AP Gazette Releases PG Medical Admission Rules for this year, details

Andhra Pradesh: The Andhra Pradesh Gazette (AP Gazette) has released the private medical/dental un-aided minority professional institution postgraduate admission rules for 2023.

These rules are called the Andhra Pradesh Un-aided Minority Professional Institution (Regulation of Admission into Postgraduate Medical and Dental Professional courses) Rules 2023.

These will apply to all Un-aided Minority Professional Institutions imparting Postgraduate Professional Education in Medical and Dental courses for which admissions shall be made to the “Competent Authority Seats” and “Management seats” .

"These Rules shall come into force from the academic year 2023-24," said the gazette.

Competent Authority Quota seats (CQ) -

1. The 50% of the sanctioned intake of the seats shall be filled by the “Committee for Admissions” constituted by Dr.YSR University of Health Sciences based on merit as per ranking to be determined/assigned by the competent authority based on National Eligibility-cum-Entrance Test (NEET-PG/NEET- MDS), as the case may be, and as per Rules framed for the purpose in accordance with the NMC, New Delhi/Dr.YSR UHS, Vijayawada.

2. The seat matrix regarding the Competent Authority and Management quota (MQ) seats in each specialty in each Medical /Dental College shall be prepared by the University every year before counseling, and any additional seats permitted by the NMC/DCI and the University will be included in the counseling process.

3. If there is only one seat available in a specialty in a college, the seat will go to the Management quota for the starting year and alternated to the Competent Authority Quota for the next year and rotated so on.

4. Similarly, if there are 3 seats in a specialty in a college, one seat for Competent Authority quota and one seat for Management quota will be allotted, and the 3rd seat will go to Management Quota for the starting year and alternated to the Competent Authority Quota for the next year and rotated so on.

5. If in a specialty, one seat for a Degree and one seat in Diploma are available in a college, the Degree seat will be for Management Quota and Diploma seat will be for the Competent Authority quota for the starting year and alternated to the Competent Authority Quota and Management Quota respectively for the next year and rotated so on.

6. The unfilled seats after the final phase of counseling for Competent Authority Seats shall be surrendered to the Management of respective colleges.

7. The 50% of the sanctioned intake of the Management Quota seats shall be filled by the “Committee for Admissions” constituted by Dr.YSR UHS, Vijayawada, with the eligible candidates on the basis of inter-se-merit among the applicants qualified in NEET-PG/NEET-MDS.

Management Quota-Subcategory- 1(S1): 25% of the sanctioned intake of seats, course-wise, in each institution, shall be filled by the candidates in General Merit based on the NEET ranking.

Management Quota-Subcategory- 2(S2): 15% seats out of total intake capacity, course-wise, in each institution, shall be filled by foreign students/NRI/NRI sponsored candidates on the basis of inter-se-merit among the applicants qualified in NEET.

Management Quota-Subcategory-3(S3): 10% seats out of total intake Capacity, course-wise, in each institution shall be Institutional preference/In-service management quota seats filled on the basis of inter-se-merit among the applicants qualified in NEET.

In case of the fraction of 0.5 between Management Quota Subcategory -1(S1) and Management Quota Subcategory-2(S2), the fraction is to be rounded up to figure 1 and shall be rotated between Subcategory-1 and Sub- category-2 seats in alternate years starting from the academic year 2023-24 i.e., for the academic year 2023-24, if the seat is due to fraction of 0.5 shall be meant for Subcategory-1 and in the next academic year 2024- 25 the same seat due to fraction of 0.5 shall be meant for Subcategory-2 by rotation and so on.

As per the discretion of the Competent Authority, the possible number of Mop Up rounds of counselings are to be conducted by Dr.YSR University of Health Sciences for PG (Medical)/PG(Dental) Management Quota Subcategory-1/Subcategory-2 / Subcategory-3 seats before the last date of admissions as per the NMC/DCI schedule.

No candidate shall be permitted to cancel/withdraw/resign from the PG (Medical/Dental) seat during Mop Up round counseling until the closure of admissions as notified by NMC/DCI. Students allotted seats in Mop Up round counseling shall compulsorily join the college.

A candidate who has joined in an allotted seat shall not be permitted to withdraw from the seat. In case any candidate withdraws from the allotted seat after the closure of admissions, the candidate shall be debarred for a period of three years for admission into Post Graduate Medical Degree/Diploma courses at the colleges in the State of Andhra Pradesh besides the payment of Rs.3,00,000/- and GST as applicable.

On non-availability of Minority candidates in any of the categories in vii (a), (b), or (c), they can be filled with any other eligible candidates as prescribed by the NMC/DCI, and the fee shall be on par with the category of students admitted under vii(c). In case of Minority candidates are not available, then the seats can be filled with Non-minority candidates, and the Non-minority candidates should not exceed 30% of the total seats.

Procedure for Grant of Admissions into PG [Medical, Dental] Courses under the Management Quota Seats –

1. The Competent Authority shall constitute a “Committee for Admissions” for the purpose of Counselling/Admission into Un-aided Minority Medical and Dental Colleges. The entire procedure shall be done under the overall supervision of Dr.YSR YSR University of Health Sciences, Vijayawada.

2. The Convener, Admission/Counseling Committee shall issue the notification in two National Newspapers, calling for applications from NEET-PG/NEET-MDS qualified candidates for admission to management quota (Sub-Category 1) and Management quota (Subcategory 2 and 3) in PG Medical/Dental courses separately. The admission process and number of seats under management quota shall be displayed in the University Website.

3. Online or Offline Applications are invited in the prescribed form from the NEET-PG or NEET-MDS eligible candidates for participating in Centralized Admission Process (CAP) for seeking admission to the Courses to Management quota (Subcategory-1) and (Subcategory-2 and 3) seats. The candidates shall pay a Non-Refundable Application fee, Counseling fee, and University fee.

4. Merit list from the eligible candidates who have applied to the Management Quota seats shall be prepared and shall be placed on the University website for admission to Post Graduate Medical Courses and Post Graduate Dental Courses on the basis of the marks at percentile in the NEET-PG examination or NEET-MDS examination.

5. The Convener, Admission /Counselling Committee shall notify the Schedule of web counseling with the date and time for each category of Management Quota Seats on the University website.

6. The Selected candidate will be issued a Provisional Selection intimation with a direction to report to the concerned Principal within the date specified. The allotted candidates shall report at the respective allotted colleges, and the college fee shall be paid in the form of crossed demand draft in the respective colleges.

7. If a candidate opts a seat and fails to pay the fee at the respective institution, the seat will be treated as vacant and will be filled in the 2nd Counseling.

8. If a selected candidate fails to report to the Principal within the stipulated time, the Selection and Admission of the candidate will be canceled automatically, and the seat will be filled in the 2nd Counseling.

9. The Convener, Admission/Counseling Committee shall notify the schedule of web options with the date and time for 2nd and Mop Up rounds counselings in the University website. All institutions shall display their fee structure in the college notice board and College Website.

10. The college shall pay the stipend to the PG (Medical/Dental) students as per the NMC/DCI/Government of Andhra Pradesh regulations.

11. All the candidates admitted into Management Quota seats in un-aided Minority private Medical/Dental college, on completion of their postgraduate course, shall work for one year as ‘Senior Resident’ in the institution where they pursued postgraduate course as per the Government Orders.
