Trust, New Delhi under the Medical Council of India Establishment of Medical College Regulations, 1999 dated 30th July 1999 and forward the proceeds to the Government of Haryana.
