Ragging at Rajasthan Medical colleges: NMC seeks reports from GMC Kota, Barmer- accused MBBS students expelled
New Delhi: The anti-ragging cell of the National Medical Commission (NMC) has received two more ragging complaints from government medical colleges in Rajasthan.
These latest complaints have been received from the Government Medical Colleges in Kota and Barmer. NMC had earlier sought an action-taken report from GMC Kota authorities on a similar complaint received a few days back. However, now a new complaint has reached the Commission's anti-ragging cell.
Both the medical colleges have been asked to respond to the Commission's queries and submit a report within 24 hours. In response to the incident, GMC Barmer has expelled 13 students from the 2026 batch permanently from the college hostel and other students for a limited time period. The students are also facing debarment from taking part in academic and cultural activities.
What are the Allegations?
GMC Kota:
Medical Dialogues had earlier reported that earlier this month, NMC had sought an urgent explanation and an Action Taken Report (ATR) from Government Medical College (GMC) Kota, after receiving a complaint over allegations of ragging and harassment of first-year students by their seniors, both on campus and at rented flats outside the college.
Now, NMC has received a new complaint alleging continued ragging, mental harassment, humiliation and intimidation of first-year MBBS students by senior students.
The present complaint alleges that junior students are being forced to walk with their heads bowed and hands held behind their backs, maintain single-file formations, address seniors as “respected boss”, and follow discriminatory dress and grooming restrictions. Students who allegedly fail to comply are reportedly subjected to public humiliation, threats, and intimidation in isolated areas.
Taking note of this, NMC wrote to the Dean/Principal on October 29, 2026 and mentioned, "The recurrence of such allegations within a short period, despite the earlier directions, raises serious concerns regarding the effectiveness of the preventive measures adopted by the institution and the functioning of its Anti Ragging Committee, Anti-Ragging Squad and Hostel Committee. The earlier Action Taken Report was not satisfactory and did not adequately establish the action taken against those allegedly involved or demonstrate the effectiveness of corrective and preventive measures."
"The Commission views the matter very seriously. The allegations may indicate non-compliance with the applicable anti-ragging regulations, the directions of the Hon'ble Supreme Court, and the NMC Public Notice dated 09.03.2026. You are, therefore, directed to submit point-wise comments and a comprehensive Action Taken Report (ATR) within 24 hours of receipt of this communication," it added.
GMC Barmer:
In the case of GMC Barmer, NMC received a complaint alleging ragging, intimidation, and coercive practices by certain second-year MBBS students against first-year MBBS students at the institute.
The allegations included forced haircuts, coercive demands relating to medical IDs and MLC-related matters, taking junior students to a location referred to as the “White House”, and compelling them to follow humiliating instructions and recite obscene or degrading content circulated through a PDF titled “THE OG MLC FOR 2026 BATCH”. Concerns have also been raised regarding the awareness and response of certain faculty members.
"The Commission views the matter seriously. You are, therefore, directed to submit point-wise comments, along with a comprehensive Action Taken Report (ATR), within 24 hours of receipt of this communication," NMC anti-ragging cell mentioned in a letter directed to the Dean/Principal on October 29, 2026.
Both the medical colleges have been asked to submit details about the inquiry and investigation, and regarding the immediate measures taken by the medical college to protect students from further instances of ragging. The Commission also sought details regarding the involvement of the Anti-Ragging Committee, Anti-Ragging Squad, and Hostel Committee in these matters.
Action by GMC Barmer:
Taking action, GMC Barmer authorities have expelled 6 students from the 2025 batch permanently from the hostel. They have also been debarred from academic activities (lectures, practicals, ward postings and examinations) for 60 working days and from participating in cultural and sports activities for one year.
Seven other students from the 2025 batch have also been permanently expelled from the hostel. They have been debarred from academic activities (lectures, practicals, ward postings and examinations) for 30 working days and debarred from participating in cultural and sports activities for one year.
The authorities have expelled 11 other students from the 2025 batch from the hostel for 30 working days and they have been debarred from academic activities (lectures, practicals, ward postings and examinations) for 15 working days. These students are also facing a debarment from participating in cultural and sports activities for one year.
Around 49 other students have been warned that if they are found involved in such activities in the future, they will be permanently expelled from the hostel. They have been debarred from academic activities for 7 working days and from participating in cultural and sports activities for one year.
Five students from the 2026 batch have been issued a warning, and they have been instructed to ensure that their parents appear at the college within 3 days. The college has warned that failure to do so would invite expulsion proceedings.
