One Post One Pay- The Right Of Doctors
"When all are doing the same work, then why should they get different pay?"
Labour laws across the world have been propagating Equal Pay for Equal work. While most labor laws have focused on issues such as gender equality, in the indian context, it holds a completely different meaning. Indian doctors seem to be facing a strong discrimination in their earnings based on the state/organisation in which they work.
Following is the compilation of the pay/stipend that resident doctors receive across different parts of the country.
As can be seen, there is a gross discrepancy in the pay scales that are currently being paid across the states. Moreover, there is a gross exploitation ongoing in the names of bonds and penalties in various states.
For Instance :-.
1.Fees ranges from Rs 71000 in maharashtra to 0 in bihar.
2.Stipend ranges from Rs 70000 in delhi to Rs 17000 in Tamil nadu.
4.Penalty for not doing bond service is Rs 10 lakh in Madhya Pradesh and Odisha to Rs 50 lakh in some states.
3.No bond service in some states to 10 years bond in assam
While in normal circumstances, justification may come in the form of different cost of living that may be existent in different states. However, this justification fails completely in the face of GROSS discrepancy that exists across states in terms of the stipend/salaries that are paid to doctors. Neither can this justification suffice the accusations of exploitations that doctors face across the nation in the form of bonds and penalties.
Healthcare in India, is suffering from a major disease of sub-classification. The management of the subject of health has been sub-classified as a state subject and entrusted to respective state govenrments, who have different policies. Hospitals under the government are classified on the basis of varied ownerships, that is, central government hospitals, state government hospitals, hospitals falling under autonomous institutions, all of which principally perform the same work, yet have different policies when it comes to pay and remuneration.
Not only this, there is sub-classification of posts of doctors, in terms of permanent, ad-hoc, contract etc, all of which have different policies and different pay. The biggest trauma to resident doctors is that even if you think of the same post, pay becomes different depending on which hospital one is associated with and which state one is currently based at.
The Supreme Court had paid due regard to this ongoing exploitation in the form of discrepancies across states and ordered the formation of Uniform Central Residency Scheme that would govern the functioning of resident doctors in a uniform manner regardless of which organisation they work with and which state they live in. This was in 1987. Central government following the orders in 1992 had drafted the uniform central residency scheme for doctors. However 24 years now, implementation of the scheme is still pending.
MARD along with resident doctors organisations across the country including FORDA, RDA AIIMS, RDA AMU, RDA BHU, KARD and many more have joined hands together to start a movement against this exploitation and implementation of the Central Residency Scheme this year
