Advisory for conduction of Practical Examinations of UG/PG Homoeopathy of Summer- 2020

All of us in our personal, professional and Institutional lives has been affected by the ongoing pandemic. With the restrictions imposed by the lockdown likely to be lifted gradually throughout the country. Homoeopathic Institutions will remain affected and would take time to resume their routine functioning of teaching and assessment. Gradually, we will have to be ready to confront the "new normal" after the current crises settles.

Social distancing, one of the key components in the fight against this infection, is creating a challenging situation for students studying in UG and PG courses of Homoeopathy. Most of the colleges have been closed due to lockdown from mid-March and in lieu of the current situation and to ensure quality education, the Central Council has already issued an advisory to all institutions to continue online academic activities in their colleges so as not to compromise on education, maintaining the principles of hygiene, social distancing and restricted movements to ensure the health, safety and security of the students, faculty, and staffs. Several Universities, Colleges and individual teachers have taken the lead in reaching out the students and continuing classes through online mode. The response from the colleges has also been very positive.

Now as the time to conduct an examination of homoeopathic students studying in different Institutions has arrived, different universities are approaching to the Central Council of Homoeopathy for guidance in the matter. The executive committee of Board of Governors in its meeting held on 03.06.2020 considered the issue and decided to circulate the following broad guidelines on the examination of 2019-20 academic session during Covid-19 so that the current academic session does not get affected-

Guidelines for Examination: It is must to conduct a proper examination of all UG and PG students including failed students.

I. UG Examination:

i) Universities shall inform all students about the schedule of examination and related activities well in advance (at least 2-4 weeks before) so as to enable them to obtain e- pass etc., if required.

ii) The examining bodies are given relaxation to appoint external practical examiners from local Deemed Universities or local Colleges from the same city/town/zone, if out of State examiners are unable to travel due to COVID restrictions.

iii) If the college hospital has been taken over by the local administration/State Govt. for

iv) In any case, it is mandatory on the part of Universities to issue proper mark sheets to each student mentioning marks secured in each subject by him/her.

v) For final year students, the examining authority may conduct the theory and practical examinations of the Final year as soon as possible and announce the results in a time bound manner so that students are able to complete their one year Internship on time and pursue their careers without disruption as well as to sit in All India PG Entrance Exam if they so desire.

II. PG Examination

i) All PG Examinations are to be conducted in the same manner as of UG Exams.

ii) Submission of thesis for final PG students: The post graduate students and their guides will ensure that work done for the thesis is in compliance with regulatory requirements and ready for submission in time. The universities may adopt appropriate strategies like online submission of the dissertation to facilitate the PG students in view of the prevailing circumstances.

III. General Guidelines:

i) Student may be allowed to select nearby college under the same University as an examination centre.

ii) Owing to the extraordinary conditions, the norm of the mandatory attendance for a candidate as per regulation is relaxed to the justifiable level on the discussion of the Universities/examining body.

iii) The Institutions will be responsible to maintain the details of classes taken subject wise, percentage of attendance, assignments given and submitted by students etc. The Universities or Examing Authorities should accept these records as being eligible for internal assessment and are to take these records towards the fulfilment of academic requirements for calculating attendance for appearing for the examination.

iv) There should be no additional costs to students as a result of the disruption occurred in the teaching, learning and evaluation process.

v) Based on the board guidelines, each university/Examining Authority may chart out its own plan of action taking into consideration the issues pertaining to COVID-19 pandemic. Notwithstanding the above Guidelines regarding the resumption of session, the conduct of examinations and commencement of next academic session, every university college has to ensure that it is prepared in all respect to carry out the academic activities following necessary advisories/ guidelines/ directions issued by the Centr/State Government.MHRD or UGC from time to time to prevent the spread of COVID-19.

vi) These guidelines are only applicable as one- time measure during the academic year due to COVID-19.

CCH Guidelines on UG/PG examination during COVID-19 pandemic/lockdown

"In view of the emerging situation related to Covid-19 pandemic in Country, Board of Governors decided to issue revised guidelines as under:-

(a) The examination of final year BHMS/MD(Hom.) part II, shall be conducted at a suitable time as when the normalcy in the respective state/district is restored by following the protocols/guidelines/advisories/directions issued by Central/State Governments in view of Covid-19. No specific time frame is prescribed.

(b) The examination for first/Second /third year BHMS Course/MD(Hom.) Part I, may be conducted by the respective colleges/universities as and when the normalcy in the respective state/district is restored by following the protocols/guidelines/advisories/directions issued by the Central/ State Governments in view of Covid-19 Pandemic. No specific time frame is prescribed. Further, the colleges are allowed to let the students to commence their studies for next higher classes. However, the students shall have to pass their examination as and when it is conducted by the respective colleges/universities for their previous year of professional BHMS course.

(c) Where university has planned for online participation of external examiners, an observer may be appointed by the university along with the preservation of complete recording of online conduction of examination compulsorily.
