NPPA Yet to Recover Rs 8447.4 Crore From Pharma Companies for Overcharging

New Delhi: The government is yet to recover Rs 8447.4 crore from pharmaceutical companies against demands totalling Rs 10029.8 crore raised by the National Pharmaceutical Pricing Authority (NPPA) for overcharging on medicines.
According to recent media report in Bhaskar English, recoveries so far stand at only ₹1,582.4 crore, leaving approximately 84% of the total amount outstanding. More than ₹5,800 crore remains tied up in litigation, while recovery cases involving around ₹200 crore have been referred to district magistrates.
Recovery proceedings for another ₹2,369.3 crore are currently under way. The NPPA oversees medicine prices and fixes ceiling prices for essential medicines. When companies sell medicines above the prescribed price, the authority directs them to repay the excess amount along with interest.
The recovery mechanism, however, does not provide for returning the money to patients who purchased the overpriced medicines. Although the government seeks to recover the excess collections from companies, the absence of a patient refund provision raises questions about how those who bore the additional expense can receive reimbursement.
The financial burden is particularly relevant because medicines constitute a substantial portion of hospital treatment expenses.
Bhaskar English reports that medicines account for 19% of total treatment expenditure in rural areas, compared with 15% in urban medical institutions.
