New Delhi: The National Medical Commission (NMC) heard nearly 137 appeals last year, and the Commission is also planning to introduce an administrative reform by streamlining the process of appeals.

These issues were discussed during the 11th meeting of the Commission, which was held on October 18, 2023, under the guidance of Dr. B.N. Gangadhar, Chairman of NMC.

Issuing a Press Release, NMC mentioned that issues for administration reforms like streamlining the process of appeals were discussed and critical decisions were also taken in the day-long meeting.

Referring to the meeting, NMC mentioned in the Release, "With a mandate to improve medical education in India under NMC Act, 2019 & to meet atleast once every 3 months, the National Medical Commission (NMC) successfully orchestrated its 11th meeting today. Under the visionary guidance of Dr. B.N. Gangadhar, Chairman of NMC, this meeting, meticulously organized by the Policy and Coordination Division, unfolded to address vital aspects of medical education reform."

"Fueled by a mandate to enhance the medical education system, providing broader access to quality and affordable education, the meeting focused on ensuring the availability of competent medical professionals. Esteemed members of NMC converged to deliberate and strategize transformative changes aimed at elevating healthcare standards across the nation," the release mentioned.

During the meeting, the progress of all Boards, and Secretariat of NMC was presented by Secretary, NMC, Dr. Vipul Agarwal (IPS), and minutes of last meeting were approved.

It was highlighted in the meeting that the Commission passed 13 Regulations in the last 1 year and the court cases have also come down drastically. The fact that NMC heard nearly 137 appeals last year and how the Medical Assessment and Rating Board (MARB) of the Commission "did a commendable job of doing inspections and increasing seats (UG & PG)" were also discussed.

NMC further mentioned that its Ethics and Medical Registration Board (EMRB) of NMC issued 1671 Eligibility Certificates and 200 temporary permissions. Referring to the other issues that were also discussed in the meeting, NMC mentioned that a new Training and Learning policy for all Presidents, Members of Board Officers of NMC was also taken into the agenda.

Further, delegation of financial powers to subordinate authorities in NMC as per Act, Rules & Regulations was put before the Commission. The Draft of PGMER, 2023 was also placed before the Commission and several other issues for administration reforms like streamlining the process of appeals were also discussed at the meeting.

In the end, the Chairman of NMC gave closing remarks, and the Secretary of NMC thanked everyone for participating in the meeting. Dr. Yogender Malik, Member of the Ethics and Medical Registration Board (EMRB), and Head of the Publication Division at NMC, emphasized, "This strategic meeting reflects NMC's commitment to advancing policies and refining coordination, ensuring access to quality medical education across the nation."

Medical Dialogues had previously reported that earlier this year taking note of the fact that several medical colleges or appellants were still not following the prescribed procedure for filing 1st and 2nd appeals before NMC, the Apex medical body once again issued a public notice specifying the process.

The Commission informed the medical colleges or appellants that all appeals along with relevant documents, may be preferred by Dean/Principal of the Medical College/ appellant to the Commission by addressing to Chairman, NMC via EMAIL ONLY at `nmc_appeal@nmc.org.in'

Further, NMC also provided a checklist for all the requisite documents that the medical colleges need to submit along with the appeal and the processes that the appellant or college needs to ensure.
