Delhi: The registration process for admission of Wards of Insured Persons (IPs) in UG (MBBS, BDS) in ESIC Medical/Dental & some government medical colleges under seats allocated for them is going to end tomorrow.

The last date to apply is 17th May 2023 till 11:59 pm. The last date for issuing of 'Ward of IP Certificate' is 19th May 2023. Any date change will be published on the ESIC website. Candidates need to log in to the DGHS website (www.mcc.nic.in) and register themselves for the MBBS / BDS seats under 'Seats allocated for wards of insured persons (IPs)' in ESIC Medical / Dental Colleges as per instructions given on the website.

The process to apply –

Issue of Ward of IP Certificate — All candidates must have a valid 'Ward of IP certificate' for 2023-24 from ESI Corporation (ESIC). The procedure for obtaining the same is as under –

Candidates have to apply online, using the internet, preferably on a laptop/desktop, and click on the 'link' to be provided on the ESIC website www.esic.gov.in wherein a page would be displayed to apply for 'Ward of IP Certificate.' For log-in, OTP would be sent to the mobile number of the insured person as per the ESIC database. After successful log-in, the applicant is required to complete the form.

A system-generated 'Ward of IP Certificate' will be available to download after approval of the Competent Authority. Candidate can track the status [(i) Issued; or (ii) Rejected] of the certificate on the ESIC website using the username and password. In the event of an issue, the certification in PDF format would be visible to the candidate, and a printout can be taken after downloading the certificate. In the event of rejection, the reason would be displayed.

Candidate must upload all the required documents in the online application as under -

1) Passport size photograph of the Ward of IP (candidate) {5 to 50KB}

2) Passport size photograph of IP (Insured Person) {5 to 50KB}

3) Birth Certificate /Matriculation Certificate for proof of Date of Birth {10 to 200KB}

4) Admit card of NEET (UG)-2023 {10 to 200KB}

5) Affidavit by the female candidate as per Annexure-4 {10 to 200KB}

6) Affidavit by IP (In case of the female candidate) as per Annexure-5 {10 to 200KB}

Candidates seeking admission under 'Seats allocated for wards of insured persons (IPs)' will have to fulfill the following eligibility criteria –

1) Minimum eligibility criteria for admission will be as per MCC/ NTA/NEET/NMC/DCI regulations.

4) National Eligibility cum Entrance Test — 2023 [NEET(UG)-2023] Admit card

5) NEET-2023 scorecard indicating All India Rank.

6) 'Ward of Insured Person Certificate' issued by ESIC [Annexure-3 (A) or 3(B) as applicable].

7) SC / ST / OBC / PH / EWS Certificate as applicable; and in the format as per the NEET-2023 brochure. The PH certificate would be subject to verification by Competent ESIC Board if required.

8) EWS Certificate by Competent Authority.

For Female Candidates Only -

1) Affidavit by the candidate as per Annexure-4

2) Affidavit by IP as per Annexure-5

Eligibility of Insured person for availing benefit under the 'Seats allocated for wards of insured persons (IPs)' for their child/children would be 30th September 2022, i.e., only a person who is an 'Insured Person' as per the Act, as on 30/09/2022 would be eligible for availing benefit under the 'Seats allocated for wards of insured persons (IPs)' for their child/children.

The age of dependent male 'Ward of IP' for eligibility under the 'Seats allocated for wards of insured persons (IPs)' should not be more than 21 years as of the last date of submission of the application form for NEET-UG 2023, i.e., 15.04.2023. The said date would not apply to dependent unmarried female 'Ward of IP' as per the E.57 Act, 1948 provisions.

The admission procedure for undergraduate courses (MBBS and BDS) in ESIC Educational institutions shall be as follows –

1) All India Quota: 'All India Quota' will be 15% of the total available seats in each of its Medical Institutions, Or, All India Quota will be as per the prevailing Central Government's [i.e., Ministry of H & FW] directives for the said quota, from time to time. It will be filled up per policy, including reservation policy and procedures of the Central Government.

2) State Government Quota: Based on the location of the ESI's Medical Education Institution, a 'State Government Quota' will be as per the policy of respective States applicable to un-aided non-minority Institutions, or in the absence thereof, as may be mutually agreed to, between the respective State Government and the ESI Corporation from time to time. The Admissions to these seats will be made according to the policy, including reservation policy and procedures of the State Government concerned, and these seats will be filled up accordingly.

3) Seats allocated for wards of insured persons (IPs): The remaining seats after allocation to All India Quota and the State Govt. Quota shall be treated as 'Seats allocated for wards of insured persons (IPs).' It shall comprise seats 'pooled' together on an All India basis from various ESIC Medical / Dental Colleges, as the case may be. The seats shall be allotted to the 'Wards of Insured Persons' (IPs) on an All India basis and filled up on a merit cum preference basis, following the due process specified below or as may be specified by ESIC from time to time.

The process of filling seats –

1) The 'Seats allocated for wards of insured persons (IPs)' will be filled on a merit cum preference basis.

2) Reservation policy of the Central Government will be followed within the seats allocated for wards of insured persons (IPs)' enumerated above.

Candidates seeking admission under 'Seats allocated for wards of insured persons (IPs)' will have to fulfill the following eligibility criteria -

1) Minimum eligibility criteria for admission will be as per MCC/ NTA / NEET/ NMC / DCI regulations

2) Submit the 'Ward of Insured Person certificate' issued by the Competent /designated Authority for ESIC.

Prospective/desirous and eligible candidates will be required to appear in an All India competitive examination in force or any other similar equivalent approved Central entrance test as may be specified from time to time by ESIC. After qualifying in such a Centralized test, candidates must respond to the advertisement by the ESIC and apply for admission under the 'Seats allocated for wards of insured persons (IPs).'

Merit list would be prepared based on the All India rank of eligible applicants in the specified test/merit list for the year, consistent with the reservation policy of the Central Government for preparation of category-wise inter-se merit. Candidates will be allotted the seats, based on their merit cum preference of Institution and category, through centralized counseling for the 'Seats allocated for wards of insured persons (IPs).'

Mop-up Counseling— Mop-up counseling would be conducted as per feasibility. Seats falling vacant / remaining unfilled/leftover, for any reason, would be offered to balance candidates as per the guidelines of the counseling Authority.

Unfilled/leftover seats, if any, after the conclusion of all counseling will be surrendered to the respective State Government for inclusion in the State Government Quota, to be filled up as per policy, including reservation policy and procedures of the State Government in a manner to comply with the laid down schedule for completion of the admission process.

Execution of Bond for Service - All Candidates seeking admission to any ESIC Education Institution will have to execute a bond for 5 lakh to serve any ESIC / ESI Scheme (ESIS institution run by State Government) for 01 year or as may be specified, from time to time.

Insured person - For availing the benefit of MBBS / BDS seats for their wards shall be as defined under Section (2), subsection (14) of the ESI Act, 1948', as, on the last day of the contribution period immediately preceding the date of notification for NEET-UG for the relevant subsection (14) of the ESI Act, 1948 is reproduced as under; "Insured person' means a person who is or was an employee in respect of whom contributions are or were payable under this Act and who is by reason thereof, entitled to any of the benefits provided under this Act."

The critical date for eligibility under 'Seats allocated for wards of insured persons (IPs)' for 2023-24 would be 30/09/2022, i.e., only a person who is 'Insured Personas per the Act, as of 30/09/2022 would be eligible for availing benefit under the seats allocated for wards of insured persons (IPs)' for their child/children.

'Ward of Insured Person' will be children/children of an Insured person who are/is eligible for benefit under the ESI Act as of the last date of submission of the application form for NEET-UG for the relevant year.

Regional Director / Other Officer / Authority / Committee under ESIC, as may be specified by ESIC from time to time, shall be the Competent Authority to issue the "Ward of Insured Person" certificate. The specified Competent Authority of ESIC will issue the certificate.

After allotment of seats, a Demand Draft (DD) of Rs.24000 drawn in favor of ESI Fund A/c No. 2', payable at the city where the college is located, to be deposited at the time of the admission process at the ESIC Medical / Dental College. There will be no capitation fee or profiteering in any form.

The above will not apply to students allotted MBBS seats at Shri Lal

Bahadur Shastri Government Medical College, Ner Chowk, Mandi (HP), and Government Medical College, Paripally, Kollam, Kerala. The student will have to deposit the annual tuition fee of Rs.24000 in the form specified by the college.
