NMC invites applications for establishment of new medical colleges, starting, increase of MBBS seats, Check Details

New Delhi: In a recent notice, the Medical Assessment and Rating Board (MARB) of the National Medical Commission (NMC) has invited online applications for the establishment of new medical colleges intending to start MBBS courses and for an increase in the intake of UG seats in the existing Medical Colleges through the web portal for the Academic year 2026-27.

Writing to the Directors/Principals/Deans of all medical institutes under NMC, and the applicants willing to apply for setting up new medical colleges with the MBBS course, the NMC Secretary said, "Kind reference is invited to the Medical Assessment and Rating Board (MARB) of National Medical Commission (NMC)’s Public Notice of even number dated 21-12-2025 w.r.t. Online applications for Establishment of New Medical Colleges intending to start Under Graduate (UG) course and for increase in the intake of UG seats in the established Medical Colleges for AY 2026-27. All the concerned Institutions are requested to take necessary action and adhere to the same."

According to the NMC notice, the last date to submit the completed application shall be 28.01.2026.

Along with the notice, the MARB has also laid down the conditions for setting up new medical colleges, clarified the application process, and specified the guiding documents for filling out online applications for undergraduate courses for the academic year 2026-2027.

The conditions, specified by NMC, are as follows:

1. Only online applications submitted on the web portal of the official NMC website shall be considered.

2. The online application portal shall be active from 29.12.2025 to 28.01.2026 .Accordingly, the last date to submit the completed application shall be 28.01.2026 before 6 PM.

3. The Applicant Medical College must strictly be compliant with relevant Regulations, MSR Documents, guidelines, relevant orders, notices and circulars issued by the NMC and other authorities from time to time.

4. NMC has kept the following Objective mentioned under Chapter-I of UG-MSR 2023 notified on 16/08/2023, in abeyance for the academic year 2026-27 ;

“(i) College seeking increased number of seats cannot exceed a total of 150 MBBS students from the year 2025-26. Provided that medical college shall follow the ratio of 100 MBBS seats for 10 lakh population in the state/U.T.”

5. The Medical College is instructed to upload the details and certified copies of the following documents in PDF format in the online application form.

Documents for establishing a new medical college: 

a) Particulars of the Applicant including Name, Contact Number, Address and Email Id of the proposed Medical College.

b) Category of Application (New College/Increase in intake of Seats).

c) Constitution/Registration/Incorporation documents including certified copies of bye laws/Memorandum and Articles of Association/ Trust deed.

d) Composition of the Management/Society/Trust/Company of the College and Hospital:

i. If the Hospital has been arranged by the way of a Lease, MoU for such arrangement must be for not less than 30 Years.In case of such an arrangement, it must be ensured that the Faculty of the College and the Hospital are the same.

ii. An Hospital attached with a College, must not be attached with another College (One Hospital must be attached with Only One College).

e) The individual members of the Trust/Society/Company shall declare if they are part of any other Trust/Society/Company running other Medical Colleges in India, along with name and address of such Colleges.

f) Name of the Affiliating University and Consent of Affiliation (CoA) in the prescribed Performa issued by a recognized University. CoA must be valid at the time of application.

Criteria regarding Consent of Affiliation: 

NMC mentioned that the CoA must be in accordance with Regulation 9 of “Establishment of Medical Institutions, Assessment and Rating Regulations, 2023", in the format prescribed along with the notice. Further, the Commission has clarified that the CoA issued to a Medical College shall have a maximum validity of three years from the date of issuance, and it shall lose its validity after being utilized for one application (even if such application is rejected).

The Commission further mentioned that if a valid CoA is not submitted or the CoA submitted is not found to be valid on the day of application, such Application shall be rejected and no further communication shall be entertained in that regard. If such application is rejected by NMC, a new/fresh CoA shall have to be obtained by the College for any subsequent Application.

g) Essentiality Certificate (EC) in the prescribed Performa issued by the respective State Government/Union territory Administration or Appropriate Authority. EC must be valid at the time of application.

Criteria regarding Essentiality Certificate: 

NMC said that the EC should be in the prescribed format and must be in accordance with Regulation 9 of "Establishment of Medical Institutions, Assessment and Rating Applications, 2023". 

If a valid EC is not submitted or the EC submitted is not found to be valid on the day of application, such Application shall be rejected and no further communication shall be entertained in that regard. A Conditional EC shall not be accepted, it added.

h ) Details of the Director/Dean/Principal of the Institution including Name, Email id and Contact number.

i) Details of Medical Superintendent of the Hospital including Name, Email id and Contact number.

j) Financial capability:

Annual reports, Audited balance sheets for the last three years. Authorization letter addressed to the National Medical Commission by banks (for all bank accounts of the applicant) authorizing the National Medical Commission to make independent enquiries regarding the financial track record of the applicant and the additional required information. A solvency certificate (based on last completed financial year) issued by a chartered accountant within Ninety (90) Days prior to the last date of submission of the application.

k) Details of the Land available for the Medical College and Hospital along with documentary proof showing the ownership of the required land prescribed by the relevant regulations. Provided that, if such land has been arranged by the way of lease, such lease shall be for a period of not less than 30 Years from the year of submission of the Application.

The following documents issued by competent authority must also be submitted:

i. Building Completion Certificate ii. Fire Safety Certificate iii. Occupancy Certificate

l ) Project Cost including Capital cost of land, buildings, plant and machinery, Medical, Scientific & allied equipment, furniture & fixtures, preliminary and pre-operative expenses.

m) Means of financing the project such as grants, donations, equity, term loans or any other sources along with the Contribution of the Applicant.

n ) Name and Address of the existing Hospital including date of establishment and other details including- i. Valid Blood Bank License ii. Biodegradable Waste Management System Document iii. Valid Fire Safety Clearance Certificate iv. Valid Hospital Registration Certificate v. AERB Certificate vi. Valid Pollution Control Board Certificate vii. Occupancy Certificate viii. Distance between the College and the Hospital along with expected time of travel (in case of different campuses) ix. Documentary proof of ownership of /or running an existing Hospital

o) Details of Existing Hospital: Bed strength, bed distribution, bed Occupancy, built up area of clinical and para clinical disciplines, OPDs and OPD attendance data department wise, architectural and layout plans, list of medical/allied equipments, capacity and configuration of engineering services, Hospital services, administrative services, other ancillary and support services (category wise staff strength).

p) Capabilities with regard to the provision of required infrastructure, administrative and financial support of the applicant, if the eligible entity is other than central or a state government or union territory administration.

q) Documentary proof that the hospital is of the required capacity as indicated in the applicable Minimum Standard Requirements.

r) Undertaking signed by the applicant stating that the information furnished is correct and true. If the undertaking in any way found to be false the Board shall initiate punitive action against the college as per Rules including refusal of application (As per Annexure -E). The undertaking shall be submitted on Rs. 100 non-judicial stamp paper.

s) A Private Medical college/institution will be required to submit Bank guarantee of the applicable amount as mentioned in AnnexureD within the prescribed time limit after the issue of the Letter of Permission (LoP).

i. The Bank Guarantee shall be in the form of Electronic Bank Guarantee (E-BG).

ii. After the issuance of LoP the Medical College shall submit an undertaking for compliance of the terms and conditions of LoP, along with the Bank Guarantee.

t) “The applicant/entity shall submit an undertaking at the time of submission of application for earmarking a corpus fund dedicatedly applicable to functioning of the new medical institution. Further, all Medical Colleges already running will also have to maintain a corpus fund dedicatedly applicable to functioning of the medical college. The amount of such Corpus fund shall be determined by the Medical Assessment & Rating Board and shall be communicated through Notice. The amount of corpus fund shall be subject to revision periodically. The College will have to submit the documentary proof whenever directed by the MARB.”

u) Government Medical College/Institution will be required to submit Undertaking (for compliance of the terms of LoP) issued by the Principal Secretary of the department concerned, within Seven (07) working days of issue of the Letter of Permission (LoP) in lieu of BG.

Conditions for Increasing UG Medical Seats in Established Medical College: 

a) Particulars of the Applicant including Name, Contact Number, Address and Email Id of the Medical College.

b) Category of Application (New College/Increase in the intake of Seats)

c) Constitution/Registration/Incorporation documents including certified copies of Bye Laws/Memorandum and Articles of Association/ Trust deed.

d) Composition of the Management/Society/Trust/Company of the College and Hospital:

i. If the Hospital has been arranged by the way of a Lease, MoU for such an arrangement must be for not less than 30 Years.In such cases, it must be ensured that the Faculty of the College and the Hospital are the same.

ii. A Hospital attached with a College, must not be attached with another College (One Hospital must be attached with Only One College).

NMC added that the CoA shall be in the prescribed format and in accordance with Regulation 9 of "Establishment of Medical Institutions, Assessment and Rating Regulations, 2023."

It further added that the CoA issued to a Medical College shall have a maximum validity of three years from the date of issuance, and the CoA  shall lose its validity after being utilized for one application, (even if such application is rejected or partly considered). It added that if such application is rejected by NMC, a New/Fresh CoA shall have to be obtained by the College for any subsequent Application.

g ) Details of the Director/Dean/Principal of the Institution including Name, Email id and Contact number.

h) Details of Medical Superintendent of the Hospital including Name, Email id and Contact number.

i) Undertaking signed by the applicant that the information provided is correct and true. (As per Annexure- E). The same shall be submitted on Rs. 100 non-judicial stamp paper.

j) A Private Medical College/Institution will be required to submit Bank Guarantee of the applicable amount as mentioned in Annexure D within the prescribed time limit after the issue of the Letter of Permission (LoP).

i. The Bank Guarantee shall be in the form of Electronic Bank Guarantee (EBG)

ii. After the issuance of LoP the Medical College shall submit an undertaking for compliance of the terms and conditions of LoP, along with the Bank Guarantee.

k ) Government Medical college/institution will be required to submit Undertaking (for compliance of the terms of LoP) issued by the Principal Secretary of the department concerned, within Seven (07) working days of issue of the Letter of Permission (LoP), in lieu of BG.

6. Application will be submitted only after online payment of requisite fee through the link generated during filling of the application.Before submitting the application, kindly ensure that all the documents and Information are uploaded correctly.

Other Important Instructions: 

1. Application Process: 

NMC mentioned that Application process may be inferred from the guiding document mentioned along with the notice.

2. Scheme as per section 28(2) of NMC Act, 2019:

An accepted application with all mandatory relevant documents and containing such particulars, accompanied by such fee and in such manner as may be specified by relevant regulations shall form a valid scheme for the purpose of section 28(2) of the Act. An incomplete application shall not be considered as a valid scheme.

3. Assessment:

The Commission added that the Assessment will be done as per the MSR for requested number of seats. If facilities are not sufficient for the requested number of seats, allotment of lesser number of seats will not be considered. (For example, if an applicant has applied to establish a new college for 150 seats, the assessment will be done as per MSR for 150 seats and accordingly decision will be taken with regard to sanction to the college. If the requirements are not adequate for 150 seats, the application will be rejected and will not be considered for establishment of the institution with lesser number of seats like 50 or 100 even though available facilities may be adequate for such lesser number of seats) .

No further communication with regard to this shall be entertained at any time and at any level, it clarified.

4. Prescribed limit for applying for Increase in Intake Capacity: 

As per NMC, an applicant can apply for increase in intake of maximum of 100 seats at a time.

5. Assessment:

a. The Commission clarified that the assessment will be carried out for the accepted application which shall be considered as forming a valid scheme to open a Medical Institution. Incomplete Application will be rejected and no further communication will be entertained. The assessment process includes the assessment of the faculty, infrastructure, and clinical load of the Institution through physical/virtual/hybrid mode.

b. Notwithstanding anything stated elsewhere, the MARB determines the appropriate method of assessment and/or inspection, before granting permission to the applicant to establish a medical institution or increase in the intake of seats. Provided such methods shall include, but not be limited to scrutiny of documents in digital or another form, NMC AEBAS attendance, verification of Live Video Feed, Photographs, Hospital Management Information System {HMIS) data or physical/virtual assessment on any day at any time etc.

c. The MARB will assess the accepted applications for establishment of a medical college through a team of assessors. MARB reserves the right to assess through either physical or virtual/hybrid mode. The assessment process for UG applications may be conducted over two days, if not completed in one day.

d. The assessors will conduct the assessment to examine the infrastructure, quality of medical education, faculty, AEBAS data, clinical material & other clinical indicators, and financial status of the college to ensure compliance with latest NMC guidelines. They may also conduct interactions with staff & students during the assessment.

e. For applications with respect to establishment of new MBBS College, all Faculty as per MSR shall be registered in the AEBAS of NMC and shall be physically present in the institution within 15 days from the last date of submission of applications. If any college has applied for increase in intake of seats, it should have mandatorily maintained the faculties and staff as per the MSR for the existing seats for the previous academic years. They shall have the additional faculties required for the requested number of increase in the intake of seats and such faculties shall be registered in AEBAS and physically present in the institution within 15 days from the last date of submission of application. If they have failed to maintain the required faculty position as mandated above, the application for the increase in the intake of seats shall not be considered. And they shall be liable for the penalty to be decided by MARB. On the day of Inspection, faculty and staff registered in AEBAS and physically present before 10 AM will only be considered for assessment.

NMC further clarified that, "THE REGULATORY FRAMEWORK DOES NOT CONTEMPLATE A “WORK-IN-PROGRESS” STATUS AT THE TIME OF APPLICATION; RATHER, IT OBLIGATES READINESS AND DEMONSTRABLE COMPLIANCE AB INITIO. THEREFORE, ANY PLEA OF BEING IN THE PROCESS OF COMPLETING INFRASTRUCTURE OR REQUESTING ADDITIONAL TIME DEFEATS THE VERY OBJECT OF THE SCHEME UNDER THE ACT AND REGULATIONS AND IS WHOLLY IMPERMISSIBLE. FURTHER, REFUSAL / NON COOPERATION IN THE ASSESSMENT PROCESS SHALL ALSO BE LIABLE FOR REJECTION OF APPLICATION."

In the annexure format, NMC also included the guiding documents for filling online applications for Undergraduate (UG) courses for the academic year 2026-2027. Other annexures specified the format for the Consent of Affiliation, Essentiality Certificate, format for certificate/undertaking and the fees applicable for various applications/ processes effective from 2026-2027.

How to Fill Out the Application Process: 

1. For the AY 2026-27 onlyOnline Applications will be received along with the required enclosures and fees. No Offline (Hard-copy) will be accepted by the commission.

2. All applicants must first register themselves by visiting the registration page by clicking on the link/icon/block “Submission of Online Application for Establishment of New Medical College / Increase in intake of MBBS seats in existing Medical College for AY 2026-27” wherein 2 options will be available i.e. “Login” and “Register”. Applicant applying for establishment of New Medical College shall Register themselves by entering their Email Id and creating a password of their choice and entering the required details.

3.However, for applicants applying for increase in intake of existing Medical Colleges, the Email Id of the College/Trust already registered with the NMC shall be used to Login along with the registered password which was received on the registered Email Id. In case of any issue or difficulty in the login, the applicant may immediately report the same to the contact details provided on that page in this regard.

4.Applicants need to use the registered Email Id and the password created or provided for login every time. The Applicants may change the password to their choice.

5.To start online application process, Applicants shall sign in with the Login Credentials. After signing in, the interface for the Application Form shall open automatically.

6.Application number shall be generated only after submission of completed application form along with all required documents and payment of the required fees online. In case of payments through Bank Challan, application number shall be generated only after due payment is made and the stauts of the payment is updated by the bank concerned.

Note: Application number generated on successful submission of the Application shall be quoted by medical institution in all future communications with NMC.
