Delhi: The National Board of Examinations (NBE) has invited online applications for NBEMS Diploma Final Examinations that is going to be held on 15th, 16th and 17th December 2023 at various examination centres across the country.

The applicants apply only online at the NBE website up to 25th October 2023 (Till 11:55 PM). Application submitted through any other mode shall be summarily rejected. There is no requirement to submit the hard copy printout of the application form and documents uploaded to the NBEMS website.

A candidate registered with NBEMS as an NBEMS Diploma trainee and, obtaining the requisite period of training as prescribed by NBEMS & fulfilling other eligibility criteria as stated in the Information Bulletin can appear for the NBEMS Diploma final examination.

Candidates should ensure that all the information entered during the online submission of the application form is correct and factual. Information provided by the candidates in the online application form shall be treated as correct. Application forms of candidates producing false or fabricated records will not be considered, and the candidate may be further debarred from appearing in any future examinations of the National Board of Examinations in Medical Sciences.

Candidates are advised to ensure that no mandatory column in the online application form is left blank. In the event of rejection of the application form, no correspondence/request for reconsideration will be entertained.

Candidates should ensure before applying for NBEMS Diploma Final Examinations that their MBBS qualification is recognized by the National Medical Commission (NMC) as per provisions of the NMC Act, 2019 and the First Schedule of the repealed IMC Act. If it is found at any stage that the NMC does not recognize the MBBS qualification, the NBEMS will have the right to cancel registration for the course/candidature for the examination.

Registration with NBEMS is mandatory for all candidates desirous of appearing in NBEMS Diploma Final Examinations.

Candidates found ineligible for the NBEMS Diploma Final examination will not be permitted to appear in the examination. In the unlikely event of any ineligible candidate appearing and/or passing the NBEMS Diploma examination, the results/candidature of such candidate shall be cancelled and/or is deemed to be cancelled, even if the result has been declared/ Pass Certificate has been issued.

Candidature of candidates who are allowed to appear provisionally in the examination shall be cancelled, and the result, if declared, shall be treated as null and void if they fail to submit the required documents towards fulfilling the eligibility criteria prescribed.

NBEMS reserves the right to withdraw permission, if any, granted inadvertently to any candidate who is not eligible to appear in the NBEMS Diploma Final Examinations even though the admit card/ roll number has been issued on the NBEMS website.

The fee shall neither be carried forward to a future exam nor refunded on successful submission of the application. Candidates’ eligibility is purely provisional & is subject to the fulfilment of eligibility criteria as prescribed by the National Board of Examinations in Medical Sciences.

The request shall not be entertained for change in date/centre of examination under any circumstances. Candidates are advised not to canvass for such representation. A copy of the application form submitted may be retained by the candidate for future reference.

Instructions to Fill Online NBEMS Diploma Final Application Form –

Applicant candidates shall be required to register online at the Online Exit Examinations Portal (OEEP) for submission of the NBEMS Diploma Final Examination application to the National Board of Examinations in Medical Sciences. The Online Exit Examination Portal can be accessed through the NBEMS website.

After successful registration and submission of the application, candidates can log in to their OEEP account to check the status of the online application submitted for NBEMS Diploma Final Examinations and any deficiency communicated to them to download the admit cards.

The following steps shall be required to be completed in sequence for application submission to NBEMS –

1. Register a User – Online

2. Complete Application form, Examination City Selection and Upload Prescribed Documents – Online

3. Pay Examination Fee – Online

The applicant candidate shall register a username and create his/her online profile with the Online Exit Examinations Portal. On successful creation of the candidate profile, the applicant shall be required to complete the NBEMS Diploma Final Examinations application form, pay the prescribed examination fee and upload the prescribed documents online. Candidates shall be able to preview the application form for any corrections required before final submission.

The applicant candidate may save and print the application form submitted online for future reference. There is no requirement to submit the hard copy printout of the application form and documents uploaded to NBEMS.

The prescribed exam fee should be remitted through a payment gateway provided using a Credit Card or a Debit Card issued by banks in India or other modes as may be made available and have been provided on the web page. Examination fees in respect of candidates who are absent or declared ineligible due to any reason will be forfeited.

The applicant should ensure that the payment made for the examination fee is successful, and confirmation of the same can be seen in the application form under payment status reflected as “S” (for successful).



Eligibility –

Candidates who have undergone training as an NBEMS Diploma trainee at any of the National Board of Examinations in Medical Sciences accredited institutes after having registered with NBEMS as an NBEMS Diploma trainee and are completing their prescribed (as per the letter of registration issued by NBEMS) training as an NBEMS Diploma trainee by the date mentioned below & on submission of a certificate to this effect, can undertake the NBEMS Diploma Final Examination in the same speciality.

Cut-off date for completion of NBEMS Diploma Training towards eligibility for NBEMS Diploma Final Examination - December 2023 - 30th June 2024. Request for extension in cut-off date for completion of training for the purpose of eligibility determination for NBEMS Diploma final Examination shall not be considered.

Submission of Training Completion Certificate indicating details of leave taken during Diploma training for NBEMS Diploma trainees is an essential pre-requisite. In case the candidate does not submit the training Completion certificate.

Candidates who have completed their NBEMS Diploma training while applying for the NBEMS Diploma Final Examination shall be required to submit a Final Training Completion Certificate (FTCC) as per the format prescribed in Annexure – IV in the notice enclosed below.

Candidates whose NBEMS Diploma training is ongoing while applying for the NBEMS Diploma Final Examination shall be required to submit a Provisional Training Completion Certificate (PTCC) as per the format in Annexure-III in the notice enclosed below.

Candidates who submit their Provisional TCC with correct leave details projecting their training completion on/before the prescribed cut-off date for the examination happen to avail more leave after applying for the examination due to some unforeseen reasons which might take their training beyond the prescribed cutoff date, shall not be declared INELIGIBLE for the examination.

If such a candidate qualifies for the theory and practical examination, his/her Provisional Pass Certificate shall only be issued on completion of his/her NBEMS Diploma training and submission of Final TCC to this effect. If such a candidate qualifies theory examination but fails to qualify for the practical examination, his/her candidature for the theory examination shall remain valid, and he/she shall be allowed to appear in the next remaining attempt(s) of the practical examination, provided that he/she completes his/her NBEMS Diploma training before the next attempt of practical examination.

However, candidates who at any stage are found to have misrepresented/failed to disclose the complete details of leave taken by them in their Provisional TCC shall be declared ineligible on failing to complete their training on/before the prescribed cut-off date for the examination.

As per NBEMS norms, appearance in at least ONE Formative Assessment Test (FAT)/Internal Assessment conducted by the hospital or FAT conducted by NBEMS during the NBEMS Diploma training shall be mandatory towards eligibility for appearing in NBEMS Diploma Final Examinations.

Outline of Examination -

NBEMS Diploma Final is a two-stage examination comprising of theory and practical examination.

An eligible candidate who has qualified for the theory examination is permitted to appear in the practical examination. Those who fail to qualify for the theory examination are required to reappear in the theory examination.

A total of three attempts can be taken to qualify for the Practical examination after qualifying for the theory examination. The practical examination of the session in which the candidate qualifies for the theory examination shall be the mandatory first attempt.

A candidate unsuccessful in the first attempt at a practical examination is permitted to undertake two more attempt(s) of practical examinations. These two attempts shall be any two practical examinations conducted in the next three consecutive sessions of NBEMS Diploma Final Examinations.

Absentation from Practical Examination after successful submission of application is counted as an attempt. Candidates who would fail to qualify for the practical examination in all permissible attempts shall be required to reappear in the theory examination.

Scheme of Examination -

Theory Examination -

1. The theory examination comprises three papers, with maximum marks of 100 each.

2. There are 10 short notes of 10 marks each in each of the papers.

3. The number of short notes and their respective marks weightage may vary in some subjects/some papers.

4. Maximum time permitted is 3 hours.

5. Candidate must score at least 150/300 in the aggregate of 3 papers to qualify for the theory examination. Grace marks of up to 2% of maximum marks, i.e. 6/300, shall be given only to the candidates falling in the zone of consideration, i.e. securing between 144-149 marks out of 300.

6. Only those candidates who have qualified for the theory examination are permitted to take the practical examination.

Practical Examination -

1. Maximum Marks: 300

2. Comprises of OSCE and/or Clinical Examination and Viva.

3. Candidate must obtain a minimum of 150/300 marks to qualify for the Practical Examination.

4. There is no provision for grace marks in the Practical examination.

5. There are a maximum of three attempts that can be availed by a candidate for the Practical Examination.

6. The first attempt is the practical examination immediately after the declaration of theory results in the same session.

7. Second and Third attempts in practical examination shall be permitted out of the next three sessions of NBEMS Diploma Final Examinations; after payment of full examination fees as may be prescribed by NBEMS.

8. Absentation from Practical Examination after successful submission of application is counted as an attempt. Appearance in the first practical examination is compulsory.

9. Requests for Change in centre/date of examination are not entertained, as the same is not permissible. Candidates are required not to canvass with NBEMS for the above.

10. NBEMS reserves its right to make amendments to the scheme of practical examination with prior intimation to the applicant candidates.

The date, time and venue of the practical examination shall be intimated to all candidates (who have qualified for theory examinations) through their Online Exit Examination Portal (OEEP) account.

NBEMS reserves its rights to allot a practical centre anywhere in the country; the candidates shall make their own arrangements for travel/ boarding etc. Change in the centre of the practical examination is not permitted under any circumstances.

Admit Card -

The admit card of the candidate for the theory examination shall be available for download at the NBEMS website from 8th December 2023 onwards. Candidates are required to take the printout of their admit card from the website, paste their photograph at the designated place and appear at the exam centre along with one of the following original and valid/non-expired ID proof –

1. PAN Card

2. Driving License

3. Voter ID

4. Passport

5. Aadhaar Card (with Photograph)

Declaration of NBEMS Diploma Final Examination Result –

NBEMS Diploma final is a qualifying examination. Results of NBEMS Diploma final examinations (theory & practical) are declared as PASS/FAIL. In case the applicant candidate is provisionally eligible on the date of declaration of result, his/her result shall be withheld & shall be declared only upon status being eligible, on receipt of required documents by the prescribed cut-off date. Results can be seen on the NBEMS website.

Marksheet - The marks obtained in Final Theory and Practical Examinations can be seen on the NBEMS website by all appeared candidates through candidate login. A combined marksheet of Theory and Practical Examinations shall be issued to all qualified candidates along with their Provisional Pass Certificates.

Digital copies/photocopies of theory answer scripts - Candidate who fails to qualify for the NBEMS Diploma Final Theory Examination can seek weblinks to access the digital copies of their answer scripts by paying Rs. 100/- (plus GST@18%) per question paper. Request for providing the same can be made through the Communication Web Portal of NBEMS within 30 calendar days of the declaration of the theory result concerned. The prescribed fee can be paid online through the NBEMS website.

Candidates who fail to qualify for the Practical Examination can obtain a detailed marksheet of the practical examination on submission of a request through the Communication Web Portal of NBEMS and on payment of a fee of Rs. 1000/- online through the NBEMS website.

Re-evaluation –

There shall be a provision for re-evaluation of unassessed answer(s) only in the rare event of an answer(s) being wrongly marked as NOT ATTEMPTED by the assessor. Request for re-evaluation of an unassessed answer(s) can be made through the Communication Web Portal of NBEMS within 45 calendar days of the declaration of the theory result of the concerned speciality. An administrative fee of Rs. 500/- per paper shall be charged for the same, which can be paid online through the NBEMS website.

Requests for re-evaluation of an unassessed answer(s) made after 45 calendar days of the declaration of the theory result shall not be entertained. There shall be no re-evaluation of already assessed answers.

Provisional Pass Certificate (PPC) –

Candidates successful in the practical examination are issued a Provisional Certificate of Passing NBEMS Diploma. Provisional Pass Certificates issued to qualified candidates shall be valid till the NBEMS Final Diploma certificates are conferred upon them in the convocation of the National Board of Examinations in Medical Sciences for all purposes, including but not limited to employment, registration with state medical councils, higher education etc.

The PPC issued by NBEMS are bilingual, with the signed document being issued in the Hindi Language and its English translation is printed overleaf. An authenticated PPC issued on NBEMS letterhead shall bear the signatures of the issuing authority and a dispatch number. PPC issued to qualified candidates of NBEMS Diploma Final Examinations shall also bear an embossed stamp of NBEMS.

No separate certificate for passing the theory examination will be issued. Under normal circumstances, the certificates of passing (PPC) are issued to the candidates within four weeks of the declaration of results, however, due to unforeseen circumstances, this period may vary.

Duplicate provisional pass certificate –

For issuing a duplicate provisional pass certificate, submit a request letter stating reasons to issue a duplicate certificate, a copy of NCR lodged with police authorities clearly mentioning the loss/non-receipt of the certificate, an affidavit in support of the application (attested by public notary/oath commissioner/judicial magistrate), fee of Rs. 1000/- + GST@18% for document upto preceding 3 years and Rs. 2000/- + GST@18% for documents more than 3 years old. The fee can be paid online through the NBEMS website.

Verification of Credentials - NBEMS verifies the credentials (PPC/ Final Certificate etc.) issued to qualified candidates on receipt of a request from the concerned authority/ employer/ educational institutions.

Academic Transcripts - 

The academic transcript of a candidate is released on receipt of a request directly from the concerned authority/ employer/ educational institution, subject to the availability of complete educational records with NEBMS related to NBEMS Diploma training. Candidates are required to furnish a copy of the PPC issued by NBEMS, the Final Training Completion Certificate issued by the training institution and the letter of registration issued by NBEMS for issuance of transcript. 

Award of NBEMS Final Diploma Certificates –

Candidates who have qualified for both NBEMS Diploma Final Theory & Practical Examinations shall be conferred with an NBEMS Final Diploma certificate in the speciality concerned on enrolment for the convocation. National Board of Examinations in Medical Sciences shall be conferring NBEMS Final Diploma Certificate subject to fulfilment of eligibility criteria at the Convocation Ceremony. Details for the same are announced separately on the NBEMS website.

The transcripts are either provided directly to the concerned authority/ employer/ educational institutions or provided to the candidate in a duly sealed envelope to be handed over to the concerned authority/ employer/ educational institutions. No fee is charged for the issuance of academic transcripts. Academic transcripts are not released on request of candidates.
