Ensure Eligibility for MBBS, BDS Admissions in State Quota Seats: MP DME Issues Notice for candidates

For this, the MP DME has referred to the Supreme Court judgment in the case of Kaloji Narayana Rao University of Health sciences VS Srikeerti Reddi Pingle and others.

"This is for information to all NEET-UG qualified students who are willing to participate in MP State combined NEET UG counselling for State quota seats that they must study the order of Hon'ble Supreme Court of India in C.A 390 of 2021 Kaloji Narayana Rao University of Health sciences V/s Srikeerti Reddi Pingle & Others, dated 16 February 2021, to check their respective eligibility for admission," MP DME clarified in the notice dated 22.11.2021.

The notice also contains the attached copy of the specific Supreme Court judgment, wherein the top court had clarified that in order to be eligible for MBBS/BDS admission, a candidate needs to produce clear and categorical material to show that he/she underwent the necessary years of study in all the stipulated subjects- Physics, Chemistry, Biology/Bio-technology, and English.

In that judgment, the top court had mainly stressed the importance of following Regulations 4(2) of MCI.

The MCI regulations mention six qualifications for eligibility - (i) higher secondary examinations conducted by one of the several boards (of secondary and senior secondary school examinations) or the Indian School Certificate Examination

(ii) The intermediate examination in science of an Indian University/Board or other recognised examining body

(iii)"Pre-professional/pre-medical examination" with Physics, Chemistry and Biology/Bio-technology, after passing either the higher secondary school examination, or the pre-university or an equivalent examination, with further stipulation that the pre-professional examination should have a practical test in Physics, Chemistry and Biology/Bio-technology

(iv) The first year examination of the three years degree course of a recognized university, with Physics, Chemistry and Biology/Bio-technology, with a further stipulation that the candidate should have passed the 10+2 examination with English at a level not less than the "core course"

(v) The B.Sc. examination of an Indian University, only if the candidate "has passed the B.Sc. examination with not less than two of the following subjects Physics, Chemistry, Biology (Botany, Zoology)/Biotechnology and further that he/she has passed the earlier qualifying examination with the following subjects – Physics, Chemistry, Biology and English" and lastly,

(vi) Any examination found to be equivalent to the intermediate science examination of an Indian University/Board, taking Physics, Chemistry and Biology including practical test in each of these subjects and English.

Now, MP DME has notified all the students who are willing to take admission in MBBS/BDS courses in the State Quota seats to go through the top court judgment in order to ensure that they are eligible to get admission.

Medical Dialogues had recently reported that MP DME had released the names of participating Medical and Dental Colleges in the State for NEET Counselling with respect to MBBS and BDS admissions this academic year.

As per the notice, there are a total of 36 participating institutes of which 14 are Government medical/ dental Colleges and 22 are private-based. Of all the government and private institutes, 22 are medical colleges and 14 are dental offering MBBS and BDS courses.
