Tamil Nadu: Tamil Nadu Health (TN Health) has invited online applications for PG Unani course for the academic year 2023-24.

The last date for submission of the filled-in application form is 15.11.2023 before 5.00 pm. The application is available on TN Health's official website. Filled-in applications, along with enclosures, should be submitted through speed post /Courier/ registered post/in person. The detailed address is enclosed in the notice below. Applications received by speed post, courier or any other means after the last date and time will not be accepted, irrespective of the date of booking.

The candidates need to fill out the application carefully and legibly without overwriting and in one’s own handwriting. All pages in the application should be signed in full by the candidates. All the enclosures prescribed should be Self – Attested true photocopies only. The originals should be produced only at the time of counselling and admission.

Processing Fees -

All the candidates appearing for the MD (Unani) course counselling will have to remit a non-refundable amount of Rs.1000 in cash towards the processing fee for counselling.

Applications with incomplete or insufficient particulars or without enclosures or those received after the last date mentioned will be summarily rejected. Further, requests for extension of time for submission of documents beyond the prescribed date and time shall not be entertained under any circumstances.

Service candidates should forward their applications only through the proper channel with the remarks of the forwarding authorities in the format prescribed in the application form. It should compulsorily reach on or before the last date as mentioned above. If not, Applications will be summarily rejected irrespective of the date of submission by the Applicant and the date of forwarding by the competent authority. Advance copies from the service candidates will not be accepted. They should have obtained qualification marks in AIAPGET 2023(UNANI).

Non-service Candidates should send their applications directly to the Secretary, Selection Committee Office.

A Self-attested passport-size photograph should be affixed to the front page of the application form in the space provided. The Photograph should be identical to the photograph attached to the AIAPGET 2023 (Unani) Hall Ticket.

Hall Ticket Roll / Register Number and Marks scored in AIAPGET – 2023 (Unani) should be filled in the relevant columns of the Application Form. Photostat self-attested copies of the Hall Ticket and Marks Statement should be enclosed with the Application Form. Original Hall Ticket and Marks Sheet of AIAPGET(Unani) 2023 must be produced only at the time of counseling and admission.

Persons with Bench Mark Disability should obtain a Medical and Eligibility certificate from a Designated Disability Centre, such as Madras Medical College / Rajiv Gandhi Government General Hospital, Chennai, and submit the same along with the application as per Annexure – III in the notice below.

The following are the documents that need to be attached along with the application form –

1. AIAPGET 2023 [Unani] – Score Card / Mark sheet.

2. AIAPGET 2023 [Unani] Hall Ticket.

3. BUMS Degree Certificate or Provisional Certificate from the University concerned.

4. Permanent Medical Registration Certificate issued by CCIM/NCISM / Tamil Nadu Board of Indian Medicine.

5. Community Certificate from the competent authority indicating the Community status of the candidates.

6. TNPSC / MSRB (through Competitive written examination) Selection and Posting order (For Service Candidates).

7. Nativity Certificate (if Applicable) with Supportive documents as mentioned in Clause 16.

8. BUMS course Final year marks statement/s.

9. CRRI Completion Certificate.

10. Transfer Certificate from the institution last studied.

11. Eligibility Certificate from Tamil Nadu Dr. M.G R. Medical University for Candidates who have qualified from other Universities. This should be Produced before counselling when called for.

12. Copy of payment receipt towards the cost of application.

Eligibility –

1. A person holding the degree of kamile Tib-o-Jarahat (Bachelor of Unani Medicine and Surgery) or equivalent degree from the Tamil Nadu Dr MGR Medical University or from any other recognized University or Board or Medical Institution included in the second schedule to the Indian Medicine Central Council Act, 1970 or National Commission for Indian System of Medicine Act, 2020, and enrolled in Central Register of Indian System of Medicine or Tamil Nadu Board of Indian Medicine shall be eligible for admission in the Post – Graduate Courses. With successful completion of CRRI before the date fixed by the NCISM / AIAPGET 2023 for this purpose.

2. The candidates should fulfil the eligibility criteria for applying for AIAPGET 2023. They should have obtained a minimum of marks at the 50th percentile in the ‘All India AYUSH Post Graduate Entrance Test (AIAPGET)’ held for the year 2023. Provided that in respect of candidates belonging to the scheduled castes, scheduled castes (Arunthathiyar), scheduled Tribes, Most Backward Classes and Denotified Community, Backward classes (Muslim), Backward classes; the minimum marks shall be at 40th percentile; for candidates with benchmark disabilities specified under the Rights of persons with disabilities Act, 2016, the minimum marks shall be at 45th percentile for the General category and 40th percentile for the scheduled castes, scheduled tribes, Most Backward Classes and Denotified Community, Backward Classes (Muslim), Backward classes.

3. The candidate should produce the Degree Certificate or the Provisional Certificate II issued by the Affiliating University and the Medical Registration Certificate issued by Tamil Nadu, Board of Indian Medicine, Chennai, in Original at the time of counselling.

4. The candidate should be a Citizen of India and should have undergone a BUMS Course in the State of Tamil Nadu. Candidates of Tamil Nadu nativity who have completed BUMS Courses in other States shall furnish a Certificate of Nativity in Tamil Nadu issued by a competent authority only in the specified format prescribed in the application and should also produce the Eligibility Certificate from the Tamil Nadu Dr M.G.R. Medical University before attending the counseling.

Non-eligibility –

1. Candidates who joined a Post Graduate Degree in any branch and discontinued the course on any grounds after the cut-off date fixed by NCISM are not eligible to apply for two subsequent academic years.

2. Candidates who have completed a Post Graduate Degree or candidates who possess a Post Graduate Degree in one Specialty / Branch of study are not eligible to apply for admission to any other Post Graduate degree, i.e., in other branches.

3. List of Candidates given as not Eligible by AYUSH Admissions Central Counselling Committee (AACCC) from time to time.

Declaration of Merit list –

For non–service candidates, merit will be arrived at based on the marks obtained in the AIAPGET 2023 (Unani). For service candidates, merit will be arrived at as mentioned in clause 19 (ii).

In case more than one candidate has secured the same number of marks (Total marks obtained in the AIAPGET 2023 (Unani) together with additional weightage awarded for service rendered it applicable as per the G.O.(Ms)No.320 Health and Family Welfare [IM 1-2] Dept., dated: 26.09.2023, the tie shall be resolved on the basis of the rank obtained in the AIAPGET 2023 (UNANI).

Counselling –

1. Personal appearance during counselling, along with all original certificates/documents is compulsory for all eligible candidates applying for admission to the postgraduate courses to verify identity with reference to the attested copies enclosed with the Application.

2. The candidates will be called as per the Rank in Merit list, and the seats will be filled as per the Rank in Merit list and communal reservation resources.

3. In any case, candidates without original certificates/documents who attended the first phase of counselling shall not be allowed to participate in the second or subsequent phases of counselling.

4. Candidates who are absent at the time of Counselling will not be considered for selection, and no protest will be admitted in this regard.

Mode of selection and admission –

For Non–Service candidates - Admission to the course will be made purely on merit, based on the marks obtained in the AIAPGET 2023 (UNANI).

For Service Candidates - The State Rank list will be drawn based on marks obtained in AIAPGET 2023 (UNANI) and additional weightage marks awarded to eligible in-service Candidates. One mark will be awarded for each completed year of Government Service. Two marks will be awarded for each completed year of Government service in Hill areas, and it will be limited to a maximum of 10 marks.

The Selection Committee will allot seats to the Colleges and Branches of study based on merit and the following 200 points roster depending upon the seat matrix provided by the affiliating University and subject to the availability of seats at the time of the individual’s turn. If candidates of a particular community are not available in the merit list, the next turn will be considered till the filling up of all seats based on the 200-point roster.

Allotment of Branches will be made at the time of counselling to be conducted by the Selection Committee at the campus of the Arignar Anna Government Hospital of Indian Medicine, Arumbakkam, Chennai 106, based on rank in the merit list. The branch, once opted and allotted to the candidate at the time of counselling, is final and cannot be changed subsequently under any circumstances for that particular Phase of counselling.

If any vacancy arises in Phase I, the seats will be filled in Phase II as per the Rank in merit list and communal reservation. Candidates who were absent in Phase I or who have not joined the allotted course in Phase I will not be permitted to attend Phase II. The candidate cannot claim the seats which were available during Phase I, during his/or her turn, in subsequent phases.

Candidates allotted seats in the special category are not eligible for General Counselling. The number of seats available in MD (Unani) Couse and seats in specialisation is subject to change based on the approval and allotment by Mo AYUSH. However, the exact distribution of seat specialties-wise will be displayed on the notice board at the Selection Committee, Directorate of Indian Medicine and Homoeopathy before the commencement of Counselling on receipt of seat matrices from the affiliating University before the counselling schedule for PG courses.

Any remaining unfilled seats for want of the adequate number of eligible candidates belonging to SCA communities shall be filled by candidates belonging to the SC community other than Arunthathiyars as per merit and vice versa. Any remaining reserved seats in the ST quota for want of the adequate number of eligible candidates belonging to the ST community shall be allotted to candidates belonging to the SC community as per merit. Any remaining unfilled seats in the BCM Community for want of the adequate number of eligible candidates after exhausting the merit list shall be filled up on a merit basis by candidates belonging to the BC community without exceeding the quota for the BC community as a whole.

Tuition Fees –

Candidates who are selected at the time of counselling shall make a Non-refundable fee deposit of a sum of Rs.5000 in Cash immediately to the Committee and will thereupon be issued a formal provisional Allotment order. No allotment order will be issued if payment is not made immediately, and the seat will be allotted to the next meritorious candidate.

After receipt of the joining report from the Principal, Govt. Unani Medical College, Chennai, this amount will be transferred to the college concerned to be adjusted with the tuition fees payable by the candidate. If the candidate fails to join the course within the stipulated day/time after getting the allotment order, he/she shall forfeit this amount and any other payments done by him/her and lose the right to join the current session of the MD (Unani) Program.

No re-allotment for Special Category –

If an adequate number of eligible candidates is not available under the Special Category, the earmarked seats will be reverted back to the general category.
