1807 Surgeries in Private Hospitals, None at GMC! Govt Doctor barred from Private Practice

Srinagar: The Jammu and Kashmir Health and Medical Education (H&ME) Department recently barred a government doctor from private practice after it found that the concerned doctor had conducted more than 1807 surgeries under the AB-PMJAY-SEHAT Scheme exclusively in private hospitals, while ignoring his duties at the Government hospital.
An order was issued in this regard by the H&ME Department on 09.04.2025. In the order, the H&ME Department mentioned that an evaluation of the doctor, who is an Assistant Professor at the GMC Srinagar Surgery Department, revealed that he performed 1807 surgeries exclusively in private hospitals, whereas no such procedures were recorded at Government Medical College Srinagar.
Addressing the issue, the order mentioned, "...an evaluation of Dr. Hanief Dar's work under the AB PMJAY/AB PMJAY SEHAT Scheme by the State Health Agency, J&K, revealed that he has performed 1807 surgeries exclusively in private hospitals, with no procedures recorded under the scheme at GMC Srinagar"
Referring to the work-done report from GMC Srinagar, the Department mentioned that it confirmed that "an evaluation of Dr. Hanief Dar's work under the AB PMJAY/AB PMJAY SEHAT Scheme by the State Health Agency, J&K, revealed that he has performed 1807 surgeries exclusively in private hospitals, with no procedures recorded under the scheme at GMC Srinagar."
"Whereas, this constitutes a serious violation of J&K Service Conduct Rules and Government directives on private practice by medical faculty," the order stated.
Accordingly, barring the doctor from further private practice in the future, the order further mentioned, "Now, therefore, in exercise of the powers vested in the Government and in accordance with the relevant service rules, Dr. Hanief Dar, Assistant Professor, Department of Surgery, Government Medical College, Srinagar, is hereby prohibited from engaging in private practice across the Union Territory of Jammu & Kashmir, with immediate effect."
"Non-compliance will invite disciplinary action as per service rules," it added.
Medical Dialogues had previously reported that earlier this year, two Srinagar-based doctors were found guilty of engaging in private practice while being employed at government healthcare centers. As a result, they were transferred to remote locations and banned from private practice for five years.
In August 2022, the Health and Medical Education Department issued Government Order No: 612 - JK(HME) of 2022, which explicitly prohibits medical practitioners from engaging in private practice while on duty or roster at government healthcare facilities.
