CENTAC Extends deadline for NEET 2023 applications

Puducherry: The CENTAC has extended the NEET UG applications deadline till 6pm today.

"UG NEET time extended to 20.07.2023, 6 pm.online," announced Centralized Admission Committee (CENTAC) on its official website.

"Based on requests, the last date for submission of online applications for UG NEET based admissions to M.B.B.S., B.D.S., B.V.Sc.&A.H. (National SS & NRI) and BAMS is extended till 20.07.2023, 6 pm," the notice mentioned.

Steps for filling up the application –

All the candidates seeking admission to the Under-graduate Medical / Dental / Ayurveda / Veterinary (National – SS and NRI) courses must apply online through the website www.centacpuducherry.in.

As a first-time user, the candidate shall create the login details as per the following steps -

1. On the “New Registration” page, the candidate has to enter a valid Mobile Number and Email ID, which will be used for all future communication for admission purposes. The candidate should take utmost care in providing the Mobile Number and Email ID, as all communications from CENTAC will be sent to the same.

2. Candidate shall then create a new password (of a maximum of six characters) for online registration purposes. This password need not be the same as the candidate’s email account password, which is used to access one’s email account.

3. Candidate shall provide a valid mobile phone number (10-digit number without any prefix).

4. The candidate should ensure that all the details given in the form are correct. This information will be used during the entire admission process. No change/modification will be allowed. Please be careful in filling up the required information in all aspects.

After successful registration, the applicant shall log in by using their “registered email-id” and “password” to fill out the online application form.

Fill in all the details in the application form.

Candidates shall upload the following documents (wherever necessary) -

1. Passport size photograph of the applicant (20 to 50 KB)

2. Scanned signature of the applicant (20 to 50 KB)

3. Self-attested copy of High School/Higher Secondary Certificate/Birth Certificate for verification of date of birth (100 to 500 KB)

4. Self-attested copy of Residence / Community / EWS / Freedom Fighter / Ex-Serviceman/ Person with Disabilities/Sports certificates, if applicable (100 to 500 KB)

5. Affidavit as per Annexure I-A should be uploaded in 20 Rs. E-Stamp paper duly attested by the Notary for claiming Puducherry Residence

6. Self-attested copy of Admit Card of UG-NEET 2023 (100 to 500 KB)

7. Self-attested copy of Score card of UG-NEET 2023 (100 to 500 KB)

Once all the above-mentioned files are uploaded, the applicant can proceed with “Make Payment”. Applicants can also update the uploaded files and application form using the “Back button” before making payment. Once payment is made, no changes can be made to the application.

The application submission process shall be completed only after making payment of the online application fee by the candidate.

The candidates should ensure the following -

1. Upload recently renewed, scanned, self-attested photocopies of certificates. Original certificates must be produced only at the time of admission to the respective colleges.

2. All certificates produced in support of various claims such as Residence, Regional Claim, Community, EWS, Freedom Fighter (FF), Ex-serviceman (ESM), Persons with Disability (PwD) & Meritorious Sports Persons (MSP), Christian / Linguistic Minority, NRI, etc., should be valid and obtained from the respective competent authorities.

3. Residence and Community certificates issued by the Revenue Department, Govt. of Puducherry alone will be considered for claiming reservation benefits under Government / Christian / Linguistic Minority quota.

4. Sports certificates must be countersigned by the concerned authorities.

Details issued -

Candidates should register and log in to fill in all their details. Only on payment of the application fee, the candidate will be allowed to enter their preferences of courses. Without filling in the course preferences, the application will not be considered for allotment of seats.

The candidates can give as many choices of courses for which they are eligible in as many colleges as they wish. If a choice of course or college is not made, it will be deemed that they are not interested in the particular course or college.

The candidate should give their prioritization of course preferences in each round, and the last date for submission will be published on the CENTAC website. The candidate will not be able to edit his course preference after the last date. However, CENTAC reserves the right to permit all candidates to alter their preferences if required. The decision taken will be duly intimated from time to time.

The number of seats in the colleges may vary depending on the approval of the concerned competent authorities of the Government of Puducherry. The seat matrix and fee structure will be published on the CENTAC website after receiving the same from the concerned department of the Government of Puducherry.

Claim exercised with regard to Residence/ Community/ Special category are subject to verification of the submitted documents and cannot be changed once the FINAL merit list is published. However, CENTAC reserves the right to update the merit list in case of genuine claims supported by documentary evidence.

On verification of the candidates’ credentials, the Draft Merit List will be published. Separate Merit Lists will be published for Government Quota Seats, Management Quota, Christian and Linguistic Minority Quota Seats. The candidate should refer to the CENTAC website, www.centacpuducherry.in, for the merit list.

Only computer-based online allotment will be done in Round I and in Round II, except for NRI seats. Physical counseling or online counseling might be done in the event of a mop-up round.

For NRI seats blended mode of Counseling will be done, and the candidate may participate either directly by reporting at the counseling center (offline or physical mode) or participate through online mode (link will be sent to the candidate’s e-mail ID before counseling). Detailed guidelines will be published on the CENTAC website before counseling.

Once the Provisional allotment list is published, the candidate must download the Provisional Allotment Order and report to the allotted college within the given time. If the candidate does not report within the given time, the provisional allotment will be automatically canceled. A similar procedure will be followed for the subsequent rounds of allotment as well.

Sliding will be allowed in Round 1 and Round 2. The candidates who have joined up to round 2 of NRI / AIQ / State quota shall not be eligible to participate in the further rounds of AIQ or state quota for the 10 academic years 2023-24. Refer to NMC NEET UG 2023 Information Bulletin.

If all the students of a specified category have been admitted, and even thereafter, if any seat remains vacant for that specified category, the same will be de-reserved as per the guidelines.

The candidates are required to bring a Printout of the Application Form, Allotment letter, and Original Certificates, along with self-attested photocopies of all the required documents at the time of Admission.

Sports (MSP) candidates of Karaikal region should submit a copy of their application and self-attested copy of their sports certificates at the help desk, Perunthalaivar Kamarajar Institute Of Engineering And Technology (PKIET) directly in person on or before 18/07/2023, 5.00 pm.

Candidates seeking admission to the MBBS/BDS, Degree courses must have passed H.Sc. (Academic)examination conducted by the Board of Higher Secondary Examination of Tamil Nadu or any other equivalent thereto, with a minimum of 50% marks (40% of marks for OBC/BCM/MBC/EBC/BT/SC/ ST candidates) in aggregate, in the prescribed subjects of Physics, Chemistry and Biology or Bio-technology, Botany and Zoology. Further, they should have studied English as one of the subjects, and they must have passed the above four subjects individually.

BAMS

Candidates seeking admission to the BAMS course must have passed the subjects of Physics, Chemistry, Biology & English individually and must have obtained minimum marks taken together in Physics, Chemistry, and Biology at the qualifying examination with a minimum of 50% marks for General and 45% of marks for OBC/BCM/MBC/EBC/OPH (General &OBC) and 40% of marks for SC/ST/BT&OPH.

The Higher Secondary Examination or the Indian School Certificate Examination, which is equivalent to 10+2 Higher Secondary Examination after a period of 12 years of study, the last two years of study comprising of Physics, Chemistry, Biology, and Mathematics or any other elective subjects with English at a level not less than the core course of English as prescribed by the National Council of Educational Research and Training after the introduction of 10+2+3 years educational structure as recommended by the

National Committee on Education.

Bachelor of Veterinary Science & Animal Husbandry [BVSc & AH]

Candidates seeking admission to the BVSc & AH Degree courses must have passed the H.Sc. (Academic)examination conducted by the Board of Higher Secondary Examination of Tamil Nadu or any other equivalent thereto, with a minimum of 50% marks (40% of marks for OBC/BCM/MBC/EBC/BT/SC/ST Candidates) in aggregate in Biology / Botany & Zoology, Physics, and Chemistry.

Eligibility to appear in NEET (UG) – 2023 -

Eligibility for appearing in NEET (UG), as per related Regulations of NMC and DCI, are as follows -

He/she has completed 17 years of age at the time of admission or will complete that age on or before 31 December of the year of his/her admission to the first year of the Undergraduate Medical Course.

Upper age limit: As per Letter No. U-11022/2/2022-UGMEB, dated 09 March 2022, received from National Medical Commission (NMC), Under Graduate Medical Education Board (UGMEB) regarding the upper age limit; there is no upper age limit.

Criteria for NRI / OCI / Foreign Nationals -

Non-Resident Indians (NRIs), Overseas Citizens of India (OCI), and Foreign Nationals are eligible for admission in Medical /Dental Colleges subject to rules and regulations framed by the respective State Governments, Institutions, and the Government of India, as the case may be. The NRI and OCI Applicants/Candidates have to upload a Certificate from the concerned Indian Diplomatic Mission in the country of their residence in support of their claim as an NRI/OCI Candidate, along with their online Application Form for NEET (UG) - 2023 and retain the original of such document for producing it at the time of Counselling / Admission to the Courses covered under NEET (UG). Similarly, a foreign applicant for NEET (UG) 2023 shall also upload Documentary Proof (e.g. relevant pages of a valid passport or a Certificate from the Competent Authority in the country of his/her nationality regarding his/her citizenship status) in support of his/her Nationality, along with online Application Form. The format of the Embassy Certificate and Citizenship Certificate or any Documentary proof of Citizenship are given in Annexure. Foreign nationals may confirm their eligibility from the concerned Medical/Dental/ College/State.

Eligibility of OCI cardholders for NEET (UG) -

The Ministry of Home Affairs vide Notification dated 4 March 2021 specified the rights to which an OCI cardholder shall be entitled under the Citizenship Act, 1955.

Clause (4) (ii) of the said Notification reads as under -

“(4) parity with Non-Resident Indians in the matter of-

(ii) appearing for the all India entrance tests such as National Eligibility cum Entrance Test, Joint Entrance Examination (Mains), Joint Entrance Examination (Advanced), or such other tests to make them eligible for admission only against any Non-Resident Indian seat or any supernumerary seat:

Provided that the OCI cardholder shall not be eligible for admission against any seat reserved exclusively for Indian citizens.”

1. Candidate's parents' resident certificate issued by the Embassy of that country complying with the Income Tax Rules / any other certificates to establish evidence that they are residents of that country/affidavit on Rs.100/- e- stamp paper to that effect

2. Candidate's passport / VISA / Resident VISA

3. Citizenship of the candidate

4. Income Tax Documents are required as per the Income Tax Act 1961. (If applicable)

5. If NRI Sponsored – with NRI Sponsor’s acceptance certificate. (If applicable)

6. Candidate’s Study certificate for having studied outside India where applicable for the qualifying examination

Conversion of seats in BAMS/BDS BAMS/BDS - if any vacancy in Govt. quota/NRI after Stray Round of Counseling that may be filled with candidates on All India basis under Self Supporting mode.

The Mode of Reservation while allotting the seats will be as follows -

1. All the candidates should be Indian nationals and Residents of Puducherry.

2. Vertical Reservation First - General, EWS, OBC, MBC, EBC, BCM, SC, ST, BT.

3. Regional Reservation (Compartmentalized Horizontal Reservation) – Refer to Volume I General Information Page 28, sl, no. 22.

4. Horizontal / Special Reservation – FF / ESM / PwD / Sports will be done if adequate seats are not filled after fixing vertical reservation, i.e., if the requisite seats are not filled while doing vertical reservation, the last candidate in the respective category will be replaced as per merit.

Seat matrix –

Seat Matrix with reservation details will be published on the CENTAC website after receiving the same from the Health Department, Puducherry.

Counseling procedure –

1. Admission to the UG MBBS/ BDS / BAMS / BVSc &AH (National SS & NRI) courses is based on the UG-NEET - 2023 Rank.

2. Round 1 and Round 2 allotment will be Online for Government Quota & Management Quota and for NRI in the blended mode, in which candidates may attend either online or offline. Mopup and Stray vacancy Counselling can be either Online or Offline. CENTAC reserves the right to do either Online or Offline counseling based on necessity.

3. Online allotment will be done based on the candidate’s course preferences, category of seats, reservation, and NEET Rank.

4. Both Round 1 and Round 2 allotment is based on the course preferences submitted by the candidates before the last date for updating the course preferences. If the course preferences are empty, then allotment will not be done.

5. For Round 2, candidates should submit their willingness and Registration Fees (only for M.B.B.S.) before submitting their course preferences.

6. After publishing the provisional allotment list, allotted candidates should download the Allotment Order from the dashboard using their Login credentials.

7. Allotted candidates will be instructed to report to the college with a copy of the Application form, Provisional Allotment Order, and all other original certificates within the scheduled date and time.

8. After verification of the originals and payment of fees, colleges will confirm the provisional admission of the candidates and issue the Admission slip to the candidate.

9. Mopup and Stray Vacancy Counselling – Detailed Guidelines will be published on the CENTAC website before the counseling as per instructions received from the competent authority of the Government of Puducherry.

Sliding in Round 2 -

1. If any seat is allotted during sliding in round 2, the seat allotted in the previous round will be automatically forfeited.

2. Sliding from one college to another college is permitted during counseling only, based on merit and the rule of reservation.

3. Individual requests for transfer of college will not be permitted under any circumstances.

4. Mutual transfers will not be permitted under any circumstances.

Allotment procedure –

Candidates seeking allotment to UG Medical / Dental / Ayurveda Degree Courses in Government Colleges, Government Quota seats in Private Colleges, National Self-supporting seats in veterinary colleges, Management Quota seats, and Minority Quota seats (Telugu & Christian) in Private Colleges and NRI seats in UG Medical, Dental and Veterinary colleges should apply Online through the CENTAC website.

Forfeiture of Registration Fee / Tuition Fee -

After the publication of the Final allotment list in 2nd round, if any candidate fails to join the college, then the registration fee as mentioned above will be forfeited.

During mop-up counseling, seats will be allotted only after the entire tuition fee is paid, preferably by way of DD (Demand Draft) or through RTGS/NEFT. If the student fails to join the allotted college after mop-up counseling, then the Registration fees (an amount of Rs. 1,00,000/- for GQ and Rs.200000/- for MQ/NRI) will be forfeited. In case, the college is not able to fill the seat from the 1:10 list sponsored by CENTAC, then the entire tuition fee will be forfeited.

If the college is able to fill the seat, the remaining amount will be refunded after 6 months so this acts as a deterrent for blocking of seat. Therefore, it is advised that the candidate makes a thoughtful decision before taking the seat in mop-up counseling. CENTAC reserves the right to modify these guidelines relating to mop-up counseling, depending upon necessity.

Refund of Registration Fee / Tuition Fee -

In case the candidate is not allotted any seat during the 2nd Round and Mop Up Round, the Registration Fees / Tuition Fees will be refunded to the same account of the candidate from which payment had been made.

The candidates should keep their bank account active until the refund process is completed. The candidates are advised not to use unrelated bank accounts for remitting the Registration Fee / Tuition fee amount. CENTAC will not entertain such requests.

Fee structure/tuition fee -

As prescribed by the “Fee Committee” for the year 2023-24. Candidates are advised to go through the details of tuition fees notified by the Health Department which will be published on the CENTAC website. Candidates are also advised to go through the notification carefully and verify from the concerned Institution the components not covered in the tuition fee (e.g., Hostel fee, etc.).

For UG MBBS / BDS courses, candidates should pay the tuition fees to their CENTAC account using the payment link in their login dashboard OR use the Account details published on the CENTAC website. For other courses, candidates may pay the tuition fees directly to the college.
