TN Medical Council passes amended resolution on FMG internship, final registration, details

Chennai: The Tamil Nadu Medical Council has released the amended resolution for internship and final registration of Foreign Medical Graduates.

In its recently released amended resolution, the medical council has reiterated the advisory released by the erstwhile MCI ( now National Medical Commission NMC) regarding the acceptance of Internship of Foreign Medical Graduates.

The MCI had stated that the Internship training completed by an Indian National during his / her MBBS course in China was / is acceptable for the purpose of grant of permanent registration under section 13 (3) of Indian Medical Council Act, 1956. It is not mandatory for such students to do 12month internship training in India.

The Board of Governors in Supersession of Medical Council of India further stated that, it is in accordance with provisions of Indian Medical Council Act 1956 in respect of MBBS or equivalent primary qualification obtained by an Indian National from any other country also.

The aforesaid matter was discussed at length by the council in the General Business Meeting held on 10.12.2020 and the following amended resolution was passed unanimously.

The Council resolved that, that the Internship training completed by an Indian National during his / her MBBS or equivalent course in China or any other foreign country is acceptable for the purpose of grant of permanent registration under section 13 (3) of Indian Medical Council Act, 1956 provided that,

I. For candidates who have completed their under graduation or internship on or before 30th June 2020.

a) The minimum duration of the course (excluding the period of study of local language) should be 4 years with 75% attendance done with practical training and the course not through online mode.

b) The duration of internship training should be one year, done in the campus and not through online mode.

This resolution was passed considering the fact that, previously provisional registration certificates were issued to candidates whose course duration was 4 years. Also the fact that the students had returned to India in the early part of 2020, due to the corona pandemic was also considered. Out of the 4 years course duration, the clerkship or clinical rotation done in the 4th year of course will be considered as part of the undergraduate academics and such candidates have to undergo internship training either in India or abroad.

Prior to the notification by the MCI dated 30.07.2020, all these candidates who had done 4 years UG course in some foreign countries, returned to India and underwent internship training. Now, candidates are trying to take an advantage of the MCI notification and seeking final registration when the total course duration (including internship) is four years only and the same will not be permitted by the Tamil Nadu Medical Council.

For the Candidates, who had completed part of their mandatory internship training in the campus and remaining part of their internship through online mode, such online mode of internship training will not be accepted. Such candidates should undergo internship for the period equivalent to their online training period either abroad or in India, in any of the Government or Private Institutions, approved by the MCI/NMC.

II. For candidates who are undergoing under graduation or internship training-In the academic session from 2020.

a) The minimum duration of the course (excluding the period of study of local language) should be 4 ½ years with 75% attendance done with practical training and the course should not be through online mode.

b) The duration of internship training should be one year, done in the campus and not through online mode.

c) It is further resolved that, before accepting their application for issue of provisional or final registration, the passport of such candidates should be verified to ensure the minimum duration of the course and 75% attendance of the candidates and it is also to be ensured that the course or training is not through online mode.

The Tamil Nadu Medical Council had earlier issued an alert stating that students who have completed their MBBS degree and internship via online mode, will not be eligible for medical council registration.

Besides, those students found hiding the online mode of learning in a bid to get provisional or final registration with the medical council will have to face stringent action from the authorities.
