FMGs can do internship in only NMC recognised Medical Colleges: NMC

New Delhi: Issuing a clarification, the National Medical Commission (NMC) on Wednesday warned the Foreign Medical Graduates against enrolling for Compulsory Rotatory Medical Internship (CRMI) in the standalone PG institutes and non-teaching hospitals.

In this regard, the Undergraduate Medical Education Board (UGMEB) of the Apex medical commission has made it clear that the FMGs should complete their internship in medical colleges or institutes that are approved for providing CRMI to Indian Medical Graduates. 

"...allocation of medical college to these FMGs will be done by the concerned State Medical Council only," NMC further clarified in the notice issued on September 21, 2022.

Referring to the Compulsory Rotatory Medical internship Regulations 2021 and Foreign Medical Graduate Licentiate Regulations 2021, the Director of the UGMEB, Shambhu Sharan Kumar mentioned in the recent notice, "As per the clause 4(c) of Foreign Medical Graduate Licentiate (FMGL) Regulations 2021, foreign medical graduates are required to undergo supervised internship in India for a minimum term of twelve months, after applying for the same to the Commission."

Clarifying that the FMGs should enroll for internships in the approved medical colleges only, the NMC notice further mentioned, "As per the provisions of CRMI Regulations 2021, Foreign Medical Graduates who are required to do Internship in India, shall do the same only in medical colleges or institutions approved for providing CRMI to Indian Medical Graduates and the allocation of medical college to these FMGs will be done by the concerned State Medical Council only."

The Commission also referred to the candidates who could not complete their internship abroad and mentioned, "Further, Indian citizens (including overseas Indian citizens) who are Foreign Medical Graduates and do not fall under the purview of the National Medical Commission (Foreign Medical Graduate Licentiate) Regulations, 2021, shall be regulated by the provisions of sub-section (3) of section 13 of the Indian Medical Council Act, 1956 (102 of 1956) in accordance with the Advisory No MCI­203(1)(Gen)/2020- Regn./118239, dated the 2nd September, 2020 and are required to complete CRMI in India if they have not undergone such practical training after obtaining such qualification as may be required by the rules and regulations in force in the country granting such qualification or has not undergone any practical training in that country."

laying down the rules for the mandatory internship for the foreign medical graduates, the NMC notice added, "In order to implement the provisions of these Regulations, State Medical Councils are required to allot seats to FMGs, who have qualified FMG Exam, in medical colleges only. Foreign Medical Graduates may be posted first in colleges which have been newly opened and have yet to be recognized. A State-wise list of medical colleges/institutes which are approved/recognized by the Commission has already been shared with State Medical Councils vide UGMEB's letter dated 14.07.2022. Accordingly, standalone PG institutes imparting DNB training under DNB-PDCET and non-teaching hospitals are not entitled to conduct Compulsory Rotatory Medical Internship after the publication of the NMC's CRMI Regulations, 2021."
