Obscene acts, threats of academic failure: NMC seeks urgent explanation, ATR from GMC Kota over ragging allegations

Kota: The National Medical Commission (NMC) has sought an urgent explanation and an Action Taken Report (ATR) from Government Medical College (GMC) Kota, after receiving a complaint over allegations of ragging and harassment of first-year students by their seniors, both on campus and at rented flats outside the college.
The Apex Medical Commission wrote to the college after the complaint mentioned that some second-year students reportedly subjected freshers to humiliating and obscene acts under the pretext of "interaction", threatened them with academic failure, and that certain faculty members may also have been involved in the incidents.
Taking note of the allegations, the NMC's Anti-Ragging Cell, in an email communication on October 10, 2026, directed the college principal to submit para-wise comments on the allegations, along with the ATR and supporting documents, by 5 PM the same day.

It further stated that the matter indicated a possible failure to uphold its zero-tolerance policy towards ragging and also referred to the directions of the Supreme Court and the NMC public notice dated March 9, 2026.
NMC asked the college administration to clarify whether an inquiry has been initiated and what steps have been taken to identify the students allegedly involved and verify the incidents, including those reported at rented flats outside the campus.
The college has also been asked to provide details of the investigation into the alleged threats of academic failure and the possible involvement of faculty members. Further, the NMC sought information on whether the college's Anti-Ragging Committee and Anti-Ragging Squad had examined the complaint and what findings they had reached.
Accordingly, the Commission directed the college to explain the immediate measures taken to protect first-year students from further harassment, intimidation and possible retaliation and also sought details of any disciplinary action initiated, wherever warranted, and preventive measures to stop such incidents from recurring.
"The inquiry shall be conducted promptly, impartially and confidentially. The complainant's identity shall be strictly protected, and appropriate safeguards shall be implemented immediately. The complete para-wise comments, ATR and supporting documents must reach the Commission by 5:00 PM today, without fail. This may be treated as MOST URGENT," the communication mentioned.
Addressing the issue, Dr Lakshya Mittal, Chairperson of United Doctors' Front (UDF), raised concerns in a post on X over repeated allegations of ragging at medical colleges in Rajasthan and questioned why the practice continues.
Referring to the allegations at GMC Kota and the NMC's urgent communication, he said, "Day after day, allegations of ragging emerge from Rajasthan’s medical colleges. Why is this culture being allowed to continue? At GMC Kota, a complaint alleging humiliation, threats of academic failure & obscene acts against freshers prompted the @NMC_BHARAT to demand an urgent action. @RajCMO @ombirlakota @BhajanlalBjp @GajendraKhimsar @MeRajGovt @KotaPolice @spkotarural @PoliceRajasthan Has the college complied? What action has been taken? Who is accountable? Students deserve protection, not intimidation. Ensure an impartial inquiry, protect the complainant’s identity & enforce ZERO TOLERANCE. Medical colleges must produce doctors—not victims of ragging."
