Maharashtra Medical Council issues notice to 7 FMGs for illegal registration

Mumbai: A total of seven foreign medical graduates have been issued notices by the Maharashtra Medical Council (MMC) for allegedly securing registration with the Council without clearing the mandatory screening test, i.e., Foreign Medical Graduates Examination (FMGE), by using wrongful means.
FPJ has reported that, despite being named in the FIR by the Central Bureau of Investigation (CBI) and booked for serious offences, these doctors' names continued to appear on the official website of MMC. This raised concerns over regulatory lapses.
Medical Dialogues had earlier reported that the irregularity in this regard came to light after the Central Bureau of Investigation (CBI) registered an FIR in this regard back in 2022. The Central Bureau of Investigations started its investigation across the country, suspecting a major racket of many unqualified foreign medical graduates practising in India without valid council registrations.
It claimed that 73 medical graduates from abroad across 14 State Medical Councils, including the MMC, obtained registration without clearing the FMGE exam conducted by the National Board of Examinations (NBE).
Clearing the FMGE screening test is mandatory under the Screening Test Regulations, 2022, for the candidates who studied medical courses abroad and wish to obtain provisional or permanent registration in India. However, allegedly, seven doctors were allowed to practice despite failing the FMGE screening test.
Earlier this year, Advocate Tushar Bhosale flagged the concerned lapse, warning that it misleads patients and questioned whether fake FMGE results were accepted without verification. Highlighting that the names of 7 FMGs who were suspended for fraud are still on the Maharashtra Medical Council website, Advocate Tushar Bhosale wrote to the MMC. Back then, MMC administrator Dr. Vinky Rughwani had assured corrective action.
As per the latest media report by the Free Press Journal, on December 2, 2025, MMC issued notices to the concerned Registered Medical Practitioners (RMPs) seeking explanation, and it also indicated the initiation of an internal inquiry.
Earlier, Advocate Bhosale had complained in this regard on August 16 and questioned whether fake FMGE results were submitted and whether registrations were granted without due verification. He had also demanded action against both the doctors involved and any MMC officials found culpable.
Bhosale told FPJ, "Their names continued to appear on the MMC website; some have even renewed their registrations, obtained CPS postgraduate diplomas, featured in MMC electoral rolls, and practised in Maharashtra, including as ESIC insurance medical practitioners—thereby misleading the public."
As per the FIR, the accused have been booked under Sections 120-B, 420, 467, 468 and 471 of the Indian Penal Code, along with provisions of the Prevention of Corruption Act, 1988, for alleged criminal conspiracy, cheating, forgery, abuse of official position and related offences. Several unknown public servants from various state medical councils and private individuals have also been named in the FIR.
