WBMCC issues notice on NEET Counselling 2022, check out details

West Bengal: The West Bengal Main Computerized Counselling (WBMCC) informed about NEET UG 2022 Counseling for Under Graduate Medical and Dental State Quota, Private College Management Quota, and NRI Quota seats 2022.

Overall eligibility for NEET UG –

1. The candidates must have passed Physics, Chemistry and Biology taken together in the 10+2 Examination.

2. UR/EWS candidates, UR-PwD/EWS-PwD category candidates, and SC/ST/OBC¬A/OBC-B (with or without PwD status) candidates must obtain 50%, 45% and 40% marks, respectively.

3. Age should be at least 17 years by 31.12.2022. Date of birth must be on or before 01.01.2005 to become eligible.

Counselling fee –

1. Rs 2000/- for Unreserved candidates and Rs 1500/- for SC/ST/OBC/OBC A /OBC B/PwD/EWS candidates.

2. The fee has to be paid online.

3. If the payment is successful, the candidate must generate an acknowledgement receipt from the candidate log-in, where all the transaction details are.

4. Generation of acknowledgement slip is mandatory for physical document verification of candidates, as the venue/date/time, etc., will be only mentioned in the acknowledgement slip.

5. Candidates must bring the hard copy of that slip during Physical document verification; otherwise, no warranty will be done.

State quota -

1. The qualified candidate through NEET UG 2022 who want to participate in WB State Quota UG seats must note that either the candidate or their parents must be domiciled in the State of West Bengal. Therefore, they must download the domicile certificate proforma from the counselling website https://wbmcc.nic.in, fill out the appropriate form, and get it signed and stamped by the proper authority.

2. During document verification, such a certificate in original has to be produced by the candidate before the verifying authority of the college. Only after a successful proof of such certification shall the candidate be considered for online choice filling and allotment for State Quota seat provided the other required documents.

Eligibility –

1. Residential/Domicile Certificate for candidates residing in the State of West Bengal continuously for at least the last ten years as of 31st December 2021. Candidate must have passed class 10 or equivalent and class 12 or equivalent from the State of West Bengal.

2. Residential/Domicile Certificate for candidates residing in the State of West Bengal continuously for at least the last ten years as of 31'' December 2021, where the candidate has passed the 10+2 Examination in the year 2022 from West Bengal.

3. Residential/Domicile Certificate for candidates not residing in the State of West Bengal continuously for at least the last ten years as of 31 12.2021, that is, candidates who have passed either class 10 or class 12 or both from outside West Bengal but whose parent/s are permanent residents of West Bengal having their permanent home address within West Bengal and living continuously for at least last ten years in West Bengal as on 314 December of 2021.

Domicile certificate –

1. Domicile Certificate obtained from the West Bengal e-district portal will also be accepted as proof of domicile.

2. Every official certifying the domicile status of the candidate or parent must provide their full name, designation, place of posting with address, landline or mobile number. They should also provide their identity card number if available.

3. Certification from any other authority than those mentioned below will not be accepted.

4. Domicile certificates issued by the people's representative, like a Councilor of a Municipal Corporation/Municipality, Member of a three-tier panchayet system or GTA, or Member of the Legislative Assembly or Parliament, are not accepted.

Domicile Certificate have to be signed by any of the following authorities –

1. District Magistrate, Additional District Magistrate, Deputy Magistrate, Deputy Collector Sub Divisional Officer, Block Development Officer.

2. Superintendant of Police, Additional Superintendant of Police, Deputy Superintendant of Police, Sub Divisional Police Officer.

3. Commissioner, Additional Commissioner, Joint Commissioner, Deputy Commissioner and Assistant Commissioner of Police Commissionerate.

4. Judicial Magistrate of any rank or position in the concerned district, Metropolitan locality, or Hon'ble High Court at Calcutta or Hon'ble Supreme Court of India.

5. Corporation area – Commissioner, Additional Commissioner, Joint Commissioner, Deputy Commissioner and Assistant Commissioner.

6. Assistant Secretary or above in the Secretariat of Govt. of West Bengal (including GU) or Central Govt.

7. Deputy Director or above in the Directorate of Govt. of West Bengal or Central Govt.

Management quota in private college –

1. The seats will be filled by counselling which is to be conducted by WBMCC.

2. For admission in Management Quota seats, the domicile certificate is not required for the allotted candidate. However, they must produce other essential original documents for verification before online choice filling, allotment, and securing admission to the assigned seat.

3. The allotment in the Management Quota is based purely on the combined merit rank of NEET UG 2022, as there is no caste or PwD reservation in such seats.

Eligibility –

1. The candidates who qualified for NEET UG 2022 are eligible for management quota seats.

2. UR/EWS cut off 50 percentile.

3. UR PwD/EWS PwD cut off 45 percentile.

4. SC/ST/OBC/OBC A/OBC B/SC PwD/ST PwD/OBC PwD/OBC A NA/D/OBC B PwD cut off 40 percentile.

5. The candidates not domiciled in the State of West Bengal (not opting for NRI Quota) are eligible for Management Quota seats in Private Medical/Dental/ colleges.

NRI quota in private college –

1. The seats will be filled by counselling which is to be conducted by WBMCC.

2. The candidates who opt for NRI Quota cannot opt for State Quota/Management Quota.

Eligibility –

1. The candidates who qualified for NEET UG 2022 are eligible for management quota seats.

2. UR/EWS cut off 50 percentile.

3. UR PwD/EWS PwD cut off 45 percentile.

4. SC/ST/OBC/OBC A/OBC B/SC PwD/ST PwD/OBC PwD/OBC A NA/D/OBC B PwD cut off 40 percentile.

5. The candidates will have to fulfil the criteria of eligibility for NRI Quota seats as per the directions/orders of the Honorable Supreme Court of India in the case WP (Civil) 689 of 2017 [Consortium of the Deemed Universities in Karnataka (CODEUNIK) and Anr vs The Union of India and Ors dated 22.08.2017] (published in website https://wbmcc.nic.in) and Principles set in Anshul Tamar (supra) case in West Bengal and other relevant orders are only be considered in NRI Quota seats.

Caste certificate –

1. If the candidate, who is domiciled in the State of West Bengal, selects SC or ST or OBC A or OBC B during enrollment.

2. The certificate must be issued by an authority from the st, ate or they will not be considered under cast reservation.

3. The certificate will be verified during the document verification process before choosing a filling and allotting seat.

4. If the certificate is not valid, then the candidate will be considered in the unreserved category provided 50% marks are obtained in NEET UG.

5. The OBC A or OBC B candidates, if they belong to the creamy layer, will not be considered reserved category candidates.

6. If the OBC A or OBC B certificate is issued before 01.04.2021, then the candidate has to provide the income certificate issued by the same authority that issued the earlier caste certificate.

7. WB Domicile OBC A or OBC B candidates, who belong to the creamy layer or do not provide a proper income certificate in support of being a non-creamy layer, shall be considered as Unreserved for allotment of seats in State Quota counselling provided the candidate has obtained 50 percentile marks.

Other details –

1. If the candidate is not domiciled in the State of West Bengal, then they shall not be considered for State Quota seats irrespective of caste status or PwD status. Such candidates are, however, eligible to fill up choices for Private college management quota seats.

2. Candidates who belong to the Economically Weaker Section (EWS) of West Bengal (with or without PwD status) and are domiciled in the State of West Bengal shall be considered as reserved category candidates for West Bengal State Quota seats provided their EWS certificate is successfully verified at the time of document verification process before online choice filling and allotment. If the certificate is invalid, the candidate is treated as Unreserved for allocation of seats in State Quota Counseling, provided the candidate has obtained 50 percentile marks.

3. The eligible candidates per cut-off limits of the 21 benchmark disabilities as envisaged under the Regulations of "The Rights of Persons with Disabilities Act 2016" will only be considered in PwD (Person with Disability). During the stipulated days, such candidates must verify their PwD status from the Medical Board of IPGME & R Kolkata (Address-244, A.IC Bose Road, Kolkata 700020). Certificates from any institute will not be considered for eligibility as a PwD candidate.

4. The format is provided on the counselling website. Then the candidate has to obtain fitness in the same form from Registered Allopathic Medical Practitioner to become eligible for admission to the seat allotted through counselling. Therefore, their fitness is an essential criterion.

5. If a candidate is domiciled in WB, the SC/ST/OBC/EWS certificate is of another state. They would be treated as Unreserved for state quota counselling and can participate in UR seats in the state quota if they achieved Uthecut-off 50 percentile in NEET UG 2022. They can, however, join for management quota seats per combined rank in NEET UG 2022 exam and the central institutes, if any, as caste candidates.

6. Unless the candidate wants initialization, the online registration and application shall be one-time for a particular candidate.

7. Fee payment shall be one time for a particular candidate unless the candidate remains not reported for Round 2 and again wants to participate in the mop-up round or the candidate wants initialization as discussed earlier.

8. Fresh online registration is allowed in rounds 1 and 2 and the mop-up round and if the government of India reduces any cut-off during the counselling process. However, such registration may again be allowed in the stray vacancy round only if the entire previous non-allotted and registered candidate list is less than ten times the pooled vacancy for the college round.

9. The candidate who does not register and fill choice in round 1 and save and lock such option (or the system auto-locks the opportunity after the choice locking period is just over) shall not be considered for allotment in Round 1. Choice filling shall be afresh in Round 2 for the registered candidate.

10. The non-allotted candidate in Round 1; the non-reported candidate in Round 1; the candidate who was allotted and admitted in round 1 and submitted willingness for participation in round 2; or the newly registered candidate in round 2 can fill choice afresh for round 2 allotment.

11. The candidates who are not registered, the candidates who failed during the document verification and became not eligible for subsequent rounds, the candidate who did not opt for the next matches, the candidate who did not fill in fresh choices in the next game or the candidate who surrendered seat after getting admission in the earlier game –are not considered for allotment in Round 2.

12. There will be four rounds of counselling, i.e. round 1, round 2, mop-up round, and stray vacancy round. The details related to each game are enclosed in the notice below.

Documents to be submitted –

Common documents -

1. Acknowledgement slip generated online after successful payment

2. Voter card/Aadhar card/Passport of parent/s in case of domicile certificate of a parent is given showing address as West Bengal (any 2 of the three ID cards as mentioned above)

3. Caste certificate as applicable. (issued in the State of West Bengal)

4. NEET UG 2022 admit card.

5. NEET UG 2022 Rank card.

6. PwD certificate issued from IPGMER Kolkata as applicable.

7. Age Proof (age should be 17 years by 31.12.2022)

8. Class 10+2 mark sheet for verification of marks

9. Medical Certificate (from Registered Allopathic Medical Practitioner)

State Quota –

1. Domicile certificate or domicile certificate from e-district website

NRI –

2. Notarized Affidavit of the candidate or the sponsor who is NRI

3. Documents claiming that the candidate/sponsor is NRI (valid passport, visa, recent utility bill)

4. Relationship of the NRI sponsor with the candidate as per the order of the Hon'ble Supreme Court of India in case WP (C) No 689/2017, Consortium of Deemed Universities in Karnataka (COIDEUNIK) and Anrvs and the Union of India and Ors. Dated 22-08-2017

5. Notarized Affidavit before the first class magistrate of the sponsor that they shall sponsor the entire course fee of the candidate
