Forged FMGE certificates to get internships, Rajasthan medical council registrations- 4 more medicos arrested, 33 held so far

Jaipur: Four medical graduates from abroad have been arrested recently by the Special Operations Group of Rajasthan Police for allegedly obtaining forged Foreign Medical Graduate (FMG) screening certificates to secure internships and registration with the Rajasthan Medical Council.
According to a PTI report, among the four accused, two are from Deeg and the other two FMGs hail from Bharatpur. While one of them paid Rs 30 lakh for a forged certificate, two others paid Rs 27 lakh each. Another candidate paid allegedly paid Rs 30 lakh to obtain the fake FMG document.
ADGP (Special Operations Group) Vishal Bansal said the accused obtained MBBS degrees from universities in Kyrgyzstan, Russia and Kazakhstan but failed to clear the mandatory FMG screening examination.
After obtaining the forged documents, the accused subsequently secured internships at government medical colleges in Dausa, Dholpur, Jaipur and Alwar using the forged documents, police said.
Deputy Inspector General of Police Bhuvan Bhushan Yadav told TOI that the investigators arrested them after finding evidence of their alleged involvement.
One among the four FMGs, completed his MBBS in Kyrgyzstan and returned to India in 2022 and allegedly paid Rs 30 lakh for obtaining a forged FMGE certificate after failing the examination repeatedly. Allegedly, he obtained the forged document through a man from Dausa and subsequently completed an internship at Government Medical College, Dausa. According to a TOI report, the accused was arrested earlier and is in judicial custody.
Two FMGs are cousins in relation and they studied MBBS in Russia between 2017 and 2023. Allegedly, they paid Rs 27 lakh each for obtaining forged certificates through an intermediary identified as a resident of Weir who facilitated admissions to medical colleges abroad. According to them, one of these two FMGs completed internship at Government Medical College, Dholpur, while the other one pursued internship at Mahatma Gandhi Medical College in Jaipur. Both reportedly applied for RMC registration.
Another FMG completed his MBBS in Kazakhstan between 2016 and 2021. He allegedly paid Rs 30 lakh to obtain a forged certificate through the middleman. Subsequently, the medico completed an internship at Government Medical College, Alwar, and applied for registration with the RMC.
Investigators speculate that the fake certificate racket involved people who failed the FMGE screening test and obtained forged certificates through intermediaries, allegedly with the involvement of some RMC officials and employees. Using these certificates, some of the candidates were able to secure temporary registration and enroll for internships, police said.
Reportedly, the investigators have identified more than 100 suspected beneficiaries of the racket, which allegedly supplied forged certificates for Rs 20 lakh to Rs 30 lakh each. An investigation is underway to identify others involved in the racket, police said.
Medical Dialogues had earlier reported that Rajasthan's Special Operations Group (SOG) uncovered a major medical qualification scam, exposing how unqualified individuals attempted to infiltrate the state's healthcare system using forged documents. Three foreign medical graduates, who repeatedly failed the mandatory FMGE screening test, were found to have fraudulently secured internships at government medical colleges.
So far, a total of 33 people have been arrested in this connection, including 28 foreign-trained medical graduates, a former registrar of the Rajasthan Medical Council (RMC), Upper Division Clerk, Lower Division Clerk, alleged kingpin, and a broker.
