NCIM Issues Comprehensive Guidelines For Counselling, Admission For UG, PG AYUSH Courses
Delhi: National Commission For Indian System Medicine (NCIM) issued comprehensive guidelines for counseling and admission in undergraduate (UG-BAMS/BSMS/BUMS/BHMS) & postgraduate (PG-MD/MS) courses of Ayurveda, Siddha, Unani & Homoeopathy (ASU&H) for the academic session 2022-2023.
Common Guidelines for Central/State/UT Counselling and Admissions, Including Guidelines for Colleges -
Eligibility criteria to participate in the counseling –
Colleges/Institutes who have got due permission from the Medical Assessment and Rating Board, National Commission for Indian System of Medicine (NCISM)/ Medical Assessment and Rating Board, National Commission for Homoeopathy (NCH)/ Government of India, New Delhi, for admission in UG /PG courses for the academic session 2022-2023 shall only be included in the counseling process.
Qualification –
For admission to ASU&H-UG Courses –
1. Candidate must have obtained a minimum of 50% marks taken together in Physics, Chemistry, and Biology at the qualifying above examination in the general category and 40% Marks in the case of the Scheduled Castes, Scheduled Tribes, and Other Backward Classes.
2. In respect of persons with disability as specified under the Rights of Persons with Disabilities Act, 2016 (49 of 2016), the minimum qualifying marks in the said qualifying examination are as follows: a) In Physics, Chemistry and Biology shall be 45% in the case of general category. (For PwD candidates only) b) 40% in the case of the Scheduled Castes, Scheduled Tribes, and Other Backward Classes. (for PwD candidates only).
3. No candidate shall be admitted to BAMS, BSMS, BUMS & BHMS Degree Courses unless they have attained the age of seventeen years on or before the 31st December of the year of their admission in the three first year of the course. Further, there is no upper age limit for admission to ASU&H-UG courses.
4. Percentile criteria – General -50%, Castes, Scheduled Tribes, Other Backward Classes – 40%, and PwD 45%.
For admission to ASU&H-PG Courses –
1. Candidates must possess of BAMS/ BUMS/ BSMS/ BHMS / Graded BHMS degree(after a Diploma Course in Homoeopathy of not less than four year's duration) or Provisional BAMS/ BUMS/ BSMS/ BHMS Pass Certificate recognized as per the provisions of the IMCC 1970/HCC 1973/ NCISM 2020 Act /NCH 2020 Act and possess permanent or provisional registration certificate of BAMS/ BUMS/ BSMS/ BHMS/Graded BHMS degree qualification issued by the CCIM/ NCISM/ CCH/ /NCH/ State Board /Universities/ Deemed Universities and must have completed a satisfactorily one-year compulsory rotating internship by 31st December 2022 as per the NCISM/NCH notification. (for the academic year 2022-23 only).
2. Percentile criteria – General -50%, Castes, Scheduled Tribes, Other Backward Classes – 40%, and PwD 45%.
3. No upper age limit is specified for admission to ASU&H-PG Courses.
Guidelines for State/UT counseling for admission in 15% of AIQ-UG&PG seats under Private ASU&H colleges/institutes/ Private State Universities (other than Deemed Universities) –
1. The State/UT Counseling authorities shall conduct counseling for 15% of AIQUG&PG seats under Private ASU&H colleges/institutes/Private State Universities (other than Deemed Universities).
2. State/UT counseling authorities shall conduct 2 Rounds of counseling for admission in 15% All India Quota (AIQ) UG / PG seats of Private ASU&H Institutes/ Private State Universities (other than Deemed Universities).
3. The AIQ seats that remain vacant after the second round of counseling may be converted to the State/UT Government quota seats, and the same shall be filled up in further rounds as per State Government norms/ rules.
4. State/UT may decide on an all-inclusive cost/Non-refundable Registration Fee for counseling for admission in ASU&H-UG&PG seats for all six category students. However, the maximum ceiling limit for this fee will be Rs 2000
5. State/UT may decide on refundable security money, which will be refunded to candidates after joining the allotted college or if the candidate did not get any seat during counseling. However, the maximum ceiling limit for this fee will be Rs. 50,000/- for UG & PG seats.
6. The Security money will be forfeited if a candidate does not join the allotted seat of Round 2 or surrender/withdraw the seat allotted in Round 2 based on the candidate's request. Further, the Security money will also be forfeited if the allotted seat of Round 2 is canceled due to any unforeseen reason from the candidate's end.
7. Make a provision to Round-2 admitted candidates of All India Quota Private (UG and PG) counseling so that they can withdraw/surrender their admitted seat with forfeiture of security money only during a specific period provided by State/UT authority. After the said period, candidates will not be allowed to withdraw/surrender their admitted seats in Round 2. If they do so, they will be ineligible for any further AYUSH counseling conducted by Central/State/UT.
8. No domicile certificate is required for allotment of AIQ-UG & PG seats of Private ASU & H Institutes.
9. Reservation for allotment of 15% AIQ-UG & PG seats in Private ASU&H Institutes:- all AIQ-UG & PG seats of Private ASU & H Institutes are open.
10. For PwD candidates, the PwD certificate should be per the guidelines issued by Central Government and notified by the NCISM/NCH.
Seat Matrix (AIQ & State/UT Quota) –
The seat matrix for admission in the Government, Government-aided institutions, and Private Institutions shall be fifteen percent (15%) for the All-India Quota and eighty-five percent (85%) for State/Union Territory Quota as specified in the respective MSE regulations 2022 of Ayurveda, Siddha & Unani/ NCH Act, 2020 and relevant regulations of Homoeopathy in force at the time of admission.
Provided that-
1. The AIQ for admission in all the deemed universities, both Government and Private, shall be hundred percent;
2. The University and institute already have more than fifteen percent. All India Quota seats shall continue to maintain that quota;
3. Five percent. The annual sanctioned intake capacity in Government and Government-aided institutions shall be filled up by candidates with specified disabilities by the Rights of Persons with Disabilities Act, 2016 (49 of 2016) and based on the merit list of NEET(UG)-2022.
In case of 85% of State/UT quota, the seat matrix for Government Quota, Management Quota, NRI quota, etc., shall be as per respective State and UT policy; however, all admissions in all quotas shall be through counseling conducted by State/UT counseling authority.
Reservation –
1. Category-wise reservation of seats shall be as per Central or State or UT Reservation Policy, as the case may be.
2. Reservation for allotment of 15% AIQ-UG & PG seats in Private ASU&H Institutes:- all AIQ-UG & PG seats of Private ASU & H Institutes are open. However, as relevant regulations mention, the relaxation in qualifying criteria may be provided category-wise.
Counseling and Admissions -
1. All sanctioned/permitted seats by the Medical Assessment and Rating Board for Indian System of Medicine (MARBISM) / NCISM/ Medical Assessment and Rating Board for Homoeopathy (MARBH) / NCH /Government of India, irrespective of categories/reservations, is to be filled only through online counseling, i.e., Central / State /UT counseling as the case may be.
2. Ayush Admissions Central Counseling Committee (AACCC), Ministry of Ayush will conduct "AIQ-UG&PG Online Counseling" for admission in Govt. / Govt. Aided Colleges/Institutes, Central/Deemed Universities, and National Institutes of ASU&H streams.
3. Further, the State/UT Counseling authorities shall conduct counseling for admission in 15% of AIQ-UG&PG seats under Private ASU&H colleges/institutes/ Private State Universities (other than Deemed Universities).
4. State/UT Counseling Authorities have to conduct counseling for admission in 15% of AIQ-UG&PG seats under Private ASU&H colleges/institutes/Private State Universities (other than Deemed Universities) in adherence with guidelines /schedule provided by the AACCC, Ministry of Ayush to avoid the overlapping of the Schedule of AACCC-UG/PG counseling and State/UT-UG/PG counseling.
5. Seat allotment in any category shall be as per inter-se-merit.
6. No candidate who has failed to obtain the minimum eligibility marks in NEET (UG) – 2022 and AIAPGET – 2022 shall be admitted to Undergraduate and Postgraduate courses, respectively, for the academic year 2022-23.
Other details –
1. No Authority or Institution shall admit any candidate to the Undergraduate/Postgraduate courses in contravention of the criteria or procedure in respect of admissions. The NCISM/NCH shall cancel any admissions made in contravention.
2. Any admissions made beyond/ over and above the intake capacity sanctioned/ permitted by MARBISM /NCISM /MARBH /NCH /GOI for the said academic session shall not be approved.
3. There shall not be any offline admission or admission without counseling (Central/State/UT), and any admissions in contravention of this shall not be approved.
4. Admission made in violation of the Central Government / NCISM / NCH directives will be treated as invalid, and action will be initiated under NCISM Act, 2020 / NCH Act, 2020.
5. Admissions shall not be approved, by any means, after the cut-off date and time for admission as specified by NCISM/NCH.
6. No authority has the power to extend or modify the cut-off date of admission specified by NCISM/NCH, and such admissions shall not be approved.
7. No authority can modify the intake capacity for admission into UG/PG courses in ASU&H colleges sanctioned by MARBISM/MARBH /NCISM/NCH/GOI.
8. AACCC, M/o Ayush will circulate the list of ineligible candidates for State/UT counseling during the 2nd,3rd/Mop-up, Stray Vacancy Round of AACCC-UG/PG counseling to prevent them from participating in the State/UT counseling.
9. State/UT Counseling Authorities may direct ASU&H colleges/institutes to ensure that the candidates, allotted seats through Central/State/UT counseling, submit the original Compulsory Rotating Internship completion certificate at the time of reporting to the allotted institutes. The cut-off date for completion of the internship towards determination of eligibility for appearing in AIAPGET-2022 shall be 31st December 2022 for A.Y.2022-23 only.
10. State/UT Counseling Authorities may direct ASU&H colleges/institutes to ensure the authenticity and correctness of the details of admitted students before 5 completing the admission procedures.
11. Central/State/UT Counseling authorities have to submit a list of allotted students (i.e., college-wise consolidated list of allotted students through all rounds of counseling) to NCISM/NCH within 15 working days from the cut-off date of admission in the format prescribed by NCISM/NCH.
12. The list of admitted students with all details shall be uploaded and submitted to NCISM/NCH in the format prescribed by NCISM/NCH on or before 6 pm on the cut-off date for admission as specified by NCISM/NCH.
13. The colleges should follow the AACCC-UG/PG counseling schedule uploaded on the AACCC portal.
Determination of fees and other charges in case of ASU&H colleges/institutes under NCISM/NCH –
The fee for 50 percent (50%) of total sanctioned/permitted seats in Private ASU&H medical colleges/institutes and deemed universities which are governed under the NCISM Act, 2020/NCH Act, 2020, is to be determined by Fee fixation/Regulatory Committee (FRC) of the respective State/UT/Deemed University as per the guidelines for "Determination of fee and all other charges" prescribed by NCISM (BUSS/Fee/ASU/2022-23 dated 16-09-2022/NCH Act, 2020), and it has to be implemented from 2022-2023 academic session onwards.
Tuition fee.- As laid down and fixed by respective governing or fee fixation committees as applicable, the tuition fee shall be charged in each academic session for four and half years only. No tuition fee shall be charged for an extended study duration in case of failing examinations or other reasons, and there shall not be any fee for an internship in the same institute.
Guidelines For Universities –
1. In case of admission in Ayurveda, Siddha, Unani, and Homoeopathy courses, the University shall approve the admissions made by any college/institute with proper permission from the MARBISM/MARBH/NCISM/NCH Government of India for the academic session 2022-2023.
2. University shall approve the admissions only after the admitted students' details are verified by the Board of Ayurveda and the Board of Unani, Siddha, and SowaRigpa, as the case may be.
3. University shall not approve offline admissions/ admissions without counseling (Central/State/UT) made by any colleges/institutions.
4. AACCC, M/o Ayush conducts three rounds of online counseling for ASU&HUG&PG seats under Deemed Universities. The seats that remain vacant after 3rd Round of AACCC-UG/PG counseling will be reverted to the respective Deemed Universities to conduct Stray Vacancy Round at their level, for which the AACCC, M/o Ayush, will provide the list of registered eligible candidates and is to be exercised strictly in order of merit. Only candidates registered in the AACCC-UG/PG counseling are eligible for the Stray Vacancy Round, conducted by Deemed Universities.
