Doctors demand creation of Indian Medical Service Cadre, write to PM Modi

Delhi: Stressing the need of improving the healthcare infrastructure of the nation from the grassroots, the Federation of Resident Doctors Association (FORDA) has submitted a letter to the Prime Minister of India, Narendra Modi demanding the creation of Indian Medical Service (IMS) Cadre.

The association stated in the letter that a cadre of administrators with medical backgrounds will be able to address various technical issues related to healthcare with more proficiency and fluency.

The demand of a separate cadre for Health Service in India, in line with the Indian Administrative Service (IAS), Indian Police Service (IPS) etc., is a long-pending one.

In the letter, the association stated, " Improvement of healthcare system demands a thorough knowledge of the domain & knowledge of Subject Specialists (Doctors) in devising health policy & ensuring its implementation is essential for galvanizing the healthcare system."

While pointing out that doctors along with other healthcare workers are putting in their best efforts at the frontline since the beginning of the Pandemic, the association stated that ensuring healthy lives and promoting wellbeing at all ages is essential to sustainable development of a nation.

The letter signed by FORDA president Dr Manish further stated, " According to the Constitution of India, Health is a State subject. It is pertinent to mention that the Health Survey & Planning Committee (also known as Mudaliar Committee) had recommended the formation of a Central Health Cadre in its report submitted in 1961, for creating a coordinated programme of action in which the Centre & States will cooperate for satisfactory & speedy results in the healthcare sector."

"Subsequently, while a memorandum of Indian Medical & Health Service was drafted by the Central Council of Health in 1966, the Government of India had decided to constitute the All India Medical & Health Service, way back in 1968", added the letter.

However, the doctors' body also claimed that even after 6 decades and after multiple discussions over the years, this cadre is yet to see the light of the day while the demand has been raised on various occasions. The creation of the Indian Medical Service (IMS) Cadre has become more relevant in the current scenario whereby Doctors from various Specialities can devise effective strategies for dealing with the Pandemic as well as for improving the overall healthcare system of the nation at all levels (Primary, Secondary & Tertiary).

Dr Manish further added, " We shall be extremely grateful if you kindly take note of our suggestion & take necessary measures for creation of the long-pending Indian Medical Service (IMS) Cadre in best interest of the nation."

Previously, Medical Dialogues reported that the demand of forming Indian Medical Services (IMS) on the lines of IAS, IPS and IFS got a new push after the Parliamentary Committee expressed its views in favour of exploring the possibilities of setting up such exclusive Service aiming to bring a major change in the healthcare sector across the country. However, there was no further news of any development. Hence, FORDA requested the PM to immediately take steps to create the Indian Medical Service (IMS) Cadre.
