CDSCO Bars DMF Cosmo from Cosmetic Imports for 1 Year Over Alleged Fake Documents

New Delhi: The Central Drugs Standard Control Organisation (CDSCO) has rejected the cosmetic import registration application filed by DMF Cosmo Private Limited and barred the company from applying for any cosmetic import registrations in India for a period of one year over alleged submission of fabricated documents.
According to an official notice issued by the Cosmetics Division of the CDSCO under the Directorate General of Health Services (DGHS), DMF Cosmo Private Limited, Flat No. 504, Wing A, Plot No 14,15,16 Ayodhya Exotica, Hazari Pahar Road, Near Sandipani Road, Saroj Nagar, Nagpur, Maharashtra, lndia - 440007 had applied for the grant of registration certificate for import of cosmetics under Form COS-1 vide File No.: COS/COS11FR12O24126155 dated 28.10.2024 to this office.
During review of the documents submitted by the firm in response to the query raised, discrepancies were observed indicating fabrication of documents which is in violation of Rule 69 and point no. 7 & 8 of First Schedule of the Cosmetics Rules, 2020.
Following the observations, CDSCO had issued a show-cause notice to the company on November 21, 2025 seeking explanation regarding the alleged violations. The firm later submitted its response through email, dated December 8, 2025. However, the reply was reportedly found unsatisfactory by the licensing authority.
The notice further stated that the company was subsequently asked through an email communication dated December 31, 2025 to appear for an in-person meeting before the Public Relations Office (PRO) of CDSCO. However, the firm allegedly failed to appear before the authority.
In view of the above, the Central Licensing Authority, exercising powers under Rule 16 of the Cosmetics Rules, 2020, rejected the registration application under Rule 13(1). Additionally, the authority debarred M/s. DMF Cosmo Private Limited under Rule 69 from filing any registration applications for the import of cosmetics into India for a period of one year from the date of issuance of the order.
The notice stated,
"The Central Licensing Authority empowered under Rule 16 of the Cosmetics Rules, 2020, keeping in view of the violation of Rule 69 and Clauses 7 & 8 of First Schedule of Cosmetics Rules, 2020, thereby rejected the said application as per Rule 13(1) and the applicant M/s DMF Cosmo Private Limited is debarred under Rule 69 for one year from date of issuance of this order from applying any such registration applications under the Cosmetics Rules, 2020 for import of cosmetics into India."
