BAMS, BUMS, BSMS, BHMS Admissions 2022: Ayush Ministry releases Guidelines for Central Nomination
New Delhi : Through a recent letter to the various Principal Secretary/Secretary (Health)/Commissioner AYUSH of all States/ UTs, the Ayush Ministry has informed about the Guidelines for Central Nomination to Bachelor in Ayurvedic Medicine & Surgery (BAMS), Bachelor in Unani Medicine & Surgery (BUMS), Bachelor in Siddha Medicine & Surgery (BSMS) and Bachelor in Homoeopathic Medicine & Surgery (BHMS) Courses for the academic session 2022-23.
"As you are aware that to meet the resurgence of interest in Ayurveda, Siddha, Unani & Homoeopathy (ASU&H) medicines in India & abroad and also in pursuance of the 55th Report of the Department Related Parliamentary Standing Committee on Demand for Grants, few seats in ASU&H Under Graduate (UG) courses are reserved/earmarked for Government of India under 'Central Pool' in few donor institutes of the country and are allotted to the students/candidates of the specific States/UTs, where the colleges of the respective system is not available, for studying Under Graduate (UG) Courses. The same is in implementation through existing UG Scheme Guidelines (Academic session 2021-22) bearing F.No.Y-11030/9/2021-EP-III dated 28.9.2022 for Central Government Nomination (CGN)," the notice stated
"In this regard, I am directed to state that the above mentioned UG Scheme Guidelines have been reviewed by this Ministry and it has accordingly been decided that in supersession of all previous guidelines on the subject, the following Comprehensive Revised Guidelines for Central Government Nomination to Under Graduate (UG) courses (BAMS, BUMS, BSMS & BHMS) shall take effect from the academic session 2022-23. A statement showing the seats made available by various ISM&H colleges (donors) and re-allocated to specific deficient States/UTs in specific donor institutions in specific UG courses for utilization by Government of India for the students of those specific deficient States/UTs, where there are no such Government-run colleges available, have been shown in the enclosed Annexure. However, admission shall be given after confirming permission for admission has been given by NCISM / NCH as applicable to the respective college for the respective year," the ministry added
For the purpose of this Scheme Guidelines, the meaning of the following words is as under:-
a. Deficient State/UT - means in which State/UT no Government-run college of the UG Courses (viz. BAMS, BUMS, BSMS & BHMS) for study is existed.
b. Eligible candidates - means candidates belonging to deficient States/UTs, against whom the earmarked seat(s) in specific UG course has/have been allotted against specific College (donor), where there are no such Government-run college of the respective course of UG for studying, are only eligible for nomination/admission under the 'Central Pool' reserved seats in the specific donor institutes of this Scheme.
c. Donor Institutes - means in which institutes seats under 'Central Pool' are reserved and re-allotted to specific deficient State/UT for Central Govt. Nomination (CGN) of candidates.
To ensure admission of meritorious students/candidates to Ayurveda, Siddha, Unani and Homoeopathy systems of medicine, following procedure shall be followed:-
i. Only NEET qualified students, are to be selected for nomination to degree courses by the specific deficient State/UT. The deficient State/UT Govt./Administration, whom earmarked seats for Govt. of India have been allotted in the enclosed Annexure, will invite applications from the interested NEET qualified candidates of their State/UT for nomination to degree courses by the stipulated date. The list of their nominees will be forwarded to the concerned colleges (donor)/Directorate of ISM&H of States/Union Territories as stipulated in the prospectus released every year by the college authorities of the donor institute and under no circumstances to this Ministry.
iii. In case the specific deficient State/UT Govts. fail to nominate their candidates against the allotted seats to the specific donor institute, the donor college authorities will fill up the seats only by the NEET qualified candidates under intimation to this Ministry.
iv. The donor college authorities would admit NEET qualified students nominated by the specific deficient State/UT Government without taking any other admission test subject to fulfillment of qualifying eligibility criteria, as the deficient States/UTs are 'required' to nominate their candidates on the basis of the NEET merit list.
v. The college authorities (donor institutions) are, therefore, empowered under the provisions of this Scheme Guidelines to admit "nominees" of the specific deficient State/UT candidates in their institutions without referring to this Ministry seeking further direction/approval.
All deficient State/UT shall appoint a nodal officer to forward their nominees to the concerned college/donor Institute to facilitate admission process under this Scheme and co-ordinate with donor Institutes.
The allotted deficient State/UT Govts. are requested to utilize the slots/seats made available to them by recommending / nominating suitable NEET qualified candidates for admission to degree courses to the colleges allotted to them under intimation to this Ministry. The deficient State/UT Govts. should shortlist candidates on the basis of NEET merit list only.
The Medical Colleges/Institutions(donor) mentioned in the Annexure are required to conform to the requirements of the National Commission for Indian System of Medicine Act, 2020 and the National Commission for Homoeopathy Act, 2020, as the case may be, and the Regulations of the National Commission for Indian System of Medicine and National Commission for Homoeopathy as applicable. The candidate who applies for nomination/admission against earmarked allotted seats must be informed upfront in writing that his/her actual admission in the college/institution(donor) or the course concerned shall depend upon and be subject to the college/institution(donor) concerned having received the requisite permission for that relevant academic year including this year 2022-23.
"All the donor institutions /colleges are requested to intimate the Ministry about the details of student admitted against reserved seat for CGN for UG courses after completion of admission process for each academic session," the notice stated
The above instructions and guidelines shall remain valid for subsequent academic years unless modified or amended.
The last date for receiving of application shall be 60 days from the date of issuing of this letter failing which the authorities of donor institute are requested to take admission as per para 03 of this guideline.
This issues with the approval of the competent authority.
