DMER Haryana issues proposed fee structure for MBBS, MD, MS, Nursing courses, Invites Comments

Chandigarh: Medical Education at Private Institutes in Haryana is going to experience a major change as the Directorate of Medical Education and Research (DMER) of the State has proposed a modification in the Fee structure of the MBBS, MD, MS courses as well as ANM/GNM/ MPHW(M) /BSc Nursing/Post Basic BSc Nursing/MSc Nursing/BPT/MPT Courses.

Modifying the MD/MS fees to Rs 9.5 lakh for Pre-clinical specialties, Rs 11.5 lakh for Para-clinical specialties, and Rs 20 lakh for Clinical specialties, DMER Haryana has informed in the notification that these changes would be applicable in Private Un-aided Medical Colleges affiliated to Pt. B.D Sharma University of Health Sciences, Rohtak in the State of Haryana.

The State Government has further considered Fixing/Revision of fee structure of ANM/GNM/ MPHW(M) /B.Sc. Nursing/Post Basic B.Sc. Nursing/M.Sc. Nursing/BPT/MPT and MBBS Course in Government Institutes from the Academic Session 2021-22 onwards.

This new structure of fees has been proposed by the Department of Medical Education and Research of the State on the basis of the recommendations of the Fee Fixation Committee constituted under the Haryana Private Health Sciences Educational Institutions (Regulation of Admission, Fixation of Fee and Maintenance of Educational Standards), Act, 2012.

Inviting comments on the proposal, which is set to be applicable for batches admitted from the Academic Session 2021-22 onwards, the notification mentions, "All the Stakeholders are requested to send their comments on the proposed Fee Structure through email on dmer-hry@nic.in latest by 10.08.2021."

Proposed Modification in MD/MS Course Fee:

The State has proposed that the tuition fees including development charges for Pre-clinical specialties (including Anatomy, Physiology, Biochemistry) would be fixed at Rs 9.5 lakh, whereas the fees would be Rs 11.50 lakh for Para-clinical specialties (Forensic Medicine, Pathology, Microbiology,Community Medicine, Pharmacology) and Rs 20 lakh for Clinical Specialties(Anaesthesiology, Otorhinolaryngology, Radiotherapy, Respiratory Medicine, Psychiatry, General Surgery, General Medicine, Ophthalmology, Orthopaedics, Obstetrics and Gynaecology, Pediatrics, Dermatolgoy, (DVL) Radiodiagnosis). As per the new proposal, all these three-year courses would experience an annual 10% increase as well. 

Apart from paying the tuition fees, the Post-graduate medical education students would now have to pay college security amount of Rs 10,000, Thesis charges of Rs 5,000, Library charges of Rs 10,000, Research and Consumable charges of Rs 20,000, Medical charges of Rs 6,000, and Continuing  Dental and Medical Education charges of Rs 10,000. 

The students would need to pay an amount of Rs 75,000 for occupying a non-AC room at the hostel, whereas the charges for AC room has been fixed at an amount, not more than Rs 1 lakh per annum. On top of everything, the new proposal also mentions the Power backup charges of 10,000 that the students would be paying.

However, the notification has further mentioned that "All postgraduate students irrespective of the specialties of the MD/MS Course shall be paid a stipend of Rs. 50,000 per month/as per NMC Norms by the Private Medical Colleges."

Bifurcation of fee of MBBS in Government Medical colleges

Last year in November, the fee of MBBS course in Government Medical Colleges was revised to 80,000/- per annum with an annual increase of 10%. As per the proposed bifurcation from 2020-21, the Tuition Fee of MBBS students pursuing their medical education at private unaided institutes has been fixed at Rs 61,410 with an annual increase of 10%. 

Besides, the notification mentions about Admission fee of Rs 5000, Student Fee of Rs 3000, Medical Fund of Rs 1250, and Security Deposit of Rs 5000. Further, the students would need to pay Rs 600 for Athletic Fund, Rs 1500 for Registration Fee and Development Fund each, Rs 150 for Sports Fee, Rs 500 for Youth Welfare Fee, Rs 10 for NSS Fee, and Rs 80 for Youth Red Cross Subscription Fee.

Proposed Fee in Govt. ANM/GNM/MPHW (MALE) Schools:

The proposed fee structure has set the fees for Govt. ANM/GNM/MPHW (Male) Schools at the same amount. Students pursuing all these subjects in Government schools would need to pay Rs 7500 for Tuition Fee, Rs 1500 for Security Refundable, Rs 1000 for Admission Fee, Rs 1500 for Lab and Library Fee, Rs 2000 towards Development Fee, and Rs 1500 for Hostel Fee. Thus, the Haryana Government has fixed these course fees at a total of Rs 15000 per annum. As per the notification, previously, there was no fees for these courses at Government institutes.

Proposed Revision of fee of B.Sc. Nursing/ Post Basic B.SC. Nursing/M.Sc. Nursing/BPT/MPT Courses in Government Colleges:

Previously the B.Sc. Nursing students studying at Government Colleges had to Pay Rs 12000 towards tuition fees. It has been revised to Rs 20000 per annum. The total course fees for B.Sc Nursiong has been revised from Rs 16250 to Rs 24140 per annum. 

In the case of Post Basic Nursing Courses, the Tuition fees have been changed from Rs 15000 to Rs 25000 per annum. After the implementation of this proposal these students would be paying Rs 29750 every year instead of Rs 19750. 

The current fees for M.Sc. Nursing & NPCC is Rs 30250. However, after the proposed revision in the tuition fee (from Rs 25000 to Rs 30000), the students would be paying a total amount of Rs 38,475 for the course on a yearly basis. 

Hike has been proposed in case of BPT courses as well. The DMER has proposed increasing the tuition fee from Rs 9000 to Rs 20000. The notification also mentions adding a security refundable of Rs 2500, Sports Fee of Rs 50, Youth Welfare Fee of Rs 500, Decelopment Fee of Rs 1000, NSS Fund fee of Rs 10, and Youth Red Cross Subscription Fee of Rs 65. After realization of this proposal, the course fee for BPT in Government institutes would be a total amount of Rs 24125.
