CDSCO Delegates Veterinary Drug Licensing Powers to Zonal Offices to Ease Approvals

New Delhi: The Central Drugs Standard Control Organisation (CDSCO), under the Ministry of Health and Family Welfare, has delegated certain regulatory functions related to veterinary drugs to its zonal offices, aiming to streamline processes and improve ease of doing business.
In an official order issued by the Veterinary Division of CDSCO, the authority clarified that powers previously exercised at the central level will now be handled by the respective zonal offices. The delegation has been made under Rule 22 of the Drugs Rules, 1945, in continuation of earlier office orders dated February 13, 2014, September 30, 2014, and January 6, 2015.
As part of the delegation, zonal offices will now process and dispose of applications for Test Licenses (Form 11) related to the import of veterinary drugs (excluding biologicals) intended for examination, testing, or analysis. Additionally, they will handle the issuance of No Objection Certificates (NOCs) required for obtaining Test Licenses (Form 29) to manufacture veterinary drugs (other than biologicals) for similar purposes under Rule 89 of the Drugs Rules, 1945.
The notice stated,
"Subsequent to the Office Orders dated 13.02.2014, 30.09.2014, and 06.01.2015 on the above-mentioned subject, it is hereby clarified that the following powers, exercised by the undersigned, are delegated to the Zonal Offices as detailed below with the objective to facilitate the ease of doing business:Test License (Form 11) for import of veterinary drugs (other than Biologicals applications) for examination, test or analysis shall be processed and disposed of by the concerned Zonal offices.No objection Certificates (NOCs) permission to obtain Test License in Form-29 to manufacture veterinary drugs (other than Biologicals applications) for examination, test, or analysis under Rule 89 of the Drugs Rules, 1945 shall be processed and disposed of by the concerned Zonal offices."
The directive has been circulated to all designated CDSCO zonal offices, senior officials at headquarters, and has also been uploaded on the official CDSCO website for wider dissemination.
