Not Done Compulsory Bond service? Be Treated as Bogus Doctor- Maha Govt

Mumbai: Taking cognizance of the evasion of compulsory bond service by many doctors after completing their graduate, postgraduate and super-speciality degrees from the government medical colleges of the state, the Maharashtra Directorate of Medical Education has through a notice informed such doctors that their registrations shall not be renewed with the State medical council.

As an implication, the DME goes on to add, that such practitioners shall be treated as BOGUS DOCTORS.

All the Medical Practitioners who have obtained Graduate Degree/Post Graduate Degree/Diploma/Superspeciality Degree from Government /Municipal Corporation Medical Colleges in Maharashtra are, hereby informed that it is mandatory for them to submit Bond-free certificate at the time of Renewal of Registration to the Maharashtra Medical Council. If such certificate is not produced then the Maharashtra Medical Council is instructed not to renew the registration and such unregistered (Non renewal) medical practioners will be treated as Bogus Doctor and he/she is liable for necessary action as per the Maharashtra Medical Profession Act,1961 by the Maharashtra Medical Council.

This is the second notice that the Directorate of Medical Education has taken out to this effect. Earlier in the month of July, the DME had issued to notice stating that Doctors who have obtained their undergraduate and postgraduate medical degrees from government medical colleges in Maharashtra, would not be allowed to renew their registrations with the Maharashtra Medical Council, unless they submit the proof of their one-year mandatory service to the council. The authority was seen reiterating the same with the current notice, with a stronger degree of vehemence, clearly implying that medical practitioners will not be exempted on the grounds of ignorance of the same.

All the Medical Practioners, who have obtained Graduate Degree/Post Graduate Degree/Diploma /Superspeciality degree from Government/Municipal Corporation Medical Colleges in Maharashtra, have to complete the required bond service or pay the Bond Penalty. As per Government of Maharashtra Circular No.MMC-0816/C.R.33/Adhiniyam, dated 05.01.2017, non-completion of Bond service will be treated as misconduct as per Medical Council of India, Code of
Ethics and Rules 1.9(2002). All the practioners must obey the Government Rules & failing which, action as per 22(1) of Maharashtra Medical Council Act, 1965 would be initiated. The Director of Medical Education and Research has been declared “Nodal Officer” to take such action as per Government Circular mentioned above.

All the bonded Medical Practitioners should obtain a bond free certificate from DMER by submitting a necessary application through the concerned Dean. All Bonded Medical Practioners should note that they themselves will be responsible for the loss/damages, if instructions, in this notice, are not followed by them. All the bonded Medical Practioners are requested to take note of this notice.

    Ha ha haa, what is the bogus government medical council of maharashtra need to check every village and town of maharashtra 80% bogus doctor are practicing there ,bogus doctor no need any exit exam -no registration -and they take more money as compair to registered doctor, I have already complained two times in Druge inspector office but they had not taken any objections
    Before one year A bogus doctor show DHMS DEGREE But now he wrote his qualifications BAMS,CCH,CGO,how it is possible
    I want to ask maharashtra medical council
    Why we go in rural areas for practice ,?
    Why we need exit exam ?
    Why medical council of maharashtra forced on us and ?
    & why not take any legal action against bogus doctor……

  2. IF DOCTORS DONT DO REGISTRATION , THEY WILL BE TREATED AS BOGUS DOCTORS.
    IN THE FIELD OF LAB, THERE ARE MANY PEOPLE WITH QUALIFICATION OF B SC, DMLT, OR M SC ARE ISSUING MEDICAL LAB REPORTS WITH THEIR SIGNATURE, WHY THEY ARE NOT TREATED AS BOGUS DOCTORS

  3. WHY DOCTORS HAVE TO SIGN A BOND TO PURDUE HIS STUDIES ? WHY THEY ARE / SHOULD BE TREATED AS BONDED LABOURERS ? THEY ARE THROWN TO PLACES WHERE THE BARE MINIMUM LIVING FACILITIES ARE NOT AVAILABLE . HAS ANY GOVT. / ADMINISTRATIVE AUTHORITY EVER BOTHERED TO LOOK INTO THIS ?

    What about those doctors who joins administrative services,killing seats on ether side , could it be possible for state to take cognigence and recover all amount spend on them.

  5. This is drama by administrators to please innocent voters. They say money is spent on doctors during MBBS or MD or super speciality courses. I remind that these students run the medical college hospital by serving 18- 20 Hrs. a day. In return on a very minimum stipend. What about IiT std., Student Universities and many more organisations. They are hugely funded by Govt.. what they do in return- flew to states and other countries for handsome money. Why govt. do not charge from them. This drama is not for the sake of humanity . Is it is not the responsibility of Govt. to create such circumstances which facilitate or lucrate the young doctors. Either monetarily or facility wise. Few hundred rupee of rural allowance is not enough. For money persons leave the country and even go to gulf, this at least our own . Pressure never work, this will deteriorate the quality medical standard because talent will not opt for medicine but other field. This is happing in present also. So may leave the medical and go for IAs.
