The council referred to the National Medical Commission letter dated 14/07/2022 in which Commission highlighted the guidelines of Compulsory Rotatory Medical Internship (CRMI) Regulations, 2021 and Foreign Medical Graduate Licentiate (FMGL) Regulations, 2021 and emphasized upon the role of State Medical Council to implement these provisions effectively. In this letter, National Medical Commission directed State Medical Councils to ensure effective allotment of Foreign Medical Graduate seats in the medical colleges.
In light of this, the Madhya Pradesh Medical Council (MPMC) has issued the following guidelines:-
1. Foreign Medical Graduates who had passed Screening Test (FMGE) has to submit online application to Madhya Pradesh Medical Council via website.
2. The application must be completed in all respects as well as accompanying documents stated in the application form should be uploaded. The list of required documents as follows:
1. 10th Marksheet
2. Eligibility Certificate from NMС
3. Degree of MBBS or Equivalent to MBBS
4. FMGE Certificate/Screening Test Passing Certificate
5. Original Affidavit - Format 'A' published on portal
6. MP State Domicile Certificate wherever applicable
7. Uploading of fake documents may lead to cancellation of candidature.
3. The registration fee for participating in the Clinical clerkship and or internship seat allotment counselling is Rs. 1100/- (One thousand one hundred only) inclusive of portal charges, which is non-refundable under any circumstances.
4. Every candidate has to select all Colleges/ Institutes according to their order of preference in the choice-filling section. Candidate will have to pay Rs. 100/- (Hundred Rupees only) compulsorily for locking the choices.
5. If any candidate has not selected the preference for any of the mentioned colleges in the published list available on the porta, in the choice filling section then the candidate is not eligible for the allotment.
6. Allotment process:
i. The seats will be allotted to candidates whose name appears in the merit list prepared on the basis of FMGE Score published on portal.
ii. Allotment of seats shall be made on the basis of merit cum choice filled by the candidate and availability of seats.
iii. Preference in allotment will be given to domicile candidates, only when no domicile candidate is available in the domicile merit then only non domicile candidate shall be considered for allotment against remaining available seats as per the merit cum choice.
7. Candidates who took admission after allotment in previous sessions will not be allowed to participate.
8. (a) FMGE- qualified (passed) candidates from previous sessions (December, 2024 and June 2025) who have not participated or not get an allotment in the June 2025 counseling session are eligible to participate in the December 2025 counseling session.
(b) Foreign Medical Graduates (FMGs) who took admission in foreign medical institutions in the year 2017 or thereafter to pursue qualifications equivalent to MBBS, and who either did not participate in or did not receive an allotment in the June 2025 counseling session, shall be eligible to participate in the December 2025 counseling session.
Remark - As per the CRMI regulations 2021 & FMGL Regulations 2021, FMGs who took admission in, or completed their medical degree from foreign institute before the publication dated 18.11.2021 are exempt from the point 8(a) and 8(b).
9. The Counselling of Internship seat allotment will be conducted in a single round.
10. Every candidate has to report to the allotted College/ Institutes as per schedule mentioned.
11. The selected candidates have to join the clinical clerkship/ internship programme immediately but not later the prescribed period from the date on which final list of allotment is uploaded on official website of Madhya Pradesh Medical Council and if candidate is not able to join the allotted medical college/institution within the prescribed period, the seat will be considered vacant.
12. Every candidate has to submit all the self-attested documents attached in the application form along with the original affidavit (Format 'A') to allotted College/ Institutes and get them verified from the office of Dean of allotted college.
13. As per NMC Rules, Regulations, and Circulars, the candidates who have completed their study through online mode will have to do a 1, 2, or 3-years clerkship and or internship accordingly. Note-* The duration (1, 2, or 3 years) of the clinical clerkship/ internship will be decided after the provisional registration application submission with all the relevant documents verified by MPMC and getting confirmation from the respective College, University and Embassy as per guidelines of the NMC.
14. The Allotted candidates can download the allotment letter after allotment of the internship from their login id.
15. Candidates who are included in the Merit List and have commenced their Internship are eligible to apply for provisional registration with the Madhya Pradesh Medical Council. The registration process can be completed online at website.
16. Applicants are advised to apply for Provisional Registration within one month and will submit relevant documents in MPMC for verification. This will enable the council to make a timely decision regarding the Internship tenure.
17. Madhya Pradesh Medical Council shall prepare Merit list considering NMC Circular dated 09/05/2023 (based on criteria mentioned below) and the same will be published on the website of Madhya Pradesh Medical Council.
18. The merit list will be established according to the FMGE score obtained by the candidate in the Screening Test. In the event of multiple candidates achieving the same score, the following criteria will be utilized to determine merit:
i. Date of birth, with preference given to the older candidate.
ii. Candidate who is applied on the earlier date and time.
Note*- Preference in allotment will be given to domicile candidates, only when no domicile candidate is available in the domicile merit then only non-domicile candidate shall be considered for allotment against remaining available seats as per the merit cum choice. 19. The amount of stipend to be paid to the interns is to be decided/fixed by the appropriate authority and is solely at the discretion of the concerned authorities under which the medical college/institute is located. The Madhya Pradesh Medical Council holds no responsibility for this decision or its outcome.
20. Allotted College/ Institute will check all the original documents and eligibility along with the original affidavit (Format ‘A') at the time of reporting. The college/ institute can only refuse joining of the candidate in case any discrepancy found in it.
21. Allotted College/ Institute will have to collect the original affidavit and needs to verify & collect the self-attested photo copies of the following documents from the candidate before joining:-
1. Allotment letter
2. 10th Marksheet
3. Eligibility Certificate from NMC
4. Degree of MBBS or Equivalent to MBBS
5. FMGE Certificate/Screening Test Passing Certificate
6. MP State Domicile Certificate wherever applicable
7. Original Affidavit - Format 'A'
22. After completion of CRMI, the allotted college/ institute will have to provide the internship ongoing certificate and completion certificate to the candidate.
23. The allotted college will be provided with login credentials, with which they will generate admission slip of eligible candidates, and shall submit a report of the joining of the students who have been granted internship allotments in their college or institution to the Registrar, Madhya Pradesh Medical Council, Bhopal, within 10 days from the date of receipt of the online allotment letter through the portal.
